About this file
This is a Memorandum for Record documenting a brand-name justification for a federal contract opportunity (FA7000026Q0038) issued by the 10th Contracting Squadron at the United States Air Force Academy (USAFA). The memorandum, dated 25 June 2026, justifies the procurement of Honeywell AreaRAE Pro monitoring equipment on a sole-source basis rather than through competitive acquisition.
The justification rests on two primary operational arguments. First, the interoperability and mission continuity requirement establishes that USAFA Emergency Management currently operates Honeywell-based monitoring architecture, and acquiring Honeywell-branded detection platforms is necessary to ensure seamless integration with existing communication systems, sensor integration, and centralized data visualization tools. Single-brand acquisition eliminates technical integration issues and maintains mission readiness. Second, the lifecycle and fiscal responsibility rationale notes that the existing Honeywell AreaRAE Pro equipment inventory was purchased within the last two years and remains in early operational lifecycle, making continued Honeywell procurement a fiscally responsible decision that protects the Government's recent investment, prevents equipment obsolescence, avoids compatibility issues, and reduces future training and maintenance costs. The contracting officer is Cierra R. Fitzgerald of the 10th Contracting Squadron, PKA.

MEMORANDUM FOR RECORD
FROM: 10 CONS/PKA
SUBJECT: FA7000026Q0038 Brand Name Justification
1. Purpose: This Memorandum for Record establishes the operational necessity and justifies the brand-name acquisition of Honeywell AreaRAE Pro monitoring equipment for the United States Air Force Academy (USAFA).
2. Interoperability & Mission Continuity: USAFA Emergency Management currently utilizes Honeywell-based monitoring architecture. Honeywell branded items are required to ensure interoperability with existing USAFA equipment, software platforms, and response protocols. Additionally, acquiring Honeywell-based detection platforms are vital to guarantee seamless integration with existing communication systems, sensor integration, and centralized data visualization tools. Utilizing a single brand ensures uninterrupted continuity of operations, eliminates technical integration friction, and maintains immediate mission readiness.
3. Lifecycle & Fiscal Responsibility: The current inventory of Honeywell AreaRAE Pro equipment was purchased within the last two years and remains early in its operational lifecycle. Maintaining the Honeywell brand protects the Government’s recent investment, prevents the Government current gear from becoming obsolete, circumvents compatibility issues and significantly reduces future training and maintenance costs.
