QUESTIONS & ANSWERS

USAFA Wire Electrical Discharge Machine (EDM)

1. How long has the current machine been “down”?

Answer: Approximately one year.

2. What is the nature of the problem on the current machine?

Answer: The wire feed mechanism isn’t working.

a. Does the shop have the original shipping brackets for this machine?

Answer: Yes.

b. If yes to above, will these brackets be mounted on the machine as they were when the machine was originally new to the USAFA?

Answer: We will provide the brackets to the contracted rigger.

c. Will the dielectric fluid (water) be drained from the reservoir / tank of the machine prior to the removal taking place?

Answer: If requested, we can drain the fluid.

d. Will the machine be completely disconnected from the incoming electrical power and air supplies prior to the removal taking place?

Answer: Yes.

4. Will the old machine have the fluids pumped out of it?

Answer: If requested, we can drain the fluid.

5. What is the current electrical voltage?

8. Can you clarify the CLIN structure; is it flexible?

Answer: Your quote submission should capture all items requested in the solicitation in order for the Government to make a best value determination. You may show multiple lines on the priced quote; however, please add all lines to provide one Total Price. In the event funds become available and a purchase order is awarded, there will only be one line item to invoice against upon contract completion. If you feel more than one contract line item (CLIN) is appropriate to invoice against, you may submit your rationale with your quote.

9. Can you clarify what needs to be completed for the documentation requirements in Attachments 2 and 3?

Answer:

a. If your annual Reps and Certs are current in the System for Award

Management (SAM; https://sam.gov) you only need to complete paragraph b of FAR 52.212-3. It has been added as Attachment 5. Otherwise, you will need to complete paragraphs c through v of this provision.

b. FAR 52.212-3 Alt I – If not already completed in SAM, this must be submitted with the quote if the quoter represented itself as disadvantaged in paragraph (c)(4) of this provision.

c. Please complete and submit the Buy American Certificate at Attachment 3 with your quote.
