About this file

This document is a Questions and Answers sheet related to a Request for Quotation (RFQ) for establishing multiple Blanket Purchase Agreements (BPAs) for Hand-Carried Aircrew Radiation Detectors (H-CARDs) and Check Source kits. The RFQ, Solicitation Number FA6800-24-Q-0003, is a 100% Small Business Set-Aside for vendors to provide pricing information to help establish the BPAs. The BPAs will be used to facilitate future orders for these products from FY2024 through FY2027 by the Department of the Air Force Global Strike Command. This is a new requirement, not a continuation of a previous contract. The BPAs will pre-establish all terms, conditions, and pricing so that future orders can be placed more efficiently. Vendors will have the opportunity to update their price lists annually. No monetary award will be made under this RFQ, which is solely for gathering pricing information to set up the BPAs.

1Is this a brand new contract OR if there is (was) an incumbent performing these services? This solicitation is for a new requirement to establish competitively priced Blanket Purchase Agreements (BPAs) with multiple vendors capable of providing the requested products. FA680024Q0003 is simply asking for price lists from vendors so we can establish BPAs. No monetary award will come from FA680024Q0003. The BPAs will facilitate future orders for these products in a more efficient/timely manner.
2If not brand new, could you please provide the current / previous contract number? These products were previously purchased by our office under contract FA680023P0004.
3We absolutely want to work with you on establishing these BPA’s. I am unfamiliar with BPA’s so we would like more information on what is entailed in a Blanket Purchase Agreement.A BPA is an agreement between a buyer and seller that essentially works out all the terms, conditions, and pricing ahead of time, so that when items or services are needed the process of actually placing said order is streamlined. AFGSC has a need to purchase the H-CARDs and Check Source kits for this fiscal year and for each fiscal year through FY27. Instead of going through the entire solicitation, evaluation, and award every single time, we do it once on the front end to setup a no-cost BPA with all the terms, conditions, and pricing laid out. It acts as a shell for us to place expedited orders in the future using the pre-established terms and pricing. The request on sam.gov, FA6800-24-Q-0003, is simply requesting a price list for the items to help establish the BPA. Our intent is to competitively establish multiple BPAs with a handful of vendors, then use those vendors BPAs when the needs to purchase arise from FY24-27. We just need attachment 1 to the RFQ completed with pricing and returned to me. This will establish the price for delivering an H-CARD and a Check Source kit to each of the locations. Future orders will determine quantities purchased and where using the established price list. Additionally, vendors will be provided an opportunity to update their price list at least annually.
