Question: In order to evaluate the fair & reasonableness of an offer, does the government require a spreadsheet showing the Occupation Code & Title along with the full buildup to portray/justify the rate & fringe costs, etc., to get to the CLIN FFP rate?
A3. If discussions become necessary, the Government will request additional support for price reasonableness.
Q4. States “...submit one (1) candidate per CME (2 total)…” Question: Presume the “2 total” should read “1 total”?
A4. Only one (1) candidate resume shall be submitted .
Q5. This section references a “CME Résumé Certification Form (Attachment 3).” The Attachment 3 to the Synopsis is the Wage Determination. Question: Should we provide a reasonable document that portrays the person’s consent?
A5. Attachment 3 is now CME Resume Certification; Attachment 3 Wage Determination has been removed.
Q6. Paragraph states “The contractor shall develop, produce, and provide a CME Management Plan and submit it with the contractor's proposal.” This requirement is not stated on the Synopsis and appears redundant to para 2.5 above that requires a QCP with 30 days of award.
A6. The requirement for the CME Management plan is to be submitted with the proposal and a Quality Control plan is required within 30 days of award to successful offeror.
Q7. Are we to complete “Section 6. Contractor” info and submit as an attachment to Volume I? (Form is locked)
A7. The DD254 is a draft document to inform offerors of the security requirements of the contract. Only the successful offeror will complete a final DD254.
Q8. Section 13. Security Guidance: Period of Performance (1 Sep 18 – 31 March 2019) does not match the Synopsis (15 Sep 18 – 14 March 2019). Question: Presume the final DD254 will correct this information.
A8. The final DD254 wil match the contract start date.

A15. Form is now Attachment 3.
Q16. PWS Section 2.1.7. Clarify what you mean by clearance “approved/renewed” within the last 3 years. IAW the NISPOM secret clearances are valid for 10 years.
A16. Candidate must have an active SECRET Clearance at the time of proposal submission. See updated
PWS.
Q17. PWS Section2.4 – Verify that the maximum work hours are 1880 per FY? This amount excludes 10 paid holidays and 3 weeks of PTO.
A17. The PWS stipulates 1880 per FY with 10 standard Federal Holidays.
Q18. The PWS document states this CME requirement: “2.1.1 Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.” Comment: This amount of education beyond high school seems a bit high. We aren’t sure that much related education is available. Question: Can experience be substituted for years of education? If the educational requirement remains, we recommend this position be considered professional staff/exempt and the SCA requirements be removed.
A18. Education requirement has been updated to reflect Four (4) years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. Two (2) years of experience may be substituted for two (2) years of the four-year education requirement. See updated PWS.
