About this file

This is a Notice of Intent to Sole Source a federal contract for preventative maintenance and repair services. The United States Air Force Academy (USAFA), 10th Contracting Squadron, intends to award a sole-source, firm-fixed-price contract to Phillips Corporation, Federal Division (CAGE: 3MPQ0) located in Hanover, Maryland. The contract covers comprehensive preventative maintenance, inspection, and repair services for eleven mission-critical machine tools at the USAFA Department of Mechanical Engineering, including HAAS CNC machinery, Kent, Clausing, Bridgeport, Flow, FANUC, and Titan equipment. The anticipated award date is 01 June 2026, with a performance period consisting of a base year plus four one-year option periods. The NAICS code is 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) and the PSC code is J034 (Maintenance, Repair, and Rebuilding of Equipment - Metalworking Machinery).

The sole-source justification is based on Phillips Corporation's exclusive OEM authorization as the sole factory-authorized distributor and service provider for HAAS Automation, Inc. for the United States Federal Government, combined with market research results showing Phillips as the only respondent to a Sources Sought notice (FA700026Q0041). The consolidation under a single prime contractor is justified by the requirement to service a mixed fleet under one contract vehicle and the critical operational efficiencies provided compared to administering multiple piecemeal OEM contracts. Interested vendors may submit detailed capability statements by email to ronald.wilson.26@us.af.mil and dawson.hopkinson@us.af.mil no later than 12 May 2026 at 10:00 AM MDT. An ombudsman has been appointed to address concerns at james.anderson.72@us.af.mil.

NOTICE OF INTENT TO SOLE SOURCE

Solicitation Number: FA700026Q0041

Title: Preventative Maintenance and Repair Services for Machine Shop Equipment

Agency: Department of the Air Force, Air Education and Training Command, United States Air Force Academy (USAFA)

NAICS Code: 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance Product Service Code (PSC): J034 - Maintenance, Repair, and Rebuilding of Equipment - Metalworking Machinery Anticipated Award Date: 01 June 2026

1.0. Synopsis

Pursuant to the streamlined acquisition framework established by the Revolutionary FAR Overhaul (RFO) and FAR Part 12, the United States Air Force Academy (USAFA), 10th Contracting Squadron, intends to award a sole-source, firm-fixed-price contract to Phillips Corporation, Federal Division (CAGE: 3MPQ0), located at 7390 Coca Cola Dr STE 200, Hanover, MD 21076.

This acquisition is for comprehensive preventative maintenance, inspection, and repair services for a mixed fleet of eleven (11) mission-critical machine tools located at the USAFA Department of Mechanical Engineering (DFME). The anticipated period of performance includes a Base Year plus four (4) one-year Option Periods.

2.0. Justification for Sole Source

The decision to pursue a sole-source award is based on the following determinations in accordance with RFO guidelines for maximizing mission efficiency and reducing administrative lead time when only one viable source is identified:

• Market Research Results: A Sources Sought notice (FA700026Q0041) was posted to SAM.gov on [Insert Date]. Phillips Corporation was the sole respondent to this notice, demonstrating a lack of competitive interest or capability from other vendors to service this specific mixed fleet under a single contract vehicle.

• Exclusive OEM Authorization (HAAS): The fleet includes critical HAAS CNC machinery.

Phillips Corporation is the sole and exclusive factory-authorized distributor and service provider for HAAS Automation, Inc. for the United States Federal Government. No other vendor is authorized to perform OEM-certified maintenance or access proprietary OEM diagnostic tools for these specific machines within the federal sector.

• Mixed Fleet Capability: For the non-HAAS machinery (including Kent, Clausing, Bridgeport, Flow, FANUC, and Titan), Phillips has demonstrated the capability to utilize technicians who possess the requisite qualifications and training to execute maintenance in accordance with industry standards. Furthermore, Phillips has formally committed to engaging directly with the applicable OEMs or authorized providers should proprietary support or OEM-specific certification be required. Consolidating this mixed-fleet requirement under a single, capable prime contractor provides the Government with critical operational efficiencies and cost avoidance compared to administering multiple piecemeal OEM contracts.

3.0. Statutory Authority

This action is executed under the authority of FAR Part 12, as modified by the Revolutionary FAR Overhaul (RFO) Companion Guide, which permits contracting officers to utilize streamlined single-source negotiations when market research (including a published Sources Sought) yields only one capable and responsible source that can satisfy the agency's consolidated mission requirements.

4.0. Submission of Capabilities

This Notice of Intent is not a request for competitive proposals or quotations. However, any vendor that believes it can provide the required services for the entire mixed fleet (including the exclusive HAAS equipment) may submit a detailed capability statement.

Capability statements must be submitted via email to ronald.wilson.26@us.af.mil and dawson.hopkinson@us.af.mil no later than 12 May 2026 at 10:00 AM MDT. The Government will evaluate any submissions solely to determine whether to open the requirement to competition. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer.
