QUESTIONS AND ANSWERS

1. The requirement stated, "Quoters shall provide past performance experience for similar services with description of service, contract number, points of contact, email, and phone number in the contractor’s format. Quoters shall submit up to two past performance references."

Question: Will the government consider offerors who don’t have past performance for the type of service but are registered under the appropriate NAICS code?

Response: All offerors shall be considered that is a small business under the NAICS code;

however, the Government may award to a quoter with a higher past performance.

2. PWS 2.24. Duty Hours. "The Contractor shall perform all PWS requirements on advertised religious service days (weekends or evenings) and USAFA’s core operating hours unless otherwise noted in specific PWS paragraphs. USAFA’s core operating hours are 7:30 a.m. to 4:30 p.m. Mountain Standard Time (MST), Monday through Friday. The Contractor employees shall notify the appropriate program lead or the COR by phone of unplanned absence by 8:00 a.m. MST on the day of the unplanned absence. The Contractor shall provide an equally qualified substitute to perform duties of the contract in the event planned absences in excess of two days."

Question: For the core operating hours, are all positions expected to be present from 7:30 to 4:30 weekly and only present on weekends and evenings for the services they participate in?

Answer: No, all positions are NOT expected to be present from 7:30 to 4:30 during weekdays.

Hours are adjusted accordingly to the position as required for duties as directed by the contracting officer representative. If position requires weekend or evening hours for worship services or religious education, the contractor is required to be present for that.

Question: For weekends, does this mean Saturday and Sunday services or only Sunday?

Answer: Weekends can mean Saturday and/or Sunday. For Catholic Mass, Saturday and Sunday are required. Protestant Services are on Sunday. Some special services may fall on either day.

3. PWS 3.1.4 Phase-In Period: "The Contractor shall ensure personnel are recruited, trained and staffed as required. The Contractor shall extend first option of employment to current contract personnel that are currently holding the position barring any technical concerns held by the 10 ABW Chapel Staff."

Question: Will the government provide the awarded offeror with a list of current employees, and if so, when will that list be provided?

Answer: Contact information will be coordinated during phase-in.

4. PWS 3.1.5 "The Contractor shall submit an application for a background check (per Department of Defense Instruction [DoDI 1402.5]) as well as a criminal history background check to chapel security manager for each of their employees who are on the installation.

completed background check application shall be submitted for each employee upon approval of candidacy for a position and must be adjudicated no later than 30 days after start date. While the background check is processed, the Contractor is not considered “fully qualified” and holds a “tentative” status.

Question: Will the contractor provide its own background check application, or does the government have one it prefers the offeror to use?

Answer: Contractor must provide an initial background check. Government will provide an additional background check per our regulations and pursuant to issuance of Government ID through base security.

Question: Will the application for the background check be the same for the criminal background check?

Answer: Yes, the contractor should conduct an initial criminal background check.

5. Is this a new requirement? Can the Govt. share the Contractor Name, Contract Number, and Contract Value?

Answer: No, this is a reacquisition. Sanford Federal Inc, FA700021C0009, $384,744.

6. Question: Is it mandatory to source the resumes?

Answer: No, it is not mandatory to source the resumes.

7. Question: Can we replace the candidates after the award?

Answer: Yes, the Government does not direct contractor human resource actions.

8. Question: What is the estimated award date?

Response: Estimated award date is 9 December 2024; however, this is based on continuing resolution.

9. Question: Could government please confirm the annual hours for this contract?

Response: Estimate hours are in the performance work statement.

10. Question: What is the maximum ceiling value?

Response: The contract is a fixed price contract and not an indefinite delivery, indefinite quantity contract.
