RFI Description

The Air Force District of Washington requires a subscription to a full-time feed of real-time and historic tracking data on unmanned aircraft systems (UAS) operating on and around Joint Base Andrews and Joint Base Anacostia-Bolling. This capability is critical for force protection and asset defense.

The solution shall leverage the vendor’s own network of sensors deliver the required data. The solution shall detect, track, and identify Class I and II UAS, utilizing a vendor owned and operated Radio Frequency (RF) based solution to intercept and decode UAS communication signals. The system shall track drones across standard channels including 900 MHz and 2.4/5.8 GHz, and shall detect RemoteID broadcasts and drones with upgraded encryption. The vendor system shall have a proven > 95% detection rate at 3-5 km in urban areas and 10-15 km or more in rural areas. The system must be capable of tracking multiple UAS simultaneously.

The system shall be capable of detecting a wide range of commercially available UAS (>90% of the known market). The vendor shall have a program in place for the continuous addition of new drone signatures to its library as new drones enter the market.

The vendor shall provide a solution that requires zero customer-deployed hardware, maintenance, or upgrades. The vendor shall ensure continuous system updates are applied without requiring any action or cost from the government user.

The vendor’s system shall actively detect, intercept, and decode the telemetry of Class I and II UAS, using Software-Defined Radio (SDR) to deliver information including drone make, model, serial number (drone and Remote ID), position (latitude, longitude, and elevation), flight mode, and pilot location.

The vendor’s detection system must be capable of operating continuously in a humid subtropical climate with temperatures ranging from +45 C to -20C. The system must be capable of withstanding exposure to rain, dust, and humidity levels common to humid subtropical environments.

The vendor shall deliver the data both through an unclassified, cloud-based platform accessible on both web and mobile devices and via API for integration with user platforms. The vendor’s platform shall deliver technical data on the drone type, serial numbers and MAC addresses on the drone and its Remote ID module, real-time flight map and elevation profile, in-depth telemetry data on each tracked flight (including location, altitude, flight path, and velocity), pilot location, drone affiliation, and historical UAS activity reports for the same drone.

Government users shall be able to geofence areas of interest and set alerts to mitigate the requirement for full-time tracking. The UAS flight data shall be downloadable in KML, CSV, GeoJSON, and PDF formats.

The pricing shall be based on a predictable firm fixed annual subscription model.
