"This solicitation will result in one (1) firm-fixed price order consisting of a base period of 30 days, two option periods of 30 days each with a possible extension of up to 6 months per FAR 52.217-8 Option to Extend Services." Is the thought process to complete the work in 30 days with subsequent months set aside for extensions due to the workload volume and availability of government personnel? | |

| Q7. | Does SOW require the consultant to perform an internal audit – where the focus is on the internal operations and processes, such as accounting, corporate governance, risk management, etc? | |
| A7. | The focus areas are included in the SOW which do not require internal audits such as accounting, corporate governance and risk management. This is a cost analysis which will perform some DCMA audit procedures. | |
| Q8. | Will the consultant be required to obtain a security clearance? | |
| A8. | A clearance is not required. However, to obtain a CAC, contractor will need a National Agency Check with Inquiries (NACI) and a favorable completion of Federal Bureau of Investigation (FBI) fingerprint check, or a DoD determined equivalent investigation, or a higher-level security clearance. | |
| Q9. | Are the five functional areas mentioned in the SOW utilizing NexGen to input their work products, transactions, etc., or will the consultant be required to collect and input the data? A9. A9. | Consultant will be pulling info from NexGen. There will not be any inputting of info into Nexgen (or any govt system) by the consultant. |

| Q13. | Are there standard in-house guidelines and reporting requirements for the functional areas? | |
| A13 | There are no set guidelines. Program Manager will be available to assist in any question you have. | |
| Q14. | What completion criteria will you use to determine when certain milestones are deemed "complete?" | |

| A22. | No | |
| Q23. | If you are using a 30-day base contract with two options and the ability to extend the contract up to 6-months, has the stakeholder provided their expectations for what activities are completed during each of these 30-day periods? | |
| A23. | A cost analysis needs to be performed covering areas specified in the SOW. The consultant will work closely with the Program Manager to ensure expectations are met along the way. It is not clear to the government as to how long this process will take which is the reason for the option periods. The six-month extension period would be exercised in 30-day increments NTE 180 days. ***REVISED ANSWER – The base has changed the initial period of performance to be 90 days. | |
| Q24. | Has the end user prioritized the topical areas included in the final deliverable such as ROI vs. sourcing approach vs. streamlining to determine what is most important to them? | |

| A25. | Firm-fixed price purchase order. An hourly rate is to be used for the purpose of the quote template. This will be a 40-hour work week and can be invoiced every week or every other week. The award will contain clins for the base plus each 30-Day option period. Each CLIN will contain a unit of measure of WEEK and a qty of 4. We will take your hourly rate x 40 hours to come up with the total price of each CLIN. For example, if a $100 hourly rate is used, the weekly rate would be 40 hours x $100 which would result in a CLIN total of $4,000. ***REVISED ANSWER – The base has changed the initial period of performance to be 90 days. | |
