Instructions to offerors (ITO) and Information for Proposal Preparation

1.1 Program Structure and Objectives

The Center for Aircraft Structural Life Extension (CAStLE) is located in the Department of Mechanical Engineering (DFME) at The United States Air Force Academy (USAFA). The Academy is the Air Force's training ground for many of its future leaders. More specifically, the USAFA mission is “…to educate, train, and inspire men and women to become leaders of character, motivated to lead the Department of the Air Force in service to our nation."

The CAStLE has a two-fold mission that supports aging structures and material degradation.

First, is to perform a wide range of research and technology development projects focused on delivering critical science and technology (S&T) products required to understand material degradation in structures and systems to various Government, academic and commercial sponsors. Second, but no less important, is to educate, train, inspire and otherwise prepare future generations that might become the core of the S&T community within the Government and the general professional population. Successful execution of CAStLE's mission provides analysis, tools, solutions, information, and expertise to the safe and economical sustainment of systems and structures-primarily those of the Department of Defense (DoD). The CAStLE mission also supports the USAFA mission by bringing Air Force-relevant research and engineering activities into the classroom, thus better preparing cadets to be Air Force engineers and officers upon graduation.

1.2 Description of Major Contract Line Item Numbers (CLINs) and CLIN Structure Table 1-1 shows the CLIN structure and description for the CAStLE contract. Refer to the solicitation for maximum order amounts.

1.6.4 Proposal Clarity

The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the offeror’s proposal.

All pricing data shall be addressed ONLY in the Price and Contract Documentation Volumes, unless otherwise specified in these instructions. Price trade off information, work hour estimates, and material kinds and quantities may be used in other volumes only as appropriate for presenting rationale for alternatives or design and trade off decisions.

1.7.4 Classified Documents

The offeror’s proposal shall be unclassified.

1.7.5 Cross Referencing

To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. The offeror shall use a common paragraph numbering and outline system for the volumes and attachments of the proposal.

Information required for proposal evaluation which is not found in its designated volume or source document must be clearly referenced in the text so the evaluator can easily locate the referenced information. Indicate as appropriate, by volume, WS, CLIN numbers, CDRL references, Section L, and/or Section M paragraph numbers and the corresponding proposal paragraph in that section which addresses the referenced item for the entire proposal. Be sure to cross-reference to the lowest applicable identifiable level necessary: volume, document, attachment, page, paragraph, or subparagraph.

1.7.7 Glossary of Abbreviations and Acronyms

Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Each volume shall contain a glossary of all abbreviations and acronyms used and an explanation for each item. Tab indexing shall be used to identify sections. Each detailed table of contents shall not count against page limits.

1.8 Electronic Submittals

1.8.1 Electronic Format

The offeror shall submit Volumes I, through IV in electronic format. Proposals shall be submitted in a format readable by Microsoft (MS) Office Word 2016, MS Office Excel 2016, MS Office Project 2016, MS Office Power Point 2016, and Adobe Distiller (DC), as applicable.

The proposal shall include the native file e.g., .DOC(x) and .PDF versions of all textual material (native refers to the file format which the application is designed to work with). Search and copy functions, regardless of format, shall be enabled to allow for text and graphics transfer. All files should readily open in a format previously mentioned. If there are any discrepancies between the native file and the PDF versions of the proposal, the PDF versions will be used for evaluation.

Each volume shall be in a different directory. Use separate files to permit rapid location of all portions, including exhibits, annexes, and attachments, see Table 1-2 for naming and numbering conventions. Hyperlinks may be used to facilitate navigation within the document. If files are compressed, they shall be saved as .zip files. Be sure to apply all appropriate markings including those prescribed IAW FAR 52.215-1(e), “Restriction on Disclosure and Use of Data,” and FAR 3.104-4, “Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.”

1.8.2 Submission Exceptions:

In the event of system transmission/network access issues, which inhibits the use of electronic submission, approval must be granted by the CO to submit proposals on CD/DVDs. This method is only by exception and approval MUST be received prior to submission. Adherence to electronic format instructions shall be followed. CD/DVDs shall be labeled with the offeror’s name, submission date and the volume number(s) and title(s) contained therein. All CD/DVDs delivered to the Government must be scanned to ensure they are virus-free.

1.8.3 Handling of Version Conflicts

In the event of a conflict between the native file and .PDF versions, the .PDF version will take precedence over the native version.

1.9 Use of Non-Government Advisors

Non-Government advisors will not be used in the evaluation of proposals.

1.10 Proposal Delivery

Proposals shall be submitted electronically using DoD Secure Access File Exchange (SAFE) at https://safe.apps.mil. SAFE is a service to exchange unclassified files and is approved for transfer of For Official Use Only (FOUO), Personally Identifiable Information (PII), and Protected Health Information (PHI) data. It is the offeror’s responsibility to obtain access by completing and submitting the Standard Mandatory User Agreement and to become familiar with using this site prior to proposal submission. The user agreement, fact sheet, DoD Safe User Guide and frequently asked questions can be accessed at https://public.cyber.mil/dcs/.

1.10.1 Description and Use of SAFE for Electronic Proposal Submission DoD SAFE is a web-based tool that provides authenticated DoD CAC users and guests (unauthenticated users) the capability to securely send and receive large files.

DoD SAFE uses the latest web browser encryption transport protocols to secure files when they are in transit. Files uploaded into SAFE can be encrypted at rest if the sender selects the corresponding check box on the DoD SAFE site. DoD SAFE users are responsible for ensuring they encrypt FOUO, PII, and PHI data. DoD SAFE is for UNCLASSIFIED USE ONLY. Users outside of DoD may notice lengthy download and upload times depending on their bandwidth availability.

Problems accessing the DoD SAFE site by external (non-CAC) users are typically due to SSL and/or client certificate issues. If the user receives a warning about a problem with the website's security certificate, this is because their browser is not configured to trust the DoD certificate authorities.

The user can either import the DoD certificate authorities by following the instructions in the DoD PKI PMO's guide on Install Root or they can accept the risk and click on the option to continue to the website. The current guide on Install Root can be found

1.10.2 Proposal Submission

3.0 Volume II – Technical Volume

3.1 General

In this volume, the offeror shall describe their proposed technical approach for meeting the solicitation requirements specified by the each of the two subfactors.

The Technical Volume should be specific, complete, legible, clear, and coherent. Responses will be evaluated against the Technical Subfactors defined in Section M, Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible the actual methodology for accomplishing/satisfying the subfactor requirements.

CAStLE Laboratory Equipment Attachment to the solicitation is a list of laboratory equipment available for contractor use for task order requirements. This equipment resides at USAFA and is available to on-site contractors acting in a mentoring/education/training/research/engineering role with cadets. If you intend to use this equipment, please include an explanation in the appropriate Scenario Proposal.

3.1.1 Technical Proposal Approach

The purpose of the technical proposal approach is to assess the offeror’s understanding of the requirements and risk associated with that approach to meet the Government’s requirements related to the evaluation criteria.

In the technical volume, address your technical solution/approach for meeting the Government’s requirement of each technical subfactor as well as the risks in the proposed approach in terms of the technical performance, cost and schedule.

3.1.2 Technical Prior Experience

The purpose of technical prior experience is to further assess risk of the proposed technical approach with respect to the offeror’s prior experience in performing the same or similar tasks.

Technical prior experience considers potential for disruption of schedule, increased cost, degradation of performance, the need for increased Government oversight, or the likelihood of unsuccessful contract performance.

The technical volume must address the offeror’s prior experience in performing same or similar tasks to the Government’s requirements as communicated by the basic work statement and the subtasks in the three scenarios work statements.

Using the form in Appendix B, Prior Experience Form, the offeror shall provide information in their technical proposal to facilitate the Government’s consideration of prior experience relevant to each subfactor. The offeror may submit up to three forms. The Government is most interested in examples of real work with actual results of the contractor in planning, designing, developing and deploying solutions relevant to the specific requirements of paragraph 3.2 below. This should be addressed to the subtask level in the scenario proposals.
