1 DESCRIPTION OF SERVICES.

1.1 Introduction.

This is non-personal services contract. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. The contractor shall manage its employees and guard against any actions that are of the nature of personal serv ices, or give the perception of personal serv ices. The contractor shall notify the Contracting Officer (CO) immediately if they perceive any actions constitute personal services.

These services shall not be used to perform any Inherently Governmenta l Functions

1.2 Background.

1.2.1 The Technical Sensors Radar Support (TSRS) Program Office is engaged in: radar sustainment support, COBRA KING radar mission support, radar data analysis, radar performance monitoring, radar engineering support, logistics support, new software build testing support, and specific investigation of radar issues and troubleshooting upon TOPS/DOY request.

In conducting this support software coding and investigation may be required.

1.2.2 The Government Program Office (PO) has varying degrees of responsibility for multiple radar systems. Responsibilities include operations. programming, maintenance, logistics, engineering, sustainment planning and execution. The radar systems are currently identified as GRAY STAR, hereinafter referred to as GS, and COBRA KTNG, hereinafter referred to as CK.

The rapidly changing threat environment, coupled with the current and ongoing need for cost effective system operations, maintenance, engineering, and sustainment may require the TSRS Program Office to assume responsibilities for additional contractual requirements and adv isory services. Respons ibil ity for these add itional requirements may be added to the Performance Work Statement (PWS) by using a bilateral modification to the contract; however the overall responsibil ity fo r the engineering and logistics support for the current sensors and all add itional sensors will remain with the PO.

1.3 Scope.

Th is PWS establishes the requirements for providing Engineering, Radar Data Analysis, and Software Sustainment Support for the TSRS Program Office. The contractor shall prov ide operations, logistics, maintenance, engineering, software integration, sustainment, and budget support to the PO for two (2) radar sensors, GS and CK, and for any replacement or additional radar sensor that may be developed during this contract period.

1.4 Period of Performance CPoP).

The period of Performance shall be for one six (6) month base with four (4) option years and one ( I) s ix (6) month option period, for a total of five (5) years.

2 SPECIFIC TASKS.

2. 1 Operations Support.

2.1.1 The contractor shall provide a technical advisor to the Air Force Mission Commander (MC) whenever CK deploys. It is anticipated CK will be deployed approximately 40-45 weeks during the course of a year. Mission need may dictate the work be performed in a declared hazardous duty area. The contractor shall provide mission planning support, recommendations on data collection and support in the subsequent data reduction and analysis efforts. The contractor shall maintain close liaison with national level Government and support organizations.

The contractor technical advisor shall provide to the PO a detailed report on the sensor and the report shall be delivered at the end of each technical advisor's rotation. (CDRL A003)

2. 1.2 The contractor shall provide support onboard CK and shall participate in all facets of mission operations. The contractor shall provide technical inputs to the MC for the purpose of making real time decisions relative to the operation of the on board sensors and to optimize the data collection against priority targets. The contractor shal l maintain knowledge of current missi le systems. current missile databases and the col lection priorities relative to current information deficiencies.

2.1 .3 The contractor shal I provide support in sensor data analysis and exploitation efforts associated with gathered data of each assigned sensor. The contractor shall provide support in mission planning for all types of missions and shall include Missile Defense Agency (MDA) missions. The contractor shall maintain close working relationships with the United States Army Space & Missiles Command (USASMDC), Massachusetts Institute of Technology /Lincoln Labs (MIT/LL), and other national level Government organizations required to maintain mission success.

2.1 .4 The contractor shall have and maintain current knowledge of data collection needs and priorities and shall provide recommendations for improving data collection plans and procedures, and shall support data exploitation efforts for each of the assigned radar systems. The contractor shall provide technical analysis of sensor performance and capabilities in support of mission plann ing. (CDRL AOOl, A004)

2. 1.5 The .contractor shal I provide support to the MC in preparing a quick-look analysis and reporting of events and data co llected during sensor operations. The MC transmits the data provided to the PO by message traffic. A detailed "CK Operations Report" shall be provided upon return to the PO fo llowing a CK deployment. (CDRL A006)

2.2 Logistics Support.

2.2. l The contractor shall focus on integrated logistics support for the assigned systems and sha ll ensure optimization of total system performance and the reduction of life cycle ownership costs. The contractor shal l provide support to the PO in the development of an overall logistic strategy. (CDRL AOOS)

2.2.2 The contractor shall support the PO in coordinating specific planned upgrades and maintenance activ ities for each sensor. This support may require travel by the contractor to various locations. The contractor shall perform . analysis and investigations continuously throughout the li fe of the contract. These activities shall include the evaluation of alternative approaches for the resolution of unforeseen anomal ies and analysis of system performance.

These special studies shall include maintaining an awareness of radar hardware, software and operational efforts related co the task. (CDRL A005)

2.2.3 Special stud ies (such as life extension) of existing sensors required during the life of this contract may be added to the PWS by bilateral modification under a Special Analysis and Investigations contract line item number in the contract. (CDRL A005)

2.2.4 The contractor shall provide guidance and support in developing procedures to improve the reliability and maintainability of the assigned sensors as a member of the Integrated Product Team (!PT). Travel may be required by the contractor at the POs di screti on to support the IPT meetings. The contractor shall identify rel iability and maintainability problems, assess the root cause of the problems and develop corrective actions. (CDRL A004)

2.3 Engineering Support.

2.3. I The contractor shall assess the impact of all planned and implemented sensor system modifications and enhancements. The contractor shal l interface with a ll sensor users and support agencies, operators, data analysts, operations and maintenance contractor personnel to collect required data. The contractor shall identify potential additional missions or utilities for the assigned sensors. The contractor shall identify areas of potential commonality and applicabi lity in technology, acquisition or sustainment between each individual sensor and all similar sensors.

The contractor shall support the development of recommendations fo r future upgrades, modifications and acqui sition programs (sensor replacements) required to meet equivalent sensor performance requirements and ensure cost effective operations and support. The contractor shall support the PO in developing and assessing specific approaches to meet future mission collection requirements in response to specific information requests (e.g., development of technical performance requirements, identification of applicable technologies, and alternative system design approaches for meeting future miss ion co llection requ irements). 2.3.2 The contractor shall assess potential modifications to the assigned systems which shall improve the val ue of the sensor's data to current or potential users and improve operating efficiency. The contractor shall provide engineering and technical support during on-site installation and testing of system modifications for each sensor.

2.3.3 The contractor shal l provide monthly sensor performance monitoring. The contractor shall review all system performance reports (daily and weekly reports) to collect, track and continuously monitor sensor system performance parameters, system cal ibrations and data quality. The contractor shall investigate the causes and recommend corrective action to identified adverse performance trends and anomalous system operations. (CDRL A004)

2.3.4 The contractor shall provide engineering during this contract period fo r the acquisition of a new and replacement radar system. The contractor shall evaluate and provide written technical recommendations on the implementation of new, replacement, systems development, and current system modifications as presented by third party contractors. This shall include supporting the

PO in identifying and documenting redundancies among systems and recommending efficient use of resources within the PO and the specific sensors. (CDRL A004, AOOS)

2.4 Software Integration Support.

2.4. I The contractor shall identify major cost drivers and shall prov ide support in refining requirements and ensure technical feasibi lity of the operations and maintenance contractor proposed system architecture. The contractor shall consider alternative system designs and perform a marginal analysis to recommend selection of an architectural approach to balance the cost, performance, risk and schedule of anticipated data collection requirements. The contractor shal I define and coordinate w ith the PO an optimized test scenario for regression testing and this test shall encompass the system's key performance parameters. The contractor shall develop a test concept and shall encompass the regression test scenario and shall include validation of performance upon satellites and other targets of opportunity. (CDRL AOOS)

2.4.2 The contractor shall support coordination of the software sustainment activities and th is shall be accomplished at diverse locations and by multiple agencies. The contractor shall support the transition of preliminary software design information between contractors and shall support coordination efforts between contractors for any required changes to the software translator. 2.4.3 The contractor shall travel to operational sites to test and diagnose software in the operational environment as required by the PO. The contractor shall oversee development and operational acceptance testing of new software packages provided by other contractors.

2.4.4 The contractor shall , in coordination with the PO, develop a software sustainment strategy and coord inate sustainment planning to minimize system down time. The contractor shall analyze the functionality and structures of upgraded or modified software and the flow of information from the system to the final users and ensure ex isting functionality is properly replicated. The contractor shall provide the PO with specific recommendations for integration of the proposed system architecture with the existing architecture. The contractor shall monitor regression testing and ensure the driving system performance parameters are ach ieved. (CDRL A004)

2.4.5 The contractor shall provide a Monthly Progress Status Report (MSR). Each MSR shall address a ll operations and sustainment engineering efforts completed, progress against planned efforts, identification of issues and problems, software issues and problems, and an assessment of requirements in relationship to their impact on the radar systems operations and maintenance.

2 .4.6 The contractor shall prepare and deliver a monthly Funds and Man-hours Expenditure Report outlin ing labor and trave l costs.(CDRL A002)

2.5 Special Analysis and Investigations Support (Reference PWS paragraph 2.2.3).

The contractor shall evaluate the specific system identified in this PWS as explained in paragraph 2.2.3. These evaluations will be used by the Government to determine sustainment engineering required co keep the mission equipment, sh ip, and end-user equipment operational and maintainable.

3 SERVICES SUMMARY

The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) provides information on contract requirements and the expected level of contractor performance to be successful. These thresholds are critical to mission success. Procedures as set forth in the applicable Inspection clause in the contract will be used to remedy all deficiencies. The Government retains the right to inspect any item included in the contract. All timeliness thresholds will be cumulatively calculated per performance period upon receipt of each report.

4 GOVERNMENT FURNISHED PROPERTY AND SERVICES.

4.1 Services.

The Government will provide room, board, and meals for shipboard employees while onboard deployable units. Contractor employees wi ll have access to al l shipboard services normally provided to regu larly assigned crewmembers while deployed.

4.2 Facilities.

The Government w ill provide the necessary workspace, computers, telephones and other items necessary to maintain an office environment for the shipboard employees while onboard deployable units, and provide the necessary workspace, computers, telephones and other items necessary to mainta in an office environment for the employees while they are not on ship and located at the TSRS Program Office.

4.3 T ra nsportation.

The Government will provide Government transportation to remote locations if required and if available.

4.4 Utilities.

The Government will provide all utilities for the contractor' s use in performance of tasks outlined in this PWS while onboard deployable units or while at the TSRS Program Office.

4.5 Equipment.

The Government will provide access to computers, telephones, scanners. faxes, printers and other eq uipment necessary to perform the tasks outlined in the PWS for the shipboard employees while onboard deployable assets or while working at the TSRS Program Office.

5 GENERAL INFORMATION.

5.1 Contractor Identification in the Government Workplace.

When conversing with Government personnel during business meetings, over the telephone or via electronic mai I. the contractor shall identify themselves as such to avoid situations arising where sensitive topics might be better discussed solely between Government employees. The contractor shal l identify themselves on any attendance sheet or any coordination documents they may review. Electronic mail signature blocks shall identify their company affi liation.

5.2 Industrial Security.

The contractor shal l have and maintain requ irements identified on the DD Form 254.

Overarching security requirements and contractor access to classified information wi ll be as specified in the DD Form 254, Department of Defense Security Classification attached to the contract. The contractor shall have a final U.S. Government issued TOP SECRET (TS) security clearance and be DCID 6/4 e ligible with a current single scope background investigation.

5.3 Physica l Security.

The contractor sha ll safeguard all Government property provided for contractor use.

5.3.1 Key Control. The contractor shall establish and implement methods to ensure all keys and key cards issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall immediately report the occurrences of a lost or duplicate key to the Contracting Officer's Representative (COR). In the event keys, other than master keys, are lost or duplicated, the contractor shall, upon written direction of the CO, rekey or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform rekeying. When the replacement of locks or rekeying is performed by the Government, the total cost of rekeying or the replacement of the lock or locks shal l be deducted from the monthly payment due the contractor. In the event a master key is lost or duplicated, a ll locks and keys for that system will be replaced by the Government and the total cost shall be deducted from the monthly payment due the contractor. The contractor shal I prohibit the use of keys issued by the Government by any persons other than the contractor's employees. The contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contractor's employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the COR.

5.3.2 Combinations and Codes. The contractor sha ll establish and implement methods to ensure all combinations and codes are not revealed to unauthorized persons. The contractor shall ensure all lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. Access lock combinations are ·'For Official Use Only .. and sha ll be protected from unauthorized personnel. Combinations to security containers, secure rooms. or vaults are classified information and shall properly safeguarded. Only the contractor employees with proper security c learance and need-to-know will be given combinations to security containers, secure rooms, or vaults. Security alarm access codes are " For Official Use Only'· and shall be protected from unauthorized personnel. Security alarm access codes wi ll be given to contractor employees who require entry into areas w ith security alarms. The contractor shall properly safeguard alarm access codes to prevent unauthorized disclosure.

5.4 Privacy Act.

Work on this contract requires the contractor to have access to Privacy ln fonnation. The contractor shall adhere to the Privacy Act, Title 5 of the US Code, Section 552a and applicable agency rules and regulations.

5.5 Location(s) of Work.

The work to be performed under this contract will be performed at Air Force Technica l Applications Center (AFT AC), TSRS Program Office, I 0989 South Patrick Drive, Patrick AFB, FL 32925-3002, and onboard Mobile Sensor platforms deployed throughout the world.

5.6 Hours of Opera tion.

5.6. I Normal Hours of Operation. Normal work hours shall be eight (8) hours a day, five (5) days per week, Monday through Friday. Workday may be set up to begin and end any time between 0600 and 1800. Note: Deployed Technical Advisors work schedules are dictated by mission requirements.

5. 7 Conservation of Utilities.

The contractor shall operate under conditions which prevent the waste of utilities which shall include the fo llowing:

5.7.2 Mechanical equipment controls for heating, ventilation, and air conditioning (ac) systems shall not be adj usted by the contractor unless authorized.

5.7.3 Water faucets or valves shall be turned off after the required use has been accomplished.

5.7.4 Government telephones shall be used only for Official Government Business.

5.8 Records Management.

Records management oversight of a contractor's records is necessary to ensure Air Force records keeping requirements are met. All records created as a result of processes prescribed in this PWS and resu lting contract shall be maintained in accordance with Air Force Manual 33-363, Management of Records, Air Force Instruction (AFI) 33-364, Records Disposition-Procedures and Responsibilities, the Air Force Electronic Records Management Solution, AFTAC 's supplements to each of the fore mentioned publications, and are disposed of in accordance with the A ir Force Records Dispos ition Schedu le. At the conclus ion and termination of this contract, a ll records shall be returned to the AFTAC Office of Primary Responsibi lity (OPR) for proper disposition. Contractors who create and receive official records on behalf of the Air Force and are perfonn ing records management support are referred to as records professionals. Contractor records professionals shat I be appointed in writing to the AFT AC Records Manager and shall meet the training and performance requirements identified in AFI 33-322, Records Management Program and applicable AFT AC supplement. Contact the AFT AC Records Manager for specific guidance and procedures.

5.9 Special Training, Certification and Qualifications.

5.9.1 Contractor personnel requiring access to a Department of Defense (DoD) Information System shall obtain initial Information Assurance (IA) awareness orientation as a condition of access and thereafter shall complete annual IA refresher awareness, as required by DoD Directive 8570.0 I, Information Assurance Training, Certi fication, and Workforce Management or the appropriate govern ing directive at the time of contract award.

5.9.2 DoD 5570 Registration. The contractor shall register all DoD 8570 certificates into the Defense Workforce Certification Application (OWCA) using the following web address:

5.9.3 OWCA is the authoritative database of the DoD Mi li tary, Civilian and contractor personnel who hold active 8570 certifications used by the DoD Chief In formation Officer's office to va lidate, monitor and report on certification status of certified IA workforce members.

5.10 Contractor T ravel.

The contractor shal I travel under the terms and conditions of this contract. Travel shall be required in accordance with (IA W) Federal Acquisition Regulations (FAR) Part 3 I and the Joint Travel Regulation (JTR) fo r the perfo rmance of the contract requirements. The contractor shall obtain travel pre-approval authorization from the COR. The travel required is to maintain awareness of ongoing field operations at remote sites and for rotation of the technical advisors (TA). Costs for travel shall be billed on a strictly cost reimbursable basis IA W the regulatory implementation of Public Law 99-234, FAR subpart 31.205-46 entitled Travel Costs and Limitation of Funds specified in this contract. For budgeting purposes, the following series of trips is representative of the support anticipated for each period of performance of this contract.

The exact location, dates, and number of trips may be changed under the direction of the PO.

• Two (2) round trips fo r one ( 1) person for approximately four ( 4) working days from Patrick AFB, FL to Washington DC

• Seven (7) round trips for one ( 1) person for approximately four (4) working days from Patrick AFB, FL to Japan

• Two (2) round trips for one ( I) person fo r approximately three (3) working days from Boston, MA to Melbourne, FL

• Two (2) round trips for one ( 1) person for approximately three (3) work ing days from Boston, MA to Washington, DC

• Two (2) round trips for one (I) person for approximate ly four (4) working days from Boston, MA to Dayton. OH

• One ( I) round trip for one ( I) person for approx imately four (4) working days from Boston, MA to Japan

• One (1) round trip for one (1) person for approximately seven (7) working days from Boston, MA to location in the Mid-East

5.11 Deliverables.

Reports and other data required in this PWS shall be submined in accordance with the Contract Data Requirements List (CORL) in Exhibit A of this contract.

5.12 Contractor Manpower Reporting.

5.12.1 Overview. In accordance with Section 8 108 of the National Defense Appropriations Act of Fiscal Year 20 1 I the contractor shall report, annually, for performing services the Department of Defense (DoD) installa!ions in support of this contract, all required prime contract and subcontract data, or require any subcontractors to report separately using the Enterprise-wide Contractor Manpower Reporting Application (eCMRA) located at hnp://www.ecmra.mil/. The contractor shall report ALL contractor direct labor hours and direct labor dollars (including subcontractor labor hours) required for performance of services provided under this contract.

The contractor shall completely fill in all required data fields at http://www.ecmra.mi l/ .

Reporting inputs shall be for the labor executed during the period of performance for each government fiscal year (FY), which runs I October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each ca lendar yea r. The contractor shall provide reporting inputs for the final PoP of this contract no later than 30 ca lendar days after contract expiration.

5. 12.2 In formation from the secure web site is considered proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor do llars. At no time shall any data be re leased to the public with the contractor name and contract number associated with the data.

5. 14 Environmental Controls.

5. 14.1 Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all appl icable Interstate, Federal , State and Local laws, regulations and regulations regarding environmental protection. In the event these laws changed during the term of this contract, the contractor sha ll comply as such laws come into effect. If there is an increase or decrease in costs as a result of this change, the contractor shall inform the CO pursuant to notice requirements and negotiate a modification to the contract.
