General Information
1. Mask AoI Background Across the United States, medical providers and first responders are facing a crisis with the extreme shortage of critical equipment inventories. Protection of healthcare workers and first responders from respiratory transmission of pathogens is essential to maintaining the resilience of the U.S. healthcare system. The COVID-19 Public Health Emergency has illuminated the fragility of the United States’ domestic capacity to manufacture personal protective equipment (PPE), specifically masks. The intent of this AoI is to understand industry’s ability to produce all aspects of the mask chain domestically. The country’s ability to produce all aspects of the masks category domestically is critical to not only responding to pandemics but also ensure the security of the nation as it relates to the protection of medical providers and first responders.
The Department of Defense Joint Acquisition Task Force (JATF) and Department of the Air Force’s Acquisition COVID-19 Task Force (DAF ACT) need to understand industry’s ability to domestically manufacture products in the mask category. These include:
a. N95 respirators
b. Surgical masks
c. Reusable respirators
d. Filtration media
2. AoI Expansion Request This AoI solicits solution briefs to meet Health and Human Services Assistant Secretary for Preparedness and Response (HHS/ASPR) priorities for meeting Strategic National Sourcing 2.0 strategy to expand domestic production capacity of N95 FFR’s, Surgical Masks, reusable respirators, and filtration media within the next 6-24 months. Offerors can respond to any or all production section based on their resident expertise and ability to expand domestic manufacturing. These expansion proposals may be based at existing manufacturing facilities, new facilities, or through new partnerships that leverage novel facilities and capabilities to support this domestic expansion effort. Throughout this AoI, the term mask is used to refer to N95 FFRs, ASTM level 1, 2, or 3 surgical masks, and elastomeric reusable respirators and filter cartridges.
The JATF/DAF ACT are specifically looking for solutions that are:
a. Berry Compliant for US based manufacturing
b. Have a current or expected NIOSH certification and/or FDA 510 clearance
c. Are mature or rapidly scalable that can establish manufacturing capacity quickly
d. Are from prime manufacturers of the PPE products and filtration media vice distributors of the end products
i. Domestic KSM Production, which is defined as a raw material, or intermediate used in the production of masks and that is incorporated as a significant structural fragment into the structure of the mask.
1. For Suppliers of Key Starting Materials (KSMs), what would be required for your company to consider domestic production of KSMs?
a. Provide a list of proposed KSMs to be shifted from overseas to domestic production
b. Provide a timeline for establishing domestic production of KSMs
c. Address required capital investments and additional projected costs (i.e.
facilities, labor etc)
d. Provide estimates of production volumes by KSMs
e. Estimate the cost increase per KSM by changing to domestic production
f. Identify barriers to domestic production and their impacts (i.e. regulatory, legal, legislative, policy, decreased business due to higher production costs etc)
g. What risks, issues or constraints associated with your proposal do you forsee and how do you envision the USG could help mitigate these factors?
h. Provide any additional relevant information for consideration by the review team
2. If already a domestic producer, what would be required for your company to expand domestic production of KSMs?
a. Provide a list of proposed domestic KSMs to be expanded
b. Provide a timeline for establishing domestic production of KSMs
c. Address required capital investments and additional projected costs (i.e.
facilities, labor etc)
d. Provide estimates of production volumes by KSMs
e. Identify barriers to expanding domestic production (i.e. regulatory, legislative, policy etc)
f. What risks, issues or constraints associated with your proposal do you forsee and how do you envision the USG could help mitigate these factors?
g. Provide any additional relevant information for consideration by the review time
ii. Domestic End to End Production, which is defined as the ability to manufacture and deliver the end item product.

c. Once submission is received, offerors will receive a Response Submission Number via email.

4. AoI Open Period
a. Solution Briefs may be submitted immediately upon reviewing this AOI. Solutions Briefs will be accepted until 12:00PM EDT; 3 Aug 2020.
b. Evaluations will begin within 48 hours of the posting of this AOI.

**Companies are advised that any Prototype Other Transaction Agreement (OTA) awarded in response to this Area of Interest may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The follow-on production contact or transaction will be available for use by one or more organizations in the Department of Defense and, as a result, the magnitude of the follow-on production contract or agreement could be significantly larger than that of the prototype OTA. As such, any Prototype Other Transaction Agreement will include the following statement relative to the potential for follow-on production: "In accordance with 10 U.S.C. 2371b(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or transaction without the use of competitive procedures.
