Business Engineering and Technical Assistance (BETA)

Request for Information
28 August 2015
1. This is a Request for Information (RFI) for feedback purposes only, and is not a Request for Proposal (RFP). This is a section 8(a) competitive set aside requirement. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach.
2. This RFI is being published to clarify the requirements for providing advisory and assistant services (A&AS) in support of the Secretary of the Air Force of Business Transformation (SAF/US(M)). See attached Draft Base PWS, Draft Task Order 0001 PWS and Draft Evaluation Method and Criteria.
3. Requirement Specific Information:

4. Objective: The Secretary of the Air Force of Business Transformation (SAF/US(M)), requires expert advice and assistance in support of the organization’s mission in the following areas:
• Technical and Engineering
• Information and Data Management
• Process Engineering
• Performance Assessment
• Change Management
• Information Assurance
• Information Management
• Requirements Development
• Enterprise Architecture
• Operational Support Architecture
• Network Web-Based Support
5. Description of Requirements: Provide the functional support required to provide
Advisory and Assistance Services (A&AS) in support of SAF/US(M). The services require an A&AS team whose collective experience includes in depth expertise and knowledge in processes that identify information assets, provide and organize approaches to meeting information needs, and developing data vocabulary and ontology products to support refined business processes.
6. Any information provided by industry to the Government as a result of this RFI is strictly voluntary. Responses will not be returned. As a reminder, no entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industries’ responses to this notice may be used in the development of an acquisition strategy and a future RFP (if applicable). The limit for all responses is not to exceed fifteen (15) single-sided, a minimum of 12 font size, a maximum of 8 ½ x 11-inch pages.
7. All interested parties shall submit questions and/or recommendations concerning the
Draft Base PWS, Draft Task Order 0001 PWS and Draft Evaluation Method and Criteria via e-mail to the Contracting Officer, Ms. Karen Cimorelli at karen.s.cimorelli.civ@mail.mil. Electronic submissions are required.
8. Responses must be received not later than 04 September 2015, 10:00 am Eastern Standard Time.
9. E-mail submissions are subject to size and type restrictions (typically limited to less than
1 megabyte in size and only non-executable attachments such as .doc or .pdf files), as well as, any other appropriate network security measures. It is the respondent's responsibility to verify the e-mail was received and can be viewed. All responses must address each of the above stated requirements. It is acceptable to submit information in more than one e-mail, however, the subject line must include the BETA reference number above and state numbers of e-mail (ex. 1 of 2, 2 of 2).
