About this file

This document outlines a proposal to implement a Theory of Constraints approach to support combat-focused logistics at a Air Force headquarters. It details challenges of maintaining the proper ratio of fighter wing groups to flight leads due to aircraft reductions, as well as proposed solutions such as consolidating non-flying commitments, prioritizing wing group sorties, and utilizing additional aircraft to enhance training capacity. Metrics include measuring delays in wing group progression to flight lead, allocation of sorties between wing groups, and success rates. The related federal contract opportunity is a pre-solicitation for Theory of Constraints implementation services to support combat-focused logistics activities at the Department of the Air Force headquarters in Washington, D.C. The solicitation number and agency are provided, along with an indication that it is a pre-solicitation notice.

20th Fighter Wing Task Force Absorb and Deploy “TF-A&D” Since F-16 formations require 1 FL to 1 WG ratio, maintaining FL to WG ratio is critical to meet objectives and maximize sortie utilization.

If # of WG exceeds # of FL, current FLs will overfly and further slow down WG progression and lead us into a vicious cycle.

Absorption is not the initial intake of new pilots. Absorption is to progress WG to become FL and convert “consumers to contributors.”

Solution Elements

Metrics Framework Remove non-flying conflicts by consolidating training/commitments to Fridays and Mission Generation Readiness Days.

Increase Pilot Availability Fly all WG 9 sorties/month to progress to FL on time. Implement a scheduling process with priority setting at the OG level and Sq level allocation.

New Scheduling Process Recommend 2-ship FL, at Sq CC’s discretion, to lead non-missionized events to reduce the demand on existing FLs.

Improve visibility on WG sortie count and evaluate 4-ship FLUG readiness at ~175 sorties, based on Sq CC discretion.

Focus on Upgrade Eligibility Manage new pilot intake by IP capacity Manage intake by progression capacity Evenly distribute available sorties Prioritize 12-ship UTC and WG Measure success by RAP Measure success by FL+ ratio At the beginning of FY22, 20th FW experienced a PMAI reduction of 9 aircraft that translated into a ~1800 sortie deficit as pilot manning and sortie requirements remained the same.
