About this file
This is a Question and Answer document for federal contract FA701426RAFDW, addressing clarifications regarding drug testing sample collection services.
The government seeks contractor services limited to the collection of urine samples from civilian employees across all U.S. locations and subsequent mailing to Department of Air Force (DAF) approved laboratories for testing. The contract explicitly excludes sample testing, laboratory analysis, and confirmation testing—the DAF approved labs handle all such functions. The scope encompasses pre-employment drug testing only, with an estimated volume of 1,500 samples annually. Testing will be administered at DAF-approved labs in proximity to candidate locations nationwide, not restricted to specific installations or regions. Drug testing panels will follow DAF-approved standards for civilian testing. Monthly status reports should be submitted in PowerPoint, Word, or Excel format. The contractor must comply with DAFMAN 44-198 requirements for sample collection procedures. No local confirmation testing is required, as all samples are sent directly to the DAF approved laboratory for analysis.

# Question Government Response
Could you please advise if sample testing is part of the services being sought for the above. If so, is the requested testing done onsite, like with saliva testing or the blood and or urine testing done at a client laboratory also being sought. Thank you so much for any clarification.
Sample testing is not part of the services being sought. Urine samples will be collected by the contractor [IAW DAFMAN 44-198 (https://static.e-publishing.af.mil/production/1/af_sg/publication/afman44-198/afman44-198.pdf)] and sent to the Air Force Drug Testing Laboratory. Meaning - the sample collection is only for pre-employment purposes. This contract is only collecting samples and mailing them to the DAF approved lab. The contract will not be required to do any testing of samples.
2 For market research purposes, can you please confirm whether the anticipated geographic scope of this requirement is nationwide across multiple USSF/DoD locations, or limited to specific installations or regions?
This is not specific to Department of War or U.S. Space Force installations. Testing is to be administered at DAF approved labs in proximity to the candidate's location.
3 The types of drug testing panels anticipated under this requirement (e.g., HHS 5-panel, expanded panels, or other variations)
All civilian drug testing is done by DAF approved labs. The contract does not include testing samples, only the collection of samples to be sent to the DAF approved lab for testing.
4 Whether testing will include pre-employment, random, reasonable suspicion, or post-incident collections, or a combination thereof
Pre-employment only.
5 Approximate testing volume estimates or historical averages, if available, to better understand program scale
An estimated 1,500 drug test samples per year.
Whether electronic reporting or specific data deliverable formats are preferred for Monthly Status Reports
PowerPoint, Word or Excel.
7 Can you please clarify the scope of work you are looking for? Is it just in the Washington area and/or how many tests per month would be required? Lastly, the initial testing is usually drug screening and the ones that flag positive are then sent for local confirmation testing. Is this similar to what you are looking to accomplish?
Urine samples will be collected by the contractor [IAW DAFMAN 44-198 (https://static.e-publishing.af.mil/production/1/af_sg/publication/afman44-198/afman44-198.pdf)] and sent to the Air Force Drug Testing Laboratory. Meaning - the sample collection is only for pre-employment purposes. This contract is only collecting samples and mailing them to the DAF approved lab. The contract will not be required to do any testing of samples. This is for all civilians in USA, not just Washington DC. An estimated 1,500 drug test samples per year.
Testing is sent to the DAF approved lab there is no need for local confirmation testing.
