SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS

The following questions and answers are hereby incorporated into the solicitation:

Question 1. Would you please confirm that the personnel related to the first three duty titles/series listed in Appendix A’s historical data and estimated workload will be assigned to Joint Base Randolph, TX?

Answer: That is correct.

RFP Change: See revised Appendix A

Question 2. Would you please confirm that the personnel related to the final seven duty titles/series listed in Appendix A’s historical data and estimated workload will be assigned to Joint Base Andrews, MD?

Answer: That is correct.

RFP Change: See revised Appendix A

Question 3. The Page Limit table contained on page 24 of the PDBR PWS indicates that a maximum of 5 pages will be allowed for Volume II, Past Performance. On page 25 of the PDBR PWS, paragraph entitled Volume II, Factor II 2.i Past Performance Volume Content: “This volume is limited to no more than two (2) page per contract listed, with a maximum of five (5) references.” This would indicate that if the offeror had 5 contract references at 2 pages each – the total page count would be a maximum of 10. Will the government please clarify if Past Performance references are limited to five (5) and if page count limit is 5 or 10 pages?

Answer: The Past Performance volume is limited to five (5) pages. You can talk about one reference in five pages or five reference in one page each, it’s up to the offeror how to keep the references in the five page limitation.

RFP Change: See revised Addendum to FAR 52.212-1, Instructions to Offerors in paragraph (l)(2)

Question 4. On document PDBR RFP FA7014-15-R-5014, Page 54, Section 5352.215-9000 FACILITY CLEARANCE (MAY 1996) references “The offeror must possess, or acquire prior to award of a contract, a facility clearance equal to the highest classification stated on the Contract Security Classification Specification (DD Form 254) attached to this solicitation.” DD Form 254 does not appear to be attached. Will the Government issue a DD-254 for this contract? If so will the DD-254 cover both Andrews AFB and Randolph AFB?

Answer: No DD254 is required for this effort.

RFP Change: Removed AFFARS 5352.215-9000

Question 5. Past Performance Questionnaire, Attachment 4 Cover Letter states: “We depend on information received from organizations such as yours, which have had first-hand experience with the offeror, for the evaluation of the offeror's performance on those contracts or work efforts.

Our areas of interest regarding the offeror are summarized in the enclosed questionnaire. Our schedule is extremely tight and we desire your written response no later than three (3) business days after your receipt of this letter. This schedule will allow us sufficient time to analyze the data for our source selection.”

Is there a hard date that the Source Selection Board must have these questionnaires submitted by?

Answer: No, but it would be in the offeror’s best interest to ensure the references send the information by the proposal due date. Questionnaires received after evaluations are completed will not be considered.

RFP Change: None

Question 6. In 5352.215-9000 FACILITY CLEARANCE, there is a reference to an attached DD-254, but there was no DD-254 provided in the solicitation documents. Will the Government provide this attachment?

Answer: See response to Question 4.

RFP Change: See Question 4.

Question 7. Can the Government clarify the proposal submission instructions? The RFP states “Delivery of hand carried proposals shall be coordinated in advance with Grover Henderson or Melissa Tamayo no later than close of business 18 August 2015,(2:30 PM EST) in order to allow time to arrange meeting at the Joint Base Andrews NAF Visitor’s Center for delivery” – but the RFP also allows submission of proposals by e-mail. Are offerors required to do both e-mail and hand delivery?

Answer: No.

RFP Change: None

Question 8. Appendix A, Historical Data and Estimated Workload has some performance metrics for different positions. Is Government’s expectation to maintain the same level of performance?

Answer: Yes

RFP Change: PWS Revised to clarify by adding the performance requirements to the corresponding section.

Question 9. Can Government correlate the position titles in Section 2 with the Government Equivalent Duty Titles in the Historical Data and Estimated Workload table in Appendix A?

Answer: Yes

RFP Change: See Revised Appendix A

Question 10. Appendix A provides a list of Government Equivalent Duty Title/Series for each position. Would the government clarify where we can find a list of these titles and a crosswalk to equivalent GS levels so that we can price these positions accurately?

Answer: The Government will provide only the titles.

RFP Change: See Clause 52.212-5 revised fill-ins to FAR 52.222-42 Question 11. Would the government clarify whether any of these positions are considered Service Contract Act (SCA) positions?

Answer: The offeror must determine this.

RFP Change: None Question 12. And if any of these positions are SCA, would the government please provide a wage determination rate for those positions?

Answer: If categories chosen by an offeror are subject to Service Contract Labor Standards, Wage Determinations are already part of the solicitation.

RFP Change: None

Answer: Appendix A is historical data and was the workload that will be expected for this effort.

RFP Change: Appendix A has been revised to reflect historical data only, the PWS has been revised to incorporate performance expectations for this requirement.

Question 14. It is not clear from the PWS and Appendix A where each position is located. Would the government please clarify the location of each position – at Joint Base Andrews, MD or at Joint Base Randolph TX?
