About this file
This document is a Questions and Answers addendum for the FY26 Farish Recreation Area Summer Caretaker Services contract (FA700026Q0032). The solicitation seeks a primary caretaker (individual or couple) to reside on-site in a personal RV and provide guest services and security for a seasonal requirement from May through October. The Farish Recreation Area comprises 12 campsites, 9 camper cabins, 4 RV sites, 1 open-bay barn, 6 duplex cabins, 4 separate lodge rooms, and 1 cottage, with a peak capacity of 204 overnight guests. The contract is structured as a firm-fixed-price award rather than hourly labor rates, and pricing should account for complete service delivery by a single primary caretaker, although pre-approved qualified replacements may cover planned absences per Performance Work Statement Section 2.4.
Key contractual requirements include a local background check from a local police station, which cannot be substituted with prior federal background checks, and compliance with all Performance Work Statement requirements regarding family members, occupants, and pets as specified in sections 6.4 and 6.6. The Government provides all checklists, logs, reporting documents, and vehicle placards, while the contractor must provide personal equipment such as flashlights, appropriate clothing and footwear, and a personal cell phone. Utilities coverage is addressed in PWS section 6.5, and first aid/CPR certification requirements are detailed in PWS section 2.1.3. Submissions are due April 13, 2026, and should be formatted as .pdf or .doc files with Factor 1 and Factor 2 acceptable on the same document but Factor 3 (Price) kept separate. The previous incumbent contractor held award number FA700022C0019.

Questions & Answers FY26 Farish Recreation Area Summer Caretaker Services
FA700026Q0032
1. Can you clarify the expected number of guests/sites at peak occupancy during the season?
Answer: Farish Recreation Area consists of 12 campsites, 9 camper cabins, 4 RV sites, 1 open-bay barn, 6 duplex cabins, 4 separate lodge rooms, and 1 cottage. At peak occupancy, the area can accommodate 204 guests in overnight accommodations. This information has been added to section 1.1 of the Performance Work Statement (PWS).
2. Is this contract intended for one individual, or can a team (multiple personnel) be used to cover shifts?
Answer: This contract is intended to be fulfilled by a primary caretaker (an individual or a couple) who resides on-site in their personal RV, providing a consistent point of contact for guests and security. (Added to PWS section 2.2.1. for clarity). While a 'team-based' shift approach is not the intended model, the primary contractor is required to provide a pre-approved, qualified replacement during any planned absences in accordance with Performance Work Statement Section 2.4.
3. Should pricing account for all labor as a single caretaker, or can it reflect a team-based approach?
Answer: The offeror’s price should be a firm-fixed-price for the complete service described in the Performance Work Statement, not based on hourly labor rates for multiple people.
4. Is the contractor allowed to have family members or additional occupants on-site? As well as pets?
Answer: See Performance Work Statement sections 6.4. and 6.6.
5. Are there any required security equipment items (flashlights, cameras, logs, etc.)?
Answer: The Government will provide all necessary checklists, logs, reporting documents, and a vehicle placard for identification. The contractor is responsible for providing their own personal equipment required to perform the duties, such as flashlights, appropriate clothing/footwear, and a personal cell phone for communication where service is available. The Government does not provide personal security equipment. (See Appendix III for required daily checklist.)
6. Is the contractor required to have first aid/CPR certification?
Answer: See Performance Work Statement section 2.1.3.
7. Are utilities (water, electric, sewage) fully covered by the Government, or are there any cost caps?
Answer: See Performance Work Statement section 6.5.
8. Is there an incumbent contractor? What is their Award number?
Answer: This is a seasonal requirement from May – October. The previous award number is
FA700022C0019
9. Regarding the Performance Work Statement (PWS), Section 2.1.1.1, which requires a "local background check," if a proposed individual has recently undergone a background check for another federal position, will that satisfy this requirement?
Answer: No, the requirement as stated in the PWS remains unchanged.
The PWS establishes a uniform and non-negotiable condition of the contract that applies equally to any awardee, regardless of their prior employment history. The specific requirement to provide a "Local Background Check" from a local police station ensures a consistent standard of responsibility for all potential contractors.
During the evaluation, offerors will be assessed on their commitment to meet all PWS requirements as written. The submission of the actual background check is a material requirement of the contract to be fulfilled after award. Waiving or altering this post-award requirement for one offeror would be inequitable to all other offerors who bid based on the PWS's explicit terms. Therefore, no substitutions will be accepted.
10. Regarding the submittal for the Farish Caretaker Position (due 13 APR, 2026), should each
“Factor” be submitted as an independent document? And if so, what is the preferred format?
(e.g., .doc, .pdf, etc) Or, a single document with all requested information?
Answer: The preferred format would be .pdf or .doc. It's acceptable if Factor 1 and Factor 2 are on the same document; however, Factor 3 - Price and any pricing information must be kept separate.
