About this file

This document includes a past performance questionnaire and notice of an upcoming federal contract opportunity for Business Capability Lifecycle Management projects. The past performance questionnaire is seeking information about an offeror's performance on three relevant prior contracts to support proposal evaluations. It requires offerors to provide details of prior contracts and have their past performance references complete sections evaluating technical areas, unique capabilities, and performance. The federal contract opportunity will be a multiple award IDIQ for advisory and assistance services supporting SAF/MG assessments. Services will include management, professional, engineering, and technical expertise for Air Force-wide business improvement projects. The base period of performance is one year with four one-year options. The pre-solicitation notice advises interested offerors to monitor the FBO website for the forthcoming RFP, which will include attachments like the PWS, quality assurance plan, task order guide, and security requirements. The contracting officer points of contact are provided for any questions.

FOR OFFICIAL USE ONLY (FOUO)

When completed, this document is Source Selection Information IAWFAR 2.101 and 3.104.

The SAF/MG Business Transformation Division of the Air Force District of Washington (AFDW) is in the process of competitively selecting a source for an Executive Leadership Training program.

The Office of the Deputy Under Secretary of the Air Force, Management and Deputy Chief Management Office (SAF/MG) is continuing to look for more effective and efficient ways to support Air Force business operations and refine the development of Defense Business System (DBS) requirements supporting the Business Mission Area (BMA) Information Technology (IT) by leveraging existing technologies owned by the Air Force, streamlining and standardizing business processes across the Air Force, and developing integrated solutions that are achievable in a constrained fiscal environment. The Air Force has a requirement for business system information system management Advisory and Assistance Services (A&AS) that includes, but are not limited to, the following categories: technical and engineering; information and data management; process engineering; performance assessment; change management, facilitation, project management, and scheduling. In addition, this effort shall support SAF/MG assessments of progress toward Air Force strategic and program mission objectives. The Contractor is required to provide tools, equipment, personnel, and supervision necessary to support tasks to be described in orders issued under the contract vehicle.

One of the considerations in proposal evaluation is the verification of the offerors' past performance on contracts or other work efforts which reflect the offeror's ability to perform on the proposed effort. We depend on information received from organizations such as yours, which have had first-hand experience with the offeror, for the evaluation of the offeror's performance on those contracts or work efforts.

Our areas of interest regarding the offeror are summarized in the enclosed questionnaire. In order to meet the acquisition milestones, we request your written response no later than 25 April 2018. This schedule will allow us sufficient time to analyze the data prior to the start of evaluations.

To assist you in preparing your response and expediting your reply, the questionnaire may be filled out electronically and e-mailed to Traenesha L. Miliner, usaf.jbanafw.afdw-staff.mbx.afdw-pk-pks-saf-pks-pitbulls@mail.mil . Your completed questionnaire will become a part of the official Source Selection records.

Your assistance is greatly appreciated and your prompt response will be one of the keys to the successful and timely completion of this Source Selection.
