Attachment 1 Solicitation FA700017T0043 Air Force Academy Performance Work Statement For Forest Health Management 14 April 2017

1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment and tools, supervision and other items necessary to perform the forestry tasks described below. All trees and services are located on the United States Air Force Academy (USAFA) and Farish Recreation Area.

2. PROJECT BACKGROUND: This contract provides miscellaneous forestry services to USAFA and Farish. Services maintain forest health and include technically difficult tree removal, overstory thinning, and slash disposal. Some trees are considered technically difficult to remove and require the equipment and expertise to operate on steep slopes or close to buildings and infrastructure.

3. SCOPE OF WORK

3.1 Task 1. Technically Difficult Tree Removal. The contractor shall cut 100 designated trees of various sizes and species that are considered technically difficult, dispose of slash, and haul merchantable wood to a designated location within the Natural Resources (NR) Woodlot. The government shall mark trees for removal with red paint or flagging, plot their location on a map and provide it to the contractor. All identified trees shall be removed within seven days following government notification to the contractor of their location, provided there are no extenuating circumstances, specifically weather and USAFA closure. All trees are typically 200 feet or closer from a paved or gravel road. These trees are technically difficult to remove due to their close proximity to structures or infrastructure, entanglement with an adjacent tree, lean over a highly trafficked road, or increased distance from a road.

-Tree stumps shall be less than 2 inches in height.

-All slash shall be chipped and disposed of by the contractor.

-All merchantable wood (greater than 4 inches in diameter) shall be transported to the Natural Resources Woodlot.

-Contractor must be able to respond to remove hazard trees from both USAFA and Farish Recreation Area within 2 hours from request, seven days a week.

3.2 Task 2. Beetle Infested Tree Removal. The contractor shall locate and remove any identified beetle infested tree with authority from the silvicultural forester or the Natural Resources forester. After felling identified trees, the contractor must dispose of slash, and haul merchantable wood to a designated location within the Natural Resources (NR) Woodlot. The trees may be identified through flagging or approximate location provided by a map.

-The contractor must provide specific location and confirmation of infestation.

- These trees must be removed within seven days following government notification to the contractor of their location.

3.3 Task 3. Overstory Thinning. This task involves thinning from below suppressed, intermediate, and codominant trees marked for removal on 93 acres at USAFA. Approximately 1/4th of the existing density is being removed. Removed trees vary in diameter from 2-18 inches in diameter, Diameter at Breast Height (DBH). The government shall furnish the treatment areas to the contractor with a map of the treatment areas, Attachment 1.

-The contractor shall cut all designated trees within treatment areas.

-The contractor shall retain and protect all trees not designated for removal.

-All stumps shall be less than 4 inches in height as measured from the high side of the stump.

3.4 Task 4. Slash Disposal. This task involves disposing of all slash from Tasks 1, 2 and 3. All non-merchantable activity fuels (slash, branches and unmerchantable wood) will be masticated or chipped on site. All merchantable wood will be hauled to the Natural Resources Woodlot (9030 Husted Rd, USAFA) and left in linear piles or purchased by the contractor for $12/cord and hauled off USAFA.

- The contractor shall utilize predesignated skid trails approved by the government for skidding operations.

- All chips and masticated slash shall not exceed 6 inches in any dimension.

- Secondary dimension of chip or masticated slash shall not exceed 3 inches.

- The depth of chips and masticated slash shall not exceed 4 inches in any area.

- Chips and masticated slash shall not be placed within 1 foot of retained trees or 20 feet of any paved road.

4 All tasks also include the following requirements:

4.1 Contractor shall comply with the following pertinent provisions: Academy Standard Specifications Section 01350: Environmental Specifications (June 2013), and Section 01351: Site Restoration, Erosion Control and Tree Care Specification (June 2014). Colorado Forestry Stewardship Guidelines Best Management Practices (BMPs) for Colorado shall apply to all operations as well. This document can be accessed at http://static.colostate.edu/client-files/csfs/pdfs/ForestryBMP-CO-2010.pdf. A copy of this document is also available at the NR office.

4.2 Sensitive Site Protection: Sensitive sites and government property shall be protected during thinning operations. Exact locations of sensitive sites shall be depicted on project area maps provided to Contractor by NR. No skidding or other ground disturbance is permitted within these areas. All skid trails and landings shall be designated before operations begin and their locations agreed upon by the NR representative and the Contractor. Damage caused by skidding over maintained recreational trails within the treatment area shall be repaired by the Contractor to the original condition. An NR representative and the Contractor shall visit the site prior to commencement of operations to assure that the Contractor is aware of the exact location of sites to be protected.

4.3 Quality Assurance: An NR representative shall inspect areas at least biweekly as work progresses.

4.4 Safety: Contractor shall wear all OSHA required PPE for operating a chainsaw and other equipment. Contractor shall post warning signs in areas where roads or trails intersect the project area when conducting forest thinning, brush removal. Operations, if not complete will be halted during Basic Cadet Training from 15 July 2017 to 8 August 2017 unless otherwise specified by the Natural Resources Manager. If these dates change the Contractor will be notified immediately.

4.5 Required Equipment. Contractor shall keep a shovel and an operable fire extinguisher readily available at all times. Mechanized equipment shall have functioning spark arresters.

4.6 Government-Furnished Property: Maps of trees and inventory stands shall be furnished by the government. Contractor shall furnish all equipment.

4.7 Trash Removal: Contractor shall clean up trash and other debris resulting from all operations.

4.8 Security Requirements. Contractor shall comply with all rules and regulations of USAFA and Farish. A contractor badge shall be issued for each employee, Contractor shall keep on his/her person at all times. Contractor employees who are denied a Contractor’s badge shall not be allowed on USAFA or Farish. Operations could be temporarily shut down in the event of an emergency. Any lost time will be compensated with no-cost time extension at the request of the Contractor.
