About this file
This file is a Question and Answer document from the contracting officer addressing bidder inquiries related to solicitation FA7000-26Q0020 for Biosolids Pumping Services at the United States Air Force Academy. The document clarifies three key points: (1) unit pricing will be calculated on a monthly basis rather than weekly; (2) the Period of Performance begins on 1 April 2026, with services required in March not expected to commence until after award in April; and (3) RCRA metals sampling to determine hazardous waste classification for oil/water separators and sand traps is only required once every three years rather than prior to each pumping event, with the Performance Work Statement to be updated for clarity on this requirement.

Text version
1. Can the unit price be weekly versus monthly?
No, the unit price will remain monthly.
2. For the services needed in March, will the expectation be to have those services completed immediately upon awarding bid in March?
The Period of Performance will begin on 1 April 2026
3. For the oil/water separators and sand traps, will a sample need to be taken prior to each pump to confirm if it is non-hazardous or hazardous?
It has been confirmed with USAFA Environmental that the RCRA metals sampling that is used to determine if the contents are hazardous waste, is only required to be performed once every three years. RCRA test sampling is not required prior to every pumping. PWS language will be updated for clarity.
