SECTION 1

1 DESCRIPTION OF SERVICES.

1.1 Introduction.

This is a non-personal services contract. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. The contractor shall manage its employees and guard against any actions that are of the nature of personal services, or give the perception of personal services. The contractor shall notify the Contracting Officer (CO) immediately if they perceive any actions constitute personal services.

These services shall not be used to perform any Inherently Governmental Functions.

1.2 Background.

This acquisition is a follow-on contract to the National Technical Nuclear Forensics (NTNF) Indefinite Delivery Indefinite Quantity (IDIQ) which provided NTNF technfoal support services to the Air Force Technical Applications Center (AFTAC) from fiscal year (FY) 2013 until 2018.

1.3 Scope.

The contractor shall provide the following services for this IDIQ. Services will be requested by individual Task Orders (TO's) issued by the Contracting Officer (CO). A TO is required for the contractor to initiate any work under this contract:

Five (5) year ordering period.

2 SPECIFIC TASKS.

The contractor shall perform all tasks as specified in each individual Task Order (TO) in the specific task areas identified below in order to furnish the Government with the contract services.

2. I Program and Administrative Services.

2.1. l The contractor shall provide a Program Manager (PM) who shall be responsible for the contractor's performance of the work for this PWS. (CDRL AOOI through A007 apply)

2. I .2 The contractor shall provide all required administrative services to meet the requirements in this PWS. (CORL AOOI through A007 apply)

2.2 NTNF Technical Services.

2.2. l Technical Writing Services: The contractor shall provide technical writing services for writing, review, and editing of technical documents on NTNF subject matters. (CORL AOOl through A007 apply)

2.2.2 Analytical Services: The contractor shall provide operational technical expertise services to NTNF mission areas. The contractor shall possess operational knowledge in the field of nuclear analysis as it relates to the NTNF and AFTAC. (CORL AOOI through A007 apply)

2.2.3 Exercise Planning Services: The contractor shall provide planning services for local, Air Force (AF), Department of Defense (DoD) and national level exercises in preparing for real world event scenarios. (CORL AOOl through A007 apply)

2.2.3.1 The contractor shall attend exercise planning sessions and working groups and provide feedback in the form of meeting minutes to AFT AC NTNF technical managers to ensure AFTAC participation is compliant with command, AF, DoD and NTNF objectives. (CORL AOOl, A0003, and A004 apply)

2.2.3.2 The contractor shall possess Department of Defense (DoD) knowledge, exercise, and operational expertise. The contractor shall ensure AFT AC responses to exercise action items represent realistic capabilities and timelines. The contractor shall coordinate all exercise related. technical activities with the appropriate SMEs to ensure accuracy. (CORL AOOl through A007 apply)

2.2.4 Nuclear Scientist and Technical Expertise Services: The contractor shall provide technical services for NTNF and AFTAC nuclear matters. (CORL AOOl through A007 apply)

2.2.4.1 The contractor shall possess knowledge of AFT AC laboratory analytical processes, procedures and data evaluation techniques essential to the NTNF mission. (CORL AOOI through A007 apply)

2.2.4.2 The contractor shall attend technical meetings and provide AFT AC feedback in the form of meeting minutes on all NTNF matters. (CORL AOOI , A0003, and A004 apply)

2.2.4.3 The contractor shall work with the appropriate SMEs within AFT AC's technical directorates and NTNF interagency partners to improve and enhance the NTNF event response. (CORL AOOI through A007 apply)

2.2.4.4 The contractor shall provide operational assessments in the form of technical reports and discussions of various Government-off-the shelf (GOTS) modeling and algorithms for use in the NTNF Prompt Diagnostics capabilities. (CDRL AOOI, A003, and AOOS apply)

2.2.4.5 The contractor shall provide operational "speed of light" assessments in the form of technical reports in support of United States Prompt Diagnostic System (USPDS).

2.2.4.6 The contractor shall provide NTNF technical training to members of AFT AC, other Government agencies, and contractors. (CORL AOOI, A003, and A006 apply)

2.3 Consultant and Expert Panel Services

2.3.l The contractor shall function as the NTNF and AFT AC nuclear representative to interdepartmental and interagency meetings and shall function as the NTNF and AFT AC focal point for all nuclear science related issues. (CORL AOOl through A007 apply)

2.3.2 The contractor shall function as the AFTAC subject matter expert (SME) on all NTNF related nuclear science activities. The contractor shall interface with other directorate SMEs to achieve AFT AC consensus on all NTNF developed technical documents, products or projects. (CORL AOOl through A007 apply)

2.3.3 The contractor shall provide expert panel support. The contractor shall provide support and expertise on nuclear matters in the form of the SME and expert panel members for AFT AC nuclear programs. The contractor shall possess knowledge of laboratory analytical processes, procedures, and data evaluation techniques for the AFT AC mission. (CDRL AOOI through A007 apply)

2.3.3.l The expert panel member shall have detailed knowledge of the AFTAC processes and capabilities for all techniques they are reviewing. (CORL AOOI through A007 apply)

2.3.3.2 The expert panel member shall possess the capability to meet the short-notice demands of a real NTNF event (all exercise expectations will be pre-coordinated). For the real event there will be no-notice and time demands could be significant depending on the event. (CORL AOOI through A007 apply)

2.4 Research & Development CR&D) Services.

2.4.1 The contractor shall provide R&D services to various nuclear mission areas. Expertise shall include, but not limited to, nuclear engineering emerging technologies, developmental testing, novel data handling, simulation and modeling, and technical R&D services. (CDRL AOOl through A007 apply)

2.4.2 The contractor shall provide services and ensure R&D activities meet AFT AC mission requirements. (CORL AOOI through A007 apply)

SECTION 3

3 SERVICES SUMMARY (SS).

The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) provides information on contract requirements and the expected level of contractor performance to be successful. These thresholds are critical to mission success. Procedures as set forth in the applicable Inspection clause in the contract will be used to remedy all deficiencies. The Government retains the right to inspect any item included in the contract. A Task Order specific Services Summary (SS) will be provided within each individual Task Order.

The contractor shall develop and provide all contract deliverables in a timely manner and in accordance with (IA W) the Contract Data Requirement List (CDRL) identified in this contract.

SS# 2. 2.1-2.4, 5. t2-5.t3

The contractor shall develop and provide quality deliverables as identified m the CDRL items list.

Contractor shall meet delivery requirements in the PWS and shall not have more than one (1) late CORL per three (3) months. Late CDRLs shall be submitted within three (3) calendar days from scheduled delivery date.

No more than one (1) CDRL per three

(3) months shall be returned for correction or deficiencies. Any identified deficiencies shall be successfully corrected within five (5) workdays of notification.

SECTION 4

4 GOVERNMENT FURNISHED PROPERTY AND SERVICES.

4.1 Services.

The Government will provide no Government Furnished Services.

4.2 Facilities.

The Government Furnished Facilities will be provided at the TO level dependent on the TO requirements. For example, the Government will provide the necessary workspace for the contractor staff to provide the support outlined in the TO PWS to include desk space, telephones, computers, and other items necessary to maintain an office environment, if the services provided are on-site (AFT AC headquarters). If the services are being performed at the contractor facility, no facilities will be provided.

4.3 Utilities.

The Government will not provide any Government Furnished Utilities.

4.4 Equipment.

The Government will provide Government Furnished Equipment (GFE) if required by TO. No GFE is planned.

4.5 Materials.

The Government will provide no Government Furnished Material unless required by TO.

SECTION 5

5 GENERAL INFORMATION.

5.1 Contractor Identification in the Government Workplace.

When conversing with Government personnel during business meetings, over the telephone or via electronic mail, the contractor shall identify themselves as such to avoid situations arising where sensitive topics might be better discussed solely between Government employees. The contractor shall identify themselves on any attendance sheet or any coordination documents they may review. Electronic mail signature blocks shall identify their company affiliation.

5.2 Industrial Security.

5.2.1 DD Form 254. Overarching security requirements and contractor access to classified information will be as specified in the DD Form 254, Department of Defense Security Classification attached to the contract. The contractor shall have a final U.S.

Government issued TOP SECRET security clearance and be DCID 6/4 eligible with a current Single Scope Background Investigation (SSBI).

5.3 Physical Security.

The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, property, and materials shall be secured.

5.3.1 Key Card Control. The contractor shall establish and implement methods of ensuring that all key cards issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons.

5.3.2 Combinations and Codes. The contractor shall establish and implement methods of ensuring that all combinations and codes are not revealed to unauthorized persons. The contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations.

5.3.2.1 Access lock combinations are "For Official Use Only" and shall be protected from unauthorized personnel.

5.3.2.2 Combinations to security containers, secure rooms, or vaults are classified information and shall properly safeguarded. Only the contractor employees with proper security clearance and need-to-know will be given combinations to security containers, secure rooms, or vaults.

5.3.2.3 Security alarm access codes are "For Official Use Only" and shall be protected from unauthorized personnel. Security alarm access codes will be given to contractor employees who require entry into areas with security alarms. The contractor shall properly safeguard alarm access codes to prevent unauthorized disclosure.

5.4 Privacy Act.

Work on this contract requires the contractor to have access to Privacy Information. The contractor shall adhere to the Privacy Act, Title 5 of the US Code, Section 552a and applicable Agency rules and regulations.

5.5 Location(s) of Work.

The work to be performed under this contract shall be performed at AFT AC HQ (Address Below) or contractor facility. This requirement shall be defined at the TO level.

5.6 Hours of Operation.

5.6.1 Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: Mon - Fri, 0700-1800, core hours 0900-1500, except federal holidays. Any changes to the core schedule shall be approved under direction of the COR.

5.6.2 Recognized Holidays. The contractor is not required to provide service on the following days:

Presidents' Day Memorial Day

Independence Day

Labor Day Columbus Day Veterans Day

Thanksgiving Day Christmas Day

5.6.2.1 If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

5.7 Conservation of Utilities.

The contractor shall operate under conditions which prevent the waste of utilities which include the following:

5.7.1 Lights shall be used only in areas where and when work is actually being performed.

5.7.2 Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the contractor unless authorized.

5.7.3 Water faucets or valves shall be turned off after the required use has been accomplished.

5.7.4 Government telephones shall be used only for official Government business.

5.8 Records.

The contractor shall create, maintain and dispose of only those Government required records that are specifically cited in this PWS. All records created as a result of processes prescribed in the PWS will be maintained in accordance with AF MAN 33-363, Management of Records, Afl 33- 364, Records Disposition-Procedures and Responsibilities, the Air Force Electronics Management Solution, AFT AC' s supplements to each of the fore-mentioned publications, and are disposed of in accordance with the Air Force Records Disposition Schedule. At the conclusion/termination of this effort, all records will be returned to the AFT AC OPR for proper disposition. If requested by the Government, the contractor shall provide the original record, or a reproducible copy of any such record within five (5) workdays of receipt of the request.

5.9 Contractor Manpower Reporting.

The information below is for informational purposes only and shall not be initiated by the contractor without written direction from the Contracting Officer

5.9.1 Overview. In accordance with Section 8108 of the National Defense Appropriations Act of Fiscal Year 2011 the contractor shall report, annually, for performing services on Department of Defense installations in support of this contract, all required prime contract and subcontract data, or require any subcontractors to report separately using the eCRMA located at http://www.ecmra.mil. There are four (4) separate eCMRA tools: Army, Air Force, Navy and All Other Defense Components. The appropriate eCMRA reporting tool to use is determined by the requiring activity being supported (e.g., if DISA awards a contract for an Air Force requiring activity, the contractor shall load the required reporting data in the "Department of Air Force CMRA" tool). The contractor shall report ALL contractor direct labor hours and direct labor dollars (including subcontractor labor hours) required for performance of services provided under this contract. The contractor shall enter the Order, Contact, and Location Data.

The contractor may view user manuals and frequently asked questions (FAQs) at https://cmra.army.mil/Help/help.html.

5.9.2 lnitial Contract/Order Creation. The contractor shall enter initial data (Order and Contact Data only) into the appropriate eCMRA tool to establish the basic contract record no later than 30 calendar days after receipt of contract award. The contractor shall notify the COR and the CO when the basic contract record has been established in the appropriate eCMRA tool.

5.9.3 Annual Reporting. Reporting inputs shall be for the direct labor executed during the period of performance (PoP) for each. Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. The contractor shall provide reporting inputs for the final PoP of this contract no later than 30 calendar days after contract expiration. The contractor may direct technical questions about the eCMRA tool to the CMRA help desk at dodcmra@oentagon.af.mil.

5.9.4 Uses and Safeguarding of Information. Information from the secure website is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time shall any data be released to the public with the contractor name and contract number associated with the data.

5.10 Contractor Personnel Training.

Specific Training Requirements will be provided at the TO level.

5.11 Special Training, Certifications and Qualifications.

5.11.1 Contractor personnel requiring access to a DoD Information System shall receive initial Information Assurance (IA) awareness orientation as a condition of access and thereafter shall complete annual IA refresher awareness, as required by DoD Directive

8570.01 , "Information Assurance Training, Certification, and Workforce Management."

5.11 .2 DoD 8570 Registration.

5.11.2.1 The contractor shall register all DoD 8570 certifications into the Defense Workforce Certification Application (OWCA) using the following web address:

https://www.dmdc.osd.mil/appj/dwc/index.jsp.

5.11.2.2 OWCA is the authoritative database of DoD Military, Civilian and Contractor personnel who hold active 8570 certifications used by the DoD CIO office to validate, monitor and report on the certification status of certified IA workforce members.

5.12 Kick-off Meeting and Periodic Progress Meetings.

The contractor shall attend an initial kick-off meeting within five (5) business days after contract award. The CO, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the CO will apprise the contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. The contractor shall provide minutes of these meetings to the Government COR. (CORL AOOI , A003, and A004 apply)

5.13 Contractor Travel.

Contractor shall travel to other Government facilities and other contractor facilities during the performance of this contract in support of specific tasks to include attend meetings, conferences, and to provide training. The number of trips and location will be negotiated at the TO level. All travel requirements (including destination, purpose, plans, agenda, itinerary, number and names of personnel, and dates) shall be pre-approved by the COR. Contractor shall submit a trip report upon completion of travel. Costs for travel shall be billed on a strictly cost reimbursable basis IA W, the regulatory implementation of Public Law 99-234, FAR subpart 31.205-46 entitled Travel Costs and the limitation of funds specified in this contract. 5 .14 Transition.

In the event the incumbent is not the successful contractor for the follow-on contract award, the incumbent contractor hereby agrees to cooperate with the successor and to allow the successor to conduct on-site interviews with its employees. If said employees are agreeable to the change and are accepted by the successor, then the incumbent contractor hereby agrees to release them at a mutually acceptable date. Further, the contractor shall tum over to the successor contractor all administrative records and technical data acquired or formulated during the life ohhis contract.

5.14.l The incumbent contractor' s own ~ork shall carefully fit into the successor contractor's phase-in schedule. The incumbent contractor shall not commit or permit any act which will interfere with the performance of work by the successor contractor or by the Government. The incumbent contractor shall take reasonable steps to aid in the transition of the successor' s work force into the environment, on a non-interference basis with the incumbent contractor's responsibilities.

5.14.2 On a non-interference basis the successor shall be allowed to observe all activities which occur during the phase-in period. These activities shall include as a minimum over-the-shoulder observance of daily activities and other requests mutually agreed to by the involved parties.

5.15 Deliverables.

The following Contract Data Requirements List (CORL) Reports will be used in the individual TO's. All other data required in this PWS shall be submitted IAW the Contract Data Requirements List (CORL) in Exhibit A of the contract.
