Swimsuits
1. Are patterns already available for these specific garments, or would we need to create them? If available, where can we view and obtain a copy? Commercial patters shall be used.
2. Can you provide sample pictures of the requested garments to ensure we fully understand the design and specifications?
See attached PD 188-250211-Swimsuit.
3. How will payment be structured? Is payment made upfront, upon delivery, or at another milestone? Will the contractor be responsible for purchasing materials and supplies upfront, or is there an alternative arrangement? Invoices are submitted into WAWF and the Government will make payment after the items are received and accepted. The contractor is responsible for purchasing all materials and supplies upfront.
4. Is there a set budget for these projects? What is the desired cost per garment? The Government will not disclose this information.
5. Delivery Options - Breakdown Schedule See FAR clause 52.211-8 in Atch 6_FA700025Q5002 Provisions and Clauses_Amendment 1.
6. Men's - Is there a required design dimension for the length of the inseam or can we use commercial best practices? I see 5" - 6" inseam. I don't see any requirement for logo or USAF branding? While we do not want to specify a particular inseam length, we believe it is preferable for the inseam to be shorter rather than longer to emphasize a performance-oriented design. The men's suit, in particular, is a step down from a full performance suit for privacy reasons; however, cadets are still expected to swim time trials in it. The same applies to the women's suit. We consider the design to be a compromise between modesty and performance.
Logos/branding are not required.
7. Womans _What is meant by "Performance back?" The front will have a scoop neck but can I assume that a high neck is preferred in order to minimize breast movement? I don't see any requirement for logo or USAF branding? The term "Performance Back" is borrowed from the performance swimsuit industry and refers to the three-strap system illustrated in the line art. We anticipate that the neckline will be high enough to provide cadet women with excellent coverage while not negatively a ecting swim performance. Logos/branding are not required.
8. Can I assume the Berry Amendment clause applies so all materials and labor USA source. Or will this be Buy American act so the fabrics and trims may come from abroad? The Berry Amendment will not apply to this acquisition. The Buy American Statute does apply, and a certificate will need to be submitted with the quote. See

9. On the Royal Blue - is there a color reference or pantone that you require? .Is this correct? The Pantone color for the US Air Force's blue is Pantone 287. Air Force blue is a medium shade of azure with a hint of gray.
The color of the swimsuit will be royal blue. A suitable reference for this that can be "googled" is the Pantone Matching System (PMS) 287 as you have highlighted. The fabric liner for the women's swimsuit should be a functional color. In other words, the liner's color must ensure privacy without negatively a ecting the exterior appearance.
