1998, and AC 43.13-1B, Acceptable Methods, Techniques, and Practices, Aircraft Inspection and Repair 8 September 1998 to be comparable and similar in repair for appearance and hardware. Paint color shade examples are listed in Federal Standards colors, Black FS 17038, Green FS 34079, Green FS 34102, Tan FS 30219, and White FS 17875. Performance of restoration requirements will include, but not limited to: stripping, corrosion repairs, sheet metal work, fiberglass work, primer, aircraft maintenance repairs, painting, alteration, bird-proofing, hardware replacement, and adhesive use. Contractor shall, protect any and all landscaping, terrazzo areas and marble tiles adjacent to aircraft. All adjacent grass areas, terrazzo areas and marble tiles will be protected from damage and paint overspray. All damage caused by the contractor to landscaping, terrazzo area, marble, tile and surrounding area shall be repaired or replaced by the contractor, at no additional cost to the government, within 10 days after identification/notification.

1.1.1 Stripping/Washing. Contractor shall not harm the surrounding landscape, terrazzo areas and marble tiles. Contractor shall ensure previous paint, dirt deposits, residual oil/hydraulic fluid, biological soils, pest, and insect/bird nests etc, in affected areas are removed from the aircraft.

1.1.2 Repairing/Painting/Restoration Standards. Painting shall not be performed on aircraft until sheet metal damage is repaired or replaced, corrosion repairs are completed, composite repairs completed, primer applied, and/or aircraft maintenance discrepancies are completed.

Paint scheme, colors, and pattern of aircraft shall simulate original specifications. Contractor shall ensure and warranty the painted/restored static display has a smooth (semi-gloss) finish and decals are in appropriate positions simulating original specifications. Contractor shall utilize

Pittsburg Paint Group (PPG) two part paint; paint shall be of a semi-gloss finish and able to sustain 5 year durability for protection against weathering and peeling.

1.1.3 Guaranteed Workmanship. Contractor shall warranty repairs, painting and restored static display will not show evidence of rust, peeling, flaking, cracking, dulling, oxidation, and/or any other surface deterioration. Contractor shall be expected to provide preparation and painting to the extent the paint surface remain in excellent condition for at least five years from acceptance of work by government personnel unless deterioration is caused by reason beyond the control of the contractor, i.e. hail, or personnel error, etc. Re-performance shall be required if the static display shows evidence of rust, peeling, flaking, cracking, dulling, oxidation, and/or any other surface deterioration within five years from acceptance.

1.1.4 Performance Period. Contractor will have 45 work days to perform and complete requested work from the date of contract award. For work performed at or near the USAFA

Terrazzo area, contractor shall not work when cadets are forming up, (preparing to march to lunch), during Parents Weekend activities (28 Aug – 1 Sep 2014), and when cadets are marching to their dining facility. Additionally, contractor shall not work during scheduled events, to include parades. Dates will vary and the Purchase Order will specify these constraints. All requests for extensions will be coordinated through the Contracting Officer (CO).

1.2 Aircraft Maintenance Discrepancy Repairs and Bird-Proofing. Contractor shall accomplish all necessary work to complete exterior aircraft maintenance discrepancies and bird-proofing of static display aicraft listed in APPENDIX-A located on USAFA. For guidance used

AC 43.13-1B, Acceptable Methods, Techniques, and Practices, Aircraft Inspection and Repair 8

September 1998, to be comparable and similar in repair for appearance and hardware and US Air

Force Technical Order 1-1-4, Exterior Finishes, Insignia, and Markings, Applicable to USAF

Aircraft 14 May 1994, Change 7, 17 July 1998. Paint color shades are listed in Federal

Standards 595 Paint Specification colors, some common examples are: Black FS 17038, Green FS

34079, Green FS 34102, Tan FS 30219, and White FS 17875. All colors need to match aircraft specification. Performance within this area will consist of but not limited to performing maintenance, alteration, bird-proofing, sheet metal work, hardware replacement, painting, and adhesive use. Contractor shall, to the best of its ability, protect any and all landscaping, terrazzo areas and marble tiles adjacent to aircraft. All adjacent grass areas, terrazzo areas and marble tiles will be protected from damage. All damage caused by the contractor to landscaping, terrazzo areas, marble tiles and surrounding areas shall be repaired or replaced by contractor, at no additional cost to the government, within 10 days after identification/notification. No Aircraft and Power Plant (A&P) license required to perform the work. (SEE APPENDIX-A: for a list of aircraft discrepancies and bird-proofing details).

1.2.1 Aircraft Maintenance Discrepancy Repairs. Maintenance repairs restore aircraft to their original unaltered or properly altered condition. Where repairs, alterations, or maintenance are to be performed, every effort shall be made to ensure repairs are comparable and similar in appearance and hardware replacement. Screw applications are divided into three basic groups:

structural screws, machine screws, and self-tapping screws; all can be used for static display aircraft repair. Bolts used in aircraft structures are either general-purpose, internal-wrenching, or close-tolerance. Examples of hardware used on aircraft are identified in AC 43.13-1B, Table 7-

10, pages 7-339 thru 8-364.

1.2.2 Bird-Proofing. Install bird-proofing securely to close openings and to prevent birds from landings on aircraft surfaces determined by government. Bird-proofing consists of a number of processes, for example: bird spikes are a long lasting, humane, nearly invisible excellent low profile bird control product which can be used to protect numerous areas around an aircraft.

Spikes deter problem birds from aircraft areas by presenting an unsuitable landing area and preventing birds from gaining footholds. Additionally, the use of wire mesh around holes and openings will keep pests and birds from entering aircraft. All installed bird-proofing shall be secure and effective, closing off holes and is humane. All bird-proofing solutions shall be approved by the customer prior to use.

1.2.3 Applying Adhesive and Screws. IAW AC 43.13-1B, Acceptable Methods, Techniques, and Practices, Aircraft Inspection and Repair, to make a satisfactory bonded joint spread the adhesive in a thin, even layer on both clean surfaces to be joined. It is recommended a clean brush be used and care taken to ensure all surfaces are covered. Spreading of adhesive on only one of the two surfaces is not recommended; be sure to read and follow adhesive manufacturer’s application instructions. Additional use of self-tapping screws to bird-proofing adds increase support from the environment and high winds.

1.2.4 Guaranteed Workmanship. Contractor shall warranty completed repairs and painting.

Painting or repair on restored static display will not show evidence of rust, peeling, flaking, cracking, dulling, oxidation, and/or any other surface deterioration within five years. Contractor shall be expected to provide preparation and painting to the extent the paint surface remain in excellent condition for at least five years from acceptance of work by government personnel.
