Educational Master Planning A-E
DRAFT SOW/QUALIFICATIONS
DRAFT STATEMENT OF WORK (SOW)
The SOW will include efforts necessary to provide planning and conceptual design services in support of United States Air Force Academy (USAFA) campus development. This SOW is specific to programming, planning and visualization services as defined below and is not intended to extend to technical design. The selected consultant team shall provide recommendations for the short and long term development and preservation of the campus. The consultant team will be expected to have or gain extensive knowledge of the USAFA campus, to include how it was conceptualized at its inception, and apply those principles to future development in an innovative, sustainable and technologically savvy manner, ensuring the campus remains visually consistent, functional, and flexible. The A-E shall provide planning services over an extended period of time to ensure a comprehensive and consistent process that results in fully integrated planning efforts over the long term.
Scope of Services. The A-E shall:
· Utilize a highly collaborative process involving input from all USAFA constituencies;
· Collect input from the surrounding communities and agencies;
· Analyze data and compare to higher education institutions; benchmarking industry standards and utilizing innovative approaches;
· Prepare spatial analytics, including but not limited to the following tasks:
· Rationalize and validate space requirements per mandatory Air Force and academic standards;
· Identify any excess and/or deficiencies of space requirements per mandatory Air Force and academic standards;
· Analyze functional space and department adjacencies to realize any academic efficiencies;
· Recommend space optimization techniques to improve utilization of existing spaces and facilities;
· Ensure compliance with the USAFA Strategic Plan and all applicable plans and policies;
· Create a Master Plan for the future development of the full campus built-out for new buildings and infrastructure which integrate sustainable best-practices and preservation of the natural resources of the campus;
· Create District Plans that develop the installation into logical increments for efficient and focused planning efforts;
· Create Sustainability Component Plans (SCPs) for the different districts to provide an executable plan to reduce the impacts on energy, water, waste, storm water, etc. to allow the installation to meet present mission requirements without compromising its ability to meet future requirements;
· Provide recommendations for historic preservation initiatives related to USAFA’s Modernist architecture as well as for other indigenous historic facilities on campus. Write packages for submission to state historical preservation office and National Park Service;
· Analyze the form, features, and detailing of significant architectural character-defining elements for purposes of preservation and replication;
· Provide visualization services that allow USAFA customers to understand the visual impacts of proposed planning efforts. Such services may include, but are not limited to, concept designs for buildings, computer generated ‘fly throughs,’ presentations, and representation of the impacts of development to the natural environment;
· Conceptual cost estimating and life cost analysis related to proposed undertakings defined by the planning and programming process.
Consultant qualifications:
The consultant team shall demonstrate specific and relevant expertise and experience providing the following:
· Extensive master planning experience in higher education environments to include academics, NCAA Division I athletic facilities, support facilities, and housing;
· Accessibility Standards (ADA), livability, walkability, and sustainability;
· Parking and transportation services and options;
· Campus circulation and connectivity;
· Environmental impacts
· Utility infrastructure evaluation as it pertains to system capacity to support plan recommendations;
· Security and safety;
· Modernist architecture;
· Visualization through the use of computer generated perspectives and experiential technologies;
· Historic preservation of mid-century Modernist buildings
· Sustainable recommendations such as energy efficiency, water demand reduction, waste management and erosion control measures;
· Use of analytical tools such as, but not limited to, the System Master Planner Tool (SMPL) developed by the Corps of Engineers;
· Air Force Airfield planning.
Additional qualifications:
· As a minimum, the Prime consultant shall have all campus/university planning and visualization expertise in-house without the need to engage or rely on sub-consultants. Other expertise such as, but not limited to, sustainability, airfield, historic preservation, and transportation planning may be provided through sub-consultants.
· Architects performing management and oversight roles shall have an active Colorado architect license and be LEED accredited.
· Engineers performing management and oversight roles shall have an active Colorado Professional Engineer designation.
· Planners performing management and oversight roles shall have an active AICP designation.
· Historical preservation specialist shall meet the Secretary of the Interior profession qualification standards and guidelines for Architectural History, Architecture, and Historic Architecture (not History or Archeology).

· Active membership in the Society of College and University Planning (SCUP), Urban Land Institute (ULI) etc. is desireable.
· Experience planning within a natural environment similar to a National Park is desirable.
