About this file
This is a Determination and Findings (D&F) document for the consolidation of federal contract requirements for Salesforce services by the Department of the Air Force (DAF).
The DAF proposes to consolidate 83 existing large business Salesforce contracts into a single task order through Carahsoft's GSA MAS Schedule Contract. Salesforce serves as a mission-critical platform supporting over 700,000 end users across 70 DAF organizations, enabling enterprise Customer Relationship Management (CRM), data standardization, and stakeholder service interactions across enterprise systems including MAJCOM, FLDOM, and DRU infrastructures. The consolidation is justified under 15 U.S.C. 657q and FAR 7.107-2(b) based on comprehensive market research demonstrating significant cost savings, operational efficiencies, and elimination of redundant processes. The D&F projects cost savings of up to $26 million annually through reduced overprovisioning, streamlined licensing, and strategic purchasing aligned with real-time usage data. Additionally, consolidation will reduce Authority to Operate (ATO) costs by approximately [redacted amount] by eliminating 83 separate ATO processes and consolidating to one unified contract. The Government determined that no small business concerns are currently performing on the existing contracts, therefore consolidation will not negatively impact small business participation. Amendment 2 incorporates additional market research indicating the DAF discovered the ability to directly order from Salesforce via an Army Department Indefinite Delivery Vehicle, with substantive aspects of the determination remaining necessary and justified.

improvements could yield cost savings ofup to-annually, driven by reduced overprovisioning, streamlined licensing, and more strategic purchasing aligned with real-time usage data.
Furthermore, consolidating the current 83 individual Salesforce contracts into a single enterprise-wide agreement will dramatically reduce the cost and complexity associated with obtaining the required Authority to Operate (ATO). Each separate contract currently demands its own ATO process, which involves duplicative security assessments, documentation, and approvals--driving up both time and expense. By streamlining to one unified contract, the DAF can eliminate redundant efforts and achieve significant cossed on current estimates, this consolidation could reduce A TO-related costs by approximately i.1111111111111 while also accelerating deployment timelines and improving overall compliance efficiency.
DETERMINATION
Based on the comprehensive analysis presented in this memorandum, I have determined that the consolidation of 83 disparate Salesforce contracts into a single Enterprise Agreement (EA) is necessary, justified, and in the best interest of the government.
Pursuant to Revised (R)FAR 7-107-2(c)(3) this action is forecast to realize significant cost savings of up to $26M which exceeds the 10% cost savings, achieve critical operational efficiencies, and establish centralized governance over the Department of the Air Force (DAF) Salesforce enterprise. The market research confirms that this consolidation will not adversely impact small businesses, as none are incumbent on the existing contracts, and their participation as pass-through entities would introduce unnecessary costs, contrary to fiscal responsibility.
Conversely, continuing the current decentralized approach is determined to be an unacceptable risk. It would perpetuate financial waste by preventing the transfer of unused subscriptions and would sustain an environment plagued by redundant solutions, a lack of process standardization, inconsistent contractor performance, and a proliferation of costly, non-standard customizations where out-of-the-box capabilities should be utilized
Therefore, this consolidation is not merely a cost-saving measure but a strategic imperative required to effectively manage a critical enterprise software platform and align with the DAF's goals for efficiency and modernization.
