About this file
This is a Performance Work Statement (PWS) for VLF (Very Low Frequency) testing of 74 medium voltage power lines located at the 911th Airlift Wing in Coraopolis, PA. The objective is to conduct preventive maintenance inspections to record and report the operating integrity of the power line system. The contractor must provide all labor, supervision, equipment, tools, instrumentation, materials, and travel necessary to complete the inspection, testing, and documentation work.
The contractor shall develop and submit a comprehensive VLF testing plan for government approval before any physical work begins, including a Power Interruption Impact Analysis for each affected facility, detailed testing procedures with equipment calibration data, timeline of outages, and anticipated hazards. Work must comply with DoD Unified Facility Criteria, Air Force Engineering Technical Letters, and applicable industry standards including ANSI, IEEE, NETA, OSHA, NFPA, and IEEE 400.2/400-2012 standards. All contractor personnel must be Real ID compliant and vetted at least five business days prior to base access. Testing shall occur during normal business hours (7:00 AM to 4:00 PM, Monday through Friday) with no work on specified federal holidays from September 2026 through July 2027. The contractor must implement strict Lockout/Tagout procedures, calibrate all equipment per manufacturer specifications, coordinate with Base Engineering, continuously monitor leakage current, and safely discharge cables post-test. NETA certification is preferred for personnel; non-certified technicians require approval. Within 15 calendar days of completion, the contractor must submit a comprehensive digital report including test results, leakage current readings at one-minute intervals, pass/fail determinations, time-stamped photographs of defects, and location data for failed segments.

PERFORMANCE WORK STATEMENT (PWS)
VLF TESTING OF MEDIUM VOLTAGE POWER LINES
911th Airlift Wing, Coraopolis, PA 15108
1.0 DESCRIPTION OF SERVICES
1.1 Objective
The intent of this requirement is to conduct VLF (Very Low Frequency) testing on seventy-four (74) medium voltage power lines. This is a preventive maintenance inspection requirement to record and report the operating integrity of the system.
1.2 Scope of Work
The Contractor shall provide all labor, supervision, equipment, tools, instrumentation, materials, travel, and incidental items necessary to inspect, test, and document the conditions of the identified power lines.
1.3 Applicable Standards
All references to government and industry standards must be based on the current versions at the time of the solicitation. All work shall be in accordance with:
1. DoD Unified Facility Criteria (UFC) via the Whole Building Design Guide (http://www.wbdg.org)
2. Air Force Engineering Technical Letters (https://www.e-publishing.af.mil)
3. Applicable Industry Standards (ANSI, IEEE, NETA, OSHA)
4. State and Federal OSHA regulations (specifically OSHA 29 CFR 1910.269 for Electrical Safety and 29 CFR 1910.146 for Confined Spaces)
5. National Fire Protection Association (NFPA-70, NFPA-70B)
6. Institute of Electrical and Electronics Engineers (IEEE 400.2, IEEE 400-2012)
7. International Electrical Testing Association (NETA) standards for maintenance testing
2.0 SPECIFIC REQUIREMENTS & VLF TESTING
2.1 General Testing Plan
The Contractor shall develop and execute a comprehensive VLF testing plan that ensures the integrity and reliability of the medium voltage power lines.
1. Power Interruption Impact Analysis (PIIA): The Contractor shall conduct a PIIA for each affected facility to determine optimal, low-impact testing and outage windows.
2. Government Approval: The complete testing plan must be submitted for Government approval. No physical work may proceed until the Government has approved the testing schedule.
3. Plan Minimum Contents: At a minimum, the testing plan shall include:
* Project description and testing objectives.
* Testing procedures and specific testing equipment/calibration data.
* Detailed timeline of power outages, clearly identifying which building or area will experience an outage.
* Anticipated issues or hazards the Contractor may experience during execution.
* Information should be submitted to the Safety Officer if contractor needs access to any confined space or the use of heavy equipment.
2.2 Pre-Testing Activities
1. Site Survey: Assess the accessibility of the power lines, manholes, and overhead lines, and identify potential safety hazards.
2. LOTO Procedures: Implement strict Lockout/Tagout (LOTO) procedures to ensure the test circuits are completely de-energized, isolated, and safe.
3. Calibration: Calibrate all testing equipment according to manufacturer specifications and maintain active certification logs.
2.3 Testing Execution
1. Coordination: Coordinate closely with Base Engineering prior to any energization or de-energization.
2. Voltage Application: Apply the specified VLF voltage to the power lines for the specified duration, gradually increasing the voltage to the test level.
3. Monitoring: Continuously monitor leakage current at regular intervals. Observe for signs of insulation breakdown.
4. Action Upon Failure: In the event of an insulation failure, the Contractor shall immediately reduce the voltage to zero, secure the segment, and notify the COR. The Contractor is NOT authorized to conduct repairs under this contract.
2.4 Post-Testing Activities
1. Discharge: Ensure cables are safely discharged using a grounding discharge rod for a minimum of 5 minutes post-test.
2. Restoration: Safely restore the tested lines to their normal operating configuration.
3.0 DELIVERABLES AND REPORTING
3.1 Final Test Report
Within fifteen (15) calendar days of testing completion, the Contractor shall prepare and submit a comprehensive report in a digital spreadsheet format including:
1. Project description, objectives, and test dates.
2. Specific equipment used and associated calibration certificates.
3. Complete test results detailing: Circuit ID, Test Voltage, Test Duration, Leakage Current Readings (at 1-minute intervals), and a definitive Pass/Fail determination for each segment.
4. Time-stamped photographs or videos of any defects, physical deterioration, or anomalies observed during testing.
5. Location data identifying failed segments requiring future repair.
4.0 SPECIAL CONTRACT REQUIREMENTS
4.1 Contractor Qualifications
Contractor personnel conducting this testing are preferred to be NETA certified. If the Contractor utilizes non-NETA certified technicians, they must submit a comprehensive qualification packet demonstrating equivalent technical capability and medium-voltage testing experience to the Contracting Officer for approval prior to award.
