DRUG SCREENING STATEMENT OF REQUIREMENT
1.0 BACKGROUND
1.1 In the late 1980’s, Federal Agencies were required to begin drug testing their respective civilian workforce in Testing Designated Positions (TDPs) based on Department of Health and Human Services (HHS) guidelines. Pursuant to these guidelines, the DoD Civilian Employee Drug Testing Program, administered by the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD (P&R)), was codified under DoD Instruction 1010.09, “DoD Civilian Employee Drug-Free Workplace Program” (June 22, 2012). Due to drug testing services on Air Force installations being limited to TDPs, testing during the civilian hiring process is impacted and prolonged due to availability.
