About this file

This document summarizes a virtual industry day and question and answer session for a request for information (RFI) related to implementing Theory of Constraints (ToC) concepts at operational levels within the Air Force. The RFI seeks information on developing a standard ToC methodology, facilitating various leadership and process owner workshops, identifying high-return solutions for units, collecting associated data and metrics, and considering security clearance and travel requirements. Responses are due by December 18, 2023. The event featured presentations by the Tesseract innovation office and Process Advancement branch on their roles and current ToC projects. Two incumbent contractors, Connected Alliance and Textronis, supported past efforts. One-on-one follow-up sessions are available until December 8. If a contract award results, the solicitation would likely be issued by the end of the year. Pricing and terms would be determined on a task order basis depending on factors like location and scope.

You're pretty clear.

RASK, THEODORE A Capt USAF HAF AF/A4L 2:50 OK, great.

Sorry, which input it's using.

Hi Margaret.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 2:54

Good morning.

How are you?

RASK, THEODORE A Capt USAF HAF AF/A4L 2:56 Good.

How are you?

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 2:58

Good, good.

You have a good day off.

Or are you still on leave?

RASK, THEODORE A Capt USAF HAF AF/A4L 3:01 I'm not leave this week because I currently am watching both kids, so I'm.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 3:07

Ohh, and then you're going to do industry day with both kids.

RASK, THEODORE A Capt USAF HAF AF/A4L 3:11 Wow, they're at daycare, so it was a quick drop.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 3:11

That's a trooper that's ohh.

Very good.

RASK, THEODORE A Capt USAF HAF AF/A4L 3:15 Yeah, they didn't have time to wake up.

PRYMAK, TIMOTHY J CIV USAF AFDW AFDW/PKH joined the meeting

RASK, THEODORE A Capt USAF HAF AF/A4L 3:16 I threw clothes on him and got him out the door so.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 3:19

Did you do their hair?

RASK, THEODORE A Capt USAF HAF AF/A4L 3:21 I don't do their hair.

They're they're good, just clean clothes, wipe their faces off.

They're good to go.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 3:27

Well, my husband did.

HOHMAN, CHLOE L Capt USAF HAF AF/A4L joined the meeting

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 3:30

Too cute.

Ohh, we have quite a bit I ma'am.

I did not.

I went through my emails first thing this morning and to see who had umm, you know who had made a request that didn't confirm and they all confirmed that they got the link so.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 3:48 Yeah, I don't.

I don't know them.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 3:50

OK.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 3:51 Yeah.

I just got a message from.

Said.

Yeah, I got a message from one vendor.

It says I wanted to attend the industry day to day.

We had sent a couple of requests for the link, but the call that have not heard back.

Can you please send a link if you have one or is there a way we can get it?

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 4:12

No.

OK.

Did you forward it on to him?

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 4:15 I did. Yes.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 4:16

Ohh rock on.

Thank you. Umm.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 4:17 Yeah, that's why I was like ohh hopefully it didn't get get lost in translation or something.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 4:23

Yeah, which possibly could, but I went through all of my emails just to, you know, do search theory, TOC, all of that virtual industry day, industry day, all those searches.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 4:29 Mm-hmm.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 4:34

And I thought I captured quite a bit so.

RASK, THEODORE A Capt USAF HAF AF/A4L 4:38 I think uh, maybe for the next one we can do like a outlook group or something so that everyone just gets it.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 4:38 No.

And there she is.

RASK, THEODORE A Capt USAF HAF AF/A4L 4:45 Maybe that makes it easier.

I don't, I don't know.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 4:46

Yeah.

RASK, THEODORE A Capt USAF HAF AF/A4L 4:46 Maybe it doesn't, but then we just have somebody on the team.

Just drop it in.

I don't know if that might mitigate it.

I don't know.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 4:53

You got quite a people.

RASK, THEODORE A Capt USAF HAF AF/A4L 4:53 I know you get, like, a billion emails, Margaret.

So that's why I'm trying to think of easier ways for everyone to help out with that.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 4:57

I appreciate that.

Brian joined the meeting

RASK, THEODORE A Capt USAF HAF AF/A4L 5:43 I have a bunch of like I I took photos of background stuff around tesseract but I don't know where they're at.

John Hawley (Guest) joined the meeting

RASK, THEODORE A Capt USAF HAF AF/A4L 5:48 I wanna slap one on my background too so that it would look like I was there, but I'm not there.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 5:57

The technology.

Jeff F. joined the meeting

RASK, THEODORE A Capt USAF HAF AF/A4L 6:01 So thinking wool, everyone that just try and we'll give it about.

I wanna say 5 minutes markers that sound good to you.

5 minute trail on so.

Alright, we'll get started at 10:05.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 6:13

Thank you.

Umm Sir, if you would do me a huge favor.

Just a quick update on our slides that we did yesterday. Umm.

RASK, THEODORE A Capt USAF HAF AF/A4L 6:18 Sure.

Sridhar joined the meeting

RASK, THEODORE A Capt USAF HAF AF/A4L 6:21 Ohh I can, you know, do you wanna share?

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 6:24

Umm, no.

Umm, go ahead and just make those corrections real quick on your copy so you know what we did.

John Hawley (Guest) left the meeting

RASK, THEODORE A Capt USAF HAF AF/A4L 6:29

OK.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 6:29

And if Sergeant Isler is gone here, that first page, if you would just identify yourself and your title, that would be great.

Brian Reece, Aether Insights left the meeting

Chris Bugg joined the meeting

RASK, THEODORE A Capt USAF HAF AF/A4L 6:37

OK.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 6:38

And then page three I think was the agenda.

Timothy Jordan joined the meeting

RASK, THEODORE A Capt USAF HAF AF/A4L 6:43

OK.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 6:44

And the agenda was all numbered one.

So if you can reset that.

So it's all numbered one through 6 or whatever.

Brian Reece, Aether Insights joined the meeting

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 6:54

Billy Ray, you're screen.

I don't know.

Is that, uh, artistic choice, or is that scrambled?

Jeff F. 6:59 Umm.

girz joined the meeting

Bill Ray 7:04 It must be scrambled.

I didn't have a background.

Alfredo Mycue, ReEngine joined the meeting

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 7:08

Ohh very good. OK.

Bill Ray 7:10 I'm not smart enough for that.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 7:15

Just left brain right brain.

Preference type thing, so that's good.

And I think that's the only corrections that we had yesterday.

Is that right team?

RASK, THEODORE A Capt USAF HAF AF/A4L 7:41 Margaret, are you still on the the title slide?

Jeehye (G-hay) (Guest) joined the meeting

Jeehye (G-hay) (Guest) 7:42 And the appropriate.

RASK, THEODORE A Capt USAF HAF AF/A4L 7:43 I'm gonna swap it out for me.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 7:46

Ohh no if you can make those changes.

Jeehye (G-hay) (Guest) 7:47 Like those traitors.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 7:47

I'm not.

I'm just letting people in.

Jeehye (G-hay) (Guest) 7:48 And I'm just like.

RASK, THEODORE A Capt USAF HAF AF/A4L 7:50 Yeah.

Do you?

So instead of your name, put my name.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 7:53

Uh, just put your name above.

RASK, THEODORE A Capt USAF HAF AF/A4L 7:54 OK, we'll do.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 7:55

Yeah, that would be great.

Post these them slides out for everybody, but we wanted to make sure that your and we didn't know what your title is, but do not put acquisition officer.

It'll be confusing, so if you would put technical program manager, whatever.

RASK, THEODORE A Capt USAF HAF AF/A4L 8:14 I'll just.

I'll just program manager, it's easy.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 8:16

OK.

Thank you.

RASK, THEODORE A Capt USAF HAF AF/A4L 8:19 I'll put acquisition strategy chief and I feel like that's also gonna be like what does that mean?

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 8:23

That's a good title.

I I'll take that, but acquisition officer?

John Hawley (Guest) joined the meeting

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 8:30

Almost gives you enough authority.

RASK, THEODORE A Capt USAF HAF AF/A4L 8:35 One day, not today.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 8:38

Yeah, yes, definitely.

You wanna cross trade into contracting?

We need CEOs.

We do need some Co.

RASK, THEODORE A Capt USAF HAF AF/A4L 8:46 If you guys want to submit it right pad to get an element of warrant.

Sure.

I don't know if I really wanna set up for that though.

I heard I heard that test is a nightmare.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 8:54

It is a little brutal, just a little.

RASK, THEODORE A Capt USAF HAF AF/A4L 8:55 So.

OK, let's see if this worked.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 8:58

It was for me.

I've had people who who aced it without any questions.

So you will degree, you will do great.

RASK, THEODORE A Capt USAF HAF AF/A4L 9:08 See if this updated.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 9:14

Thank you for doing that, Sir.

RASK, THEODORE A Capt USAF HAF AF/A4L 9:15 Yep, cool. OK.

Geoffrey Williams joined the meeting

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 9:21

And then slide 3.

Yeah.

Perfect.

You.

RASK, THEODORE A Capt USAF HAF AF/A4L 9:27 No worries.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 9:34

We have such a great turn out with everybody here today.

I am.

Just double checking.

Did anybody have any issues signing in with the link that we sent out?

Jeff F. 9:52 No issues here.

ISLER, TAKAYLA D SSgt USAF AFDW AFDW/PKH joined the meeting

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 9:59

This uh, by sending you guys the invite, I'm able to track, UM, the attendees in the emails.

RASK, THEODORE A Capt USAF HAF AF/A4L 10:18 I'll give it one more minute, then we'll kick this off.

That, Margaret, are you doing the inter?

Am I doing the intro?

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 10:26

Sir, this is your show.

So however comfortable you are, UM, yes you can.

RASK, THEODORE A Capt USAF HAF AF/A4L 10:28

OK.

I can.

I can rock it.

It's OK.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 10:36

A matter of fact.

I'll go on mute and I'll produce for you.

Whatever you're comfortable with.

RASK, THEODORE A Capt USAF HAF AF/A4L 10:57 I may have you do the disclaimers though, because I feel like that's a contracting officer thing.

So it's like 3, so I'll, I'll leave it there.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 11:03

It can't be, yes.

Very good.

Thank you.

RASK, THEODORE A Capt USAF HAF AF/A4L 11:07 That's like the don't get in trouble.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 11:10

Yes, that's the authority.

RASK, THEODORE A Capt USAF HAF AF/A4L 11:10 Thing that I need.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 11:13

That's when it comes from the authority.

Thou shall not, yes.

RASK, THEODORE A Capt USAF HAF AF/A4L 11:20 OK, we'll go get started.

Good morning everyone.

We're afternoon.

Depending on your time zone.

Thanks for joining us.

So this is our vendor Q&A day Slash Industry Day.

To be fair, that's gonna be kind of helping kind of go over what the request for information was.

We've got about, I think, a week in some change until we close out the RFI window.

So I just wanted to hit some points here.

Open it up for a little bit of discussion and then we'll talk a little bit if we need to do some.

If you'd like to request some one on ones as we go into the deadline coming up here, I think next next week.

Yep, I think it's next week in a little bit of change.

So, OK, alright, so here's kind of some of the things that we're gonna be going over.

Yeah, Monday the 18th.

Thanks, Jill.

So here's some things we're going over.

Uh Margaret's gonna kinda Margaret Santos are contracting officers.

Gonna go over some of the ROES here disclaimer stuff and then I'll go into kind of what tesseract does.

Captain Jill Parker's gonna go over.

What the process of asking branch kind is all about, and that is essentially who is going to be utilizing these TOC services that we're requesting information for, and then we'll just go into the meat and potatoes of what the ROI is and then what the file out discussion could look like.

So moving on, Margaret, go ahead and keep us in check.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 12:45

Thank you, Sir.

Yes.

So you guys can read the slides along with me.

UM is just a matter of all you all recognizing that we are not obligating the government in any way, right.

This is an open dialogue of our requirement.

We are trying to ensure that we protect your information, but this is an opportunity for.

Industry to tell us what they have, but Please ensure that if you send us any documents that it is marked accordingly with proprietary information.

If you have any questions regarding the UM, you know during this, try to recognize that there are other contractors on here.

We are on that leading edge of technology, so I put the full responsibility on industry to recognize what is your proprietary companies confidential and that sort of thing.

And we can go further if you're interested in doing one on ones.

Umm, now we are hitting record on this right?

I did hit see the record button but now I don't see it.

Oh, it is.

It is being recorded.

Anybody who is rejecting to the recording, please speak now.

I mean that this will be posted out on sam.gov for any other competitors or industry.

Umm.

Also, if there's any type of questions I'm gonna ask you guys to submit those in writing.

We will do our best to because it's being recorded to do our best to keep those notes so we can type them up as well, but the recording will help a lot with that.

Mike Force joined the meeting

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 14:25

OK.

Umm, the responsibility also will rely heavily on your shoulders to make sure that this information that we're providing is not disclosed.

So you know to anything that's harmful to the government type thing.

So I don't think we have anything in the slides and you're not presenting anything that's classified, right?

So we should be good to go.

Any questions or any objections to the recording?

girz 14:57 Hi, Miss Santos.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 14:57

Ethan heard.

girz 14:58 Monsanto, can you?

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 14:58

Yes, Sir.

girz 14:59 Yeah, I'm.

I'm may be the only one, but I don't.

I don't see the slides and I was trying to chat and it doesn't won't let me chat either, so if that's.

Bill Ray 15:08 Uh, same here.

Brian 15:10 Confirm I can't see.

Bill Ray 15:10 I can't see the slides.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 15:13

Ah.

David Johnson - ReEngine Consulting 15:14 I can see the slides.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 15:16

OK.

Brian Reece, Aether Insights 15:16 I can't see the slides.

RASK, THEODORE A Capt USAF HAF AF/A4L 15:17 Let me uh, let me try just, I'll I'll show my window and I think that might actually mitigate the issue cause it uploaded the slides and it's sharing it through.

So let me try this really quick everybody.

So I'm just stop sharing and just switch it over.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 15:37

Are you able to see us on camera OK.

girz 15:40 Yes.

We see the Hollywood squares now.

I do anyhow.

Yeah.

And I don't know if the you know if you only want to keep the chat for the team members, that's fine.

But so, you know, not everybody can share in a chat, that's all.

RASK, THEODORE A Capt USAF HAF AF/A4L 16:04

OK.

Can everyone see this that better?

girz 16:05 I can see it.

Brian Reece, Aether Insights 16:06 I can see that now.

RASK, THEODORE A Capt USAF HAF AF/A4L 16:07 OK, awesome.

Brian 16:07 Yes.

RASK, THEODORE A Capt USAF HAF AF/A4L 16:08 Alright, let me.

girz 16:18 I'm sorry.

Could couldn't.

Yeah.

Could you look, can you flash the agenda for less than a look?

A couple seconds.

Here we go.

Thank you.

RASK, THEODORE A Capt USAF HAF AF/A4L 16:26 Yeah.

girz 16:33 Thank you.

RASK, THEODORE A Capt USAF HAF AF/A4L 16:37 Hey, Margaret, back to you.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 16:38

Help I'm I'm done.

RASK, THEODORE A Capt USAF HAF AF/A4L 16:41

OK.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 16:41

So back to you, Sir.

I'm gonna go on mute until there's a question for me.

RASK, THEODORE A Capt USAF HAF AF/A4L 16:45 OK, awesome.

OK.

So just once again, this is strictly to the RFI, uh, we'll give as much insight as we can on the RFI.

If there's anything beyond that, we may or may not answer that just depending on what the question is.

Just a quick note there.

So this is our team, this is the core members.

Also, our contracting team as well from FTW, PK.

So Captain Jill Parker is the chief of our process of answer Branch, or Tesseract MasterCard.

Shannon Visual is gonna be actually our she works a lot of the contracting Cyber contracted support.

So with this RFI this is kind of her her deal.

Also, if this does lead to any kind of following acquisition later on, if that make decision is made, she'll be the main person.

'S gotta handling that interaction there and then finally, myself, Captain Ted Rask.

I am the program manager on the team.

The chief of our acquisition strategy here at Tesseract and then Margaret, Kevin, Richard.

Seiter, Tim Primack.

And then Mr Rodriguez as well, all consists of our acwp K folks.

Margaret probably be one.

You're interact with most on this effort, but that is the entire team.

So.

So they are OK.

So what tesseract is?

This is just kind of a quick summary of what we do here at Tesseract.

Essentially, we are the why just six office of Innovation.

So from half a four half a 4L we take everybody that community and we help kind of get airman ideas out into an actual innovation of program, something tangible.

And then on the other side, which is what we're concerned with is going to be engaging our process advancement to help make everything run better in the Air Force.

So I will move that over to Captain Parker to kind of cover that.

HOHMAN, CHLOE L Capt USAF HAF AF/A4L 18:40 Yeah, I can.

Everybody hear me.

OK, to quit my job.

girz 18:45 Yes.

HOHMAN, CHLOE L Capt USAF HAF AF/A4L 18:46 Yes.

OK.

Hi, captain.

Jill Parker, the process of Advancement Branch chief so half of the Tesseract team focuses on process advancement and that's the team that you see here on this screen as well as necessary training visual on the her other screen and our biggest portfolio item is 3 of constraints.

We break that into three separate lines of effort so we have communicate, educate and generate what that entails.

Specifically, is generating meaning going to locations within the Air Force to generate and start project projects 43 even St period of constraints where we can initiate those and implement that specific framework.

So that would be generate we have educate that is going out and at various levels within the Air Force enlisted and officer throughout the ranks educating on what their constraints is, how to implement it and then also how to champion projects.

And then lastly, we have communicate.

That's where we share our lessons learned.

Umm, we hosted on various platforms and we also speak through different social media platforms as well.

And then we attend conferences and symposiums in the Air Force.

Think loa.

Think maintenance symposiums, things like that.

So really we contract out some of these efforts, but we also do this organically.

And so any company that we work with has to understand through of constraints in and out in a way that they can't implement it themselves, also teach it and then help us with.

Communicating best practices, lessons learned specific to that framework.

You don't pause there, Ted.

RASK, THEODORE A Capt USAF HAF AF/A4L 20:34

OK.

Any questions about what Jill just went over?

Did a few seconds for a lot of stuff that the PA team works on across the world, I guess would be the right term here.

So, OK, OK.

So move it on to the RFI made focus here is to implement TOC at the operational level.

I'm just gonna kind of hit this is essentially the meat potatoes.

The scope of exactly what was in the RFI for the next slides, I'm going to kind of hit each specific area with what that line link the language was within the RFI for it.

If there's any questions on that, feel free to stop me and then we can answer those.

I wanna kind of get everything that we need in the easiest way to do that is to hit every point and then clarify anything that's required.

So looking at this, you know there's some core things here. We've got.

Uh, what exact?

What methodology needs to be developed?

Some of the workshops are gonna be ran, finding solutions for users in the field, running data collection analysis to back up what that was done, what was done, and then finally, what travel and security clearance requirements look like for this effort for this potential effort kind of thing.

So for the methodology standpoint, what we're looking at is someone that is able to establish a standard methodology for TOC to help smooth the flow of processes within the organization and then articulate something to apply to you C and then.

Work it out so that you can apply to you.

See figure out what games are gonna get, and then finally develop metrics to measure those gains to see what the improvement was to the field or to the unit when you did that.

Any questions on these two points here?

OK, so moving out a workshops, there's several workshops that we'd be looking at being done.

There's a on location leadership workshops that helps kind of get buy in from higher levels of an organization.

The best way to get things to work in a process advancement kind of point of view is to get leadership to be on board and ready to help out and make changes that are needed.

So that's what that consists of.

And then core team process owner workshops, this is kind of helping get the people that are actually gonna make things happen at the units that are going to be the people on the ground doing the work, help get them across.

And then finally, additional buy and workshops that just followed that process, SO3 core workshops here.

Any questions on these three?

OK.

So going out a solution development, this essentially would give you the best thing that a unit can do, or an organization can do to get a good ROI for them.

So this would be where you're working with those process owners on the ground.

You're coming up with what would be the biggest ROI?

What would be the the biggest hurdle to cross to get immediate gains or not?

Maybe not immediate, but the biggest gains, and then also, as with most of the things here is getting those metrics so that you can back up what you've done.

Because if you don't have any metrics to back it up in the Air Force, umm, it's very hard to sell any follow ONS or to define that you actually had successes.

If there's no data to back it up.

Any questions on the solution development?

OK, so more data collection right data collection analysis, essentially looking at where we need to target and make these TOC changes or to apply to OC.

So you're essentially looking at whatever units doing a lot of in-depth research.

Maybe you're spending time with them.

Those kinds of things.

It was suggestions you guys come back with me with how you guys would do it, but essentially you would figure out what the process is and where the best place would be to jump in and fix it and apply to OC.

Any questions on this?

OK.

Alright, so those were the main things that we would have for the TOC effort.

The next two things are gonna be more of just what requirements are that we would what would be required for applying to UC within the process of answer team it tesseract.

So first one is gonna be travel.

So contractors are gonna be expected to go cone and send oconus.

We are across the world, we've got folks, we've got a guy out at how you did right now.

I mean, we've got guys traveling all the time for both teams.

Civically, PA is traveling everywhere, so that would be the expectation is that you would be able to go, oh, code in a second cone is pretty much around the year kind of thing.

Any questions on travel?

OK.

So moving on to security clearance, so security clearance may be required, it really depends on the work.

Sometimes metrics might be required that include like operational data, things like that.

Those kind of things typically fall into some kind of security clearance level.

I will note that we are not attacking on any sponsorship for security clearance at this time.

So how that would spool up into actual work?

There maybe some conflicts there if there isn't a security clearance already granted from members of the team, so that may be a possibility.

It's not a definite, but that does come across sometimes when we're doing these TOC efforts.

Uh.

At different units.

Any questions on security clearance?

Margaret, was that the correct verbiage for security clearance?

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 26:39

Yes.

RASK, THEODORE A Capt USAF HAF AF/A4L 26:39 OK, just keep myself out of trouble here, OK?

So just doubling back.

So we talked about travel and security clearance.

Those are the biggest ones.

I expected there may be some questions about and then finally, is there anything that we've talked about in this RFI that's creating a barrier that I don't wanna say is unfair, but maybe we're we're putting in walls where we don't need to have barriers, that kind of thing.

So anyone have any kind of concerns there or has any insights that we could do to perhaps make the RFI better?

John Hawley (Guest) 27:23 Sorry.

Are you are you looking for us to type this out or to discuss it with you openly?

RASK, THEODORE A Capt USAF HAF AF/A4L 27:23

OK.

Either or either or is fine.

If it's something that you'd rather just send us some information there and that makes it easier, that's fine.

If you wanna make it, if you wanna talk it now, that's great too.

So if the preference is to kind of email those and send those to us like we can respond back, that's fine. Whichever.

John Hawley (Guest) 27:48 Wow, I I personally don't mind.

I'll ask the question and if it helps everybody, that's great.

RASK, THEODORE A Capt USAF HAF AF/A4L 27:52 Sure.

John Hawley (Guest) 27:53 And so there are.

There are a lot of methodologies and things out there that can help and benefit theory of constraints, but is not rooted in theory of constraints.

So the idea would be umm, should anybody be interested in this.

That can amplify theory of constraints, but not necessarily teach it.

And if you want me to give you an example, I can.

RASK, THEODORE A Capt USAF HAF AF/A4L 28:23 Sure, if you don't mind.

Just keep mine.

Everyone can hear it, so open form kind of thing.

John Hawley (Guest) 28:26 Sure.

So I am a facilitator.

I I create practitioners, people that can stand in front of other people and leverage scrum or design thinking or whatever it is.

Basically understanding team dynamics and how they're coming across to individuals.

So for theory of constraints to be able to not only understand it through 101102103 but be able to convey that to people to create more practitioners would be something I would be interested in personally to make sure that they are are capable of scale and and passing it out beyond just the the individual's that went through the training of theory of constraints.

RASK, THEODORE A Capt USAF HAF AF/A4L 29:13

OK.

I think that may hit on one of the line items, Shannon.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 29:16 I can take that one.

RASK, THEODORE A Capt USAF HAF AF/A4L 29:18 Go on, jump on on that.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 29:20 Yeah.

Yeah.

So great question, Sir.

And I think you hit on a few different points.

There are a few different methodologies in which we can use to kind of amplify amplify some of these projects that we have and however, at this time, what we're really focused on is the way to use theory constraints as a management methodology because we already have in the Air Force the ability to teach sacrum, to teach agile, to teach other process improvement initiatives and and and create those facilitators that you're talking about.

And we've also begun our own internal way to train theory of constraints practitioners as well.

And so we're getting that going.

It's still very much a grassroots effort at this time, but what we need in order to make this more successful is more generation of different events across the Air Force across platforms, across different organizational environments to sell the story of why this works, uh, before more people can actually buy in to become more facilitators.

So at this time, I think where we we have more practitioners than we have local interest.

We just need the ability to generate more often and unfortunately, in order for us to do that, we need contracted help to do so.

Does that make sense? OK.

John Hawley (Guest) 30:45 Sure it does.

Yes, thank you very much.

RASK, THEODORE A Capt USAF HAF AF/A4L 30:51 OK, great.

Anyone else?

Alfredo Mycue, ReEngine 30:57 I'm ready to make your engine consulting.

I just have a question in regard to security clearance.

So I I guess it's it's two parts, it's one is you know at what point does it age out?

I had a security clearance.

A a a top secret SI in 2008.

But that's when I retired from the service.

And then and and.

Is there a process that I can do to rekindle that, if in fact it has gone dormant?

Thank you.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 31:32

Thank you.

RASK, THEODORE A Capt USAF HAF AF/A4L 31:32 So, Margaret, I'll let you answer that, sorry.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 31:34

Yes, U M4 facility clearance, we will need to go through Industrial security protocol on this and the company has to get that security clearance because the government is not the Air Force is not going to provide that sponsorship most of the times companies will need to be a sub off of one of the large companies umm when they do a security and provide your security clearance, the three top members from my understanding the three top members gets the.

Umm this security clearance or the the background check right your CEO, FSO and whatever.

However, your company is directed now with you.

If you had a top secret that was done, the background check should be easier, but they still go back.

What, seven years for a secret and then ten years for that, and that investigation does start again.

So it's not anything that they're going to be able to pull because you've had it and that it, it lightens the the the investigation, UM, so that is going to be a long barrier.

Umm, I have been told that it's like 18 months in the process.

I've seen it come quicker.

I have seen it dried out, but has anybody gone through it recently?

I've never owned a company to gone through.

A company review.

So our best bet, I don't have any words of advice.

I can only tell you what other companies have been doing.

They have been subcontracting with, you know, some large businesses with that secret clearance or top secret clearance, the billets for the top secret will be provided when it is needed.

From what I understand, or based on my training, does that help?

Alfredo Mycue, ReEngine 33:37 Thank you.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 33:39

Back to you, Sir.

RASK, THEODORE A Capt USAF HAF AF/A4L 33:42

OK.

Thanks.

Brian Reece, Aether Insights 33:43 Hey Sir, this is this.

RASK, THEODORE A Capt USAF HAF AF/A4L 33:43 Anyone else? Yep.

Brian Reece, Aether Insights 33:45 This is Brian Reese ether insights.

I have a couple of questions for you.

If I can just run through them really quickly, the.

RASK, THEODORE A Capt USAF HAF AF/A4L 33:51 Uh, sure.

Brian Reece, Aether Insights 33:53 Uh label on this is for an R5.

It looks like you're trying to execute it here fairly quickly.

Are you gonna make a selection off of this RFI or is there gonna be separate RFP?

RASK, THEODORE A Capt USAF HAF AF/A4L 34:04 The this is strictly just an RFI, so this essentially is gonna get us some market information some like what's out there from industry and then at a later date there will be a decision made if this is going to turn into some sort of acquisition.

If that's the case, there will be a separate effort done slash that will probably include an industry day as well, so this is just strictly for an RFI.

There is no guarantee there will be any follow on.

Brian Reece, Aether Insights 34:29

OK.

And then you guys, as part of the package, talked about a firm fixed price associated with this.

I feel like we're we're lacking some of the pertinent data necessary to price this out.

Does that something you're looking for in the RFI is a general price breakdown across the board of how we would implement and everything else.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 34:49 I can take that type.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 34:50

If you don't, OK.

RASK, THEODORE A Capt USAF HAF AF/A4L 34:50 I yeah, go ahead, Shannon.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 34:52 Yeah.

So each project that we would potentially be contracting for would have a different price point depending on several different factors.

What is the level of which you're engaging?

You know what is this?

A smaller organization.

Is this a larger organization?

Are you CONUS?

Are you oconus?

So while the project itself will be a firm fixed price, not every project will be the same price.

Does that make sense?

Brian Reece, Aether Insights 35:18 Yeah.

No, that makes perfect sense.

And then the final thing is is, do you have a ballpark of the idea you're talking about, multiple events, multiple locations.

Do you have a ballpark of you're looking for five events, 50 events over the year.

What?

What in in the you know?

Are you trying to run simultaneous events?

That's going to drive the answer pretty significantly.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 35:43

Let me jump in really quick, Shannon, before you address this question.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 35:43 Yeah, go ahead.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 35:47

Umm understand that this RFI is to ensure that the you know the PWS is doable.

There's no barrier to competition type thing, right?

Or do we need to tweak it?

The other thing that we're thinking is, is that because it's a commercial based requirement that it has to be firm fixed price.

So we did throw that in.

Now our our goal is because we don't know what's coming up down the line, we could have 5 simultaneous events coming up.

We could have 50, you know, within, you know, three years time, so possibilities of a blanket purchase agreement or an ID IQ is what we're thinking as we go forward.

If if everything falls in with the tesseract teams.

Uh, the process right?

Or they're thinking through their requirement so the contract will be established for your, you know, we'll have labor categories or however we set it up.

But the actual proposal of a price per task you will be given at that task level, does that make sense?

Right now we're just looking to see what vendors are out there.

Is there adequate competition?

Is there any barriers that we have identified in the statement of work that would keep you guys from proposing, you know, that sort of thing?

So don't worry about proposing price points at this time, right?

Because you don't have anything we don't.

We have not described an actual event yet.

Does that make sense?

Brian Reece, Aether Insights 37:31 But alright, that sounds great.

And then you know, obviously that's very helpful in, in setting us and in you're obviously looking for something that's scalable over time based on logical follow ONS as necessary.

Baha Inozu joined the meeting

Brian Reece, Aether Insights 37:49 OK, sounds great.

Thank you so much.

Appreciate.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 37:53

Umm.

And Shannon, if you would go ahead and?

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 37:59 No, ma'am.

You you covered everything.

I was gonna touch.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 38:02

I'm sorry.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 38:03 No, you're fine.

This is perfect.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 38:05

Thank you.

RASK, THEODORE A Capt USAF HAF AF/A4L 38:07 Yeah.

I guess to add on to that, you know the main thing is since this is a, we're not doing any reimbursement proposal costs or anything like that.

You know, we're not looking to make this a very extreme homework assignment, right?

It should be information that everyone already has on hand or can easily tweak where there's no cost and that was the intent of this RFI.

We're not trying to ask the one to develop a full proposal because once again we're not.

We're not paying for any proposal cost, so we weren't trying to do any undue burdens on industry here with this.

And then let me go ahead and check.

I think there might be a few questions in the chat, so let me check here.

No, I don't see anything, OK.

I was given some information here.

Let me pretty sure yes.

Alfredo Mycue, ReEngine 38:59 Gotten wrapped.

Up.

Not sure that we.

I'm not sure that we can create chats, at least on this side.

It says it says it's only available to those that are team members on on team Ms.

RASK, THEODORE A Capt USAF HAF AF/A4L 39:06

OK.

Jeff F. 39:07 Yeah, same here.

RASK, THEODORE A Capt USAF HAF AF/A4L 39:12 Interesting. OK.

OK.

Any additional questions from everyone logged in?

If you have anything that you'd like to not share with us directly in this, feel free to to reach out to us and just contact us with that information and we can answer that accordingly.

Jeff F. 39:34 We kept the rest.

This is Jeff Farkas from SOS International.

RASK, THEODORE A Capt USAF HAF AF/A4L 39:36 Yes.

Jeff F. 39:38 In your RFI request mentioned a couple proof of concepts that that had had.

I guess from the 2018 time frame and and expanded into 30th, 35 other projects.

Have any of those been published that you're aware of or or are available?

RASK, THEODORE A Capt USAF HAF AF/A4L 39:57 Ohh the the answer is kind of and I'll do that to the PA team they answer.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 39:57 Yes.

Jeff F. 40:01

OK.

Thank you.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 40:01 Yeah.

Yeah.

So that's a really good question.

We we do have case study writers that do write our case studies most of the time.

Some of them are internal.

We write them internally as well.

However, those because of the sensitivity of some of those projects in the information that lies therein, where we have to put that on to a CAC enabled platform for individuals to be able to read.

Paragon Management Group, LLC. joined the meeting

Jeff F. 40:16 Umm.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 40:25 So if you do not have access to that government platform, you you cannot read those.

We are working towards some different abilities to I guess scrub some of that information to make it where it's not as sensitive document anymore, but we haven't quite got to that place yet.

We do have a few one pagers that we can try to and I don't maybe push out onto this.

Thesam.gov website Margaret.

Is that a possibility?

If we can, we post some.

OK.

Yeah, we can.

We can throw a few one pagers up there that that will have a little bit of information to kind of show you I'm what projects we did and what areas and and kind of a few of the results.

But at this time, no.

Those Major 40 page case studies we we can't just send out to industry at this time.

Jeff F. 41:14 OK, I understand.

Thank you very much.

Alfredo Mycue, ReEngine 41:21 I have a couple.

Just follow up questions if it's OK, Captain Raskin. Not.

And Miss Suncoast, so the first one in involves the security clearance.

Just a follow-up question there.

So this is an an RFI as you pointed out and and that there's a process for security clearance.

Is it a requirement for the RFI to have a security clearance or is it something that is, you know as additional benefit to the applicant?

In other words, is it like will the RFI not be considered in red if we don't have a current one?

Or is what you urged wisely urged Miss Santos, which is to find a partner, something that we would do when an eventual RFP comes out?

Or is that something that you would recommend for the RFI now?

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 42:16

Umm, that's a great, great question.

Umm, it's always gonna be a benefit for you to have your security clearance.

Umm, I hate for you to incur it there and I forgot the one major thing is is to my understanding there is a cost for you to to initiate your clearance form.

Honestly, I I have to rely on a four.

The probability of you guys getting your security clearance, uh, or needing security clearance.

Is that going to be you're on mute, Sir?

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 42:55 Yeah.

So that the problem.

RASK, THEODORE A Capt USAF HAF AF/A4L 42:56 Play.

We wanna deal with here.

Go ahead. Go ahead.

I was gonna say that anyways for you to answer.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 42:59 Yeah.

Yeah.

So it to be honest, Sir, we we won't really know until we rack and stack the projects that we have.

There are a few that are in areas that would require probably some level of tiered security clearance, whether that be a top secret or if that be a secret or or a Tier 2 or tier 3I I'm.

I'm not sure at this time that's something that we would have to verify, but there are locations that would require some sort of clearance.

But there are other locations that would not require the same clearance, and the work is there, but until we understand the workload and and how our organization wants to kind of divvy that out to which contractors, you know, if this comes to fruition after this RFI and that, that would be determined at a later date.

But I can't give you a firm.

Yes, we would need it or no, we would, we would not.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 43:57

Umm can I just ask this question to a four UM, if it is in a location to where they need to have a top secret, there are escort capabilities, right?

Can we go?

Can we just pull that string for just a minute just to see?

Because we're not gonna ask the contractor.

We may ask, but if the contractor does not have a security clearance, we won't need them to safeguard anything.

We won't.

You know, they just need to get access to a skiff, and if that's the case, we can escort.

Or is that not an option?

Because once you know the information, you can't unknown it right? But.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 44:35 It.

It depends on the the nature of the project.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 44:41

They were OK.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 44:42 So if the project has something to do with future uh, efforts future, you know, organization of assets or you know what that looks like, then it would require that that type of clearance versus just having an escort.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 44:47

Uh-huh.

OK.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 44:57 Most of our projects only require some sort of escort capability and most of the information can be sent via DoD safe.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 45:01

OK.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 45:05 However, we are getting into some areas of and potentially contested environments that would require future, umm, planning and and that could be a little tricky when it comes to security clearances.

Bill Ray 45:20 In the 40 or so projects that you have, uh, that you have published reports on, have you had uh security requirements in any of those?

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 45:32 We have had the need for a Tier 3.

Umm.

But past that?

No, Sir, not not yet.

Bill Ray 45:39 So effectively one out of 40.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 45:42 And that came into play twice.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 45:42

Yeah.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 45:46 So yeah, two out of roughly 40.

Bill Ray 45:48 Thank you.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 45:49

Great question. UM.

RASK, THEODORE A Capt USAF HAF AF/A4L 45:53 So yeah, I mean, But definitely this would not be a barrier to submitting an RFI for us.

If you do not have a clearance, so send it.

Was there another follow up on that one?

I thought you said two questions or was that it?

OK, anyone else have any other kind of points here?

Questions that we can elaborate on.

Alfredo Mycue, ReEngine 46:35 So I I did.

Captain Rask, I had to.

I I have a second question.

This is Alfredo from the engine consulting.

RASK, THEODORE A Capt USAF HAF AF/A4L 46:40 OK, awesome.

Alfredo Mycue, ReEngine 46:43 So so the question is in regard to costs.

It's very clear from the statements that you are not requiring costs, but I'm I'm wondering also whether it's a possibility to include it like for example, example proposals.

You know, education that's been provided TOC, those those kind of things.

Would it be beneficial or is there an obstacle to?

Do you not want to see for for example, our hourly rates for our instructors or our analysts etcetera?

RASK, THEODORE A Capt USAF HAF AF/A4L 47:16 If, if it's at Margaret can definitely correct me here if I'm off.

If it's easy to provide and it doesn't incur any additional costs, you guys should do that and it's you already have it on hand.

Once again, not not refunding any money for proposals here.

Uh, if something usually provide you wanna provide it, that's fine.

Just if this turns into a following acquisition, you're gonna need to send that information again, and we're gonna basically, like, start from clean slate when we if if we do a followed acquisition, one that starts, it's gonna be a clean slate.

So all that info would have to be provided again, but I'm not going to shy away from getting some more information.

It just won't.

At this point, it's not gonna give anyone a leg up or anything.

It's just, you know, if it's free information, you have to give and you want to give it great.

Margaret, is that right?

Is that correct to say?

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 48:02

I'm pretty pretty close.

Yes, no by all means you know for the RFI, we're looking for your capabilities.

We're looking for your feedback on the requirement getting a ROM from you guys is always welcome, but again, we're not incurring any type of cost to you guys preparing any type of proposal.

No bidding proposal costs type scenario and we honestly don't need your labor rates and all of that at this time.

But if there is it what I'm hoping to hear from you guys is like, you know, we're not pushing, you know, commercial environment here.

We're actually in a research and development.

I need to get that feedback from you all that a firm fixed price will not be doable or hey, no problem.

I already have the price list established to handle it, but yeah, don't prepare a price.

There isn't anything to propose at this time.

You don't have an adequate picture of a requirement to.

To propose on so.

Alfredo Mycue, ReEngine 49:05 Very clear.

Bill Ray 49:06 Are are there a list of projects that you're considering out there that we can review?

Alfredo Mycue, ReEngine 49:06 Thank you both.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 49:15

I'm gonna.

RASK, THEODORE A Capt USAF HAF AF/A4L 49:15 Shannon, I'll go ahead.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 49:15 He.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 49:16

I'm gonna hold off on to that.

And Shannon, if you do have a sample, we can post a sample out there for you.

But again, we're not looking for a proposal for you guys to price on.

We're just doing the market research environment here, trying to determine what industry partners are out there, what capability is you know.

I'm available.

Bill Ray 49:42 Cannot be understood it.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 49:43

OK.

Bill Ray 49:43 It just is helpful to uh to review the product list to see it are they are they commiserate with our with our talents.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 49:46

OK.

Very good, Shannon.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 49:54 I can't give you a list of locations at this time, Sir, and I can.

I can only tell you that it would fall within the logistics realm.

I know that that's a very non answer, but that's all the information I can give, I'm sorry.

Bill Ray 50:07 Thank you.

That's fine.

Thank you.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 50:10

Would it be a list of topics or is that like unavailable too?

I mean, you know me, big pictures, little words.

Is there anything that we can?

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 50:23 We could potentially put together a list of.

Potential projects?

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 50:29

OK.

Yes.

Yes.

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 50:34 Yeah.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 50:37

One of the questions that I wanted to ask this is going out to industry.

UM, are any of you guys?

Uh, you know, have you seen this in other Csos commercial solutions openings?

Have you seen anything similar to this?

Umm on previous servers that you've participated on, you know that feedback and your capability would be huge.

Chris Bugg 51:01 It do you have a list of?

Is there an incumbent or anyone considered an incumbent from the last 40 or do you have a list of contractors or or providers who supported the last 40?

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 51:19 We have two prime contractors that have supported the the last 40.

SANTOS, MARGARET CIV USAF AFDW AFDW/PKH 51:26

Is this connected alliance?

VIGIL, SHANAN M MSgt USAF HAF AF/A4L 51:28 And and texting app, yeah.
