Statement of Work Design-Build

Repair Small Arms Range, Bldg 701 Projects DZAQ 15-0001A/B

PITTSBURGH IAP ARS, PA

18 November 2015

1.1 BACKGROUND

This project focuses on Small Arms Range, Bldg 701 at the Clinton Training Area in Beaver County in the vicinity of the Pittsburgh Air Reserve Station (PARS) shown on the attached Project Location Maps (see Attachments 1 and 2). The range was built in 1997 as a “partially contained” range that has a covered firing line, side containment, 9 rows of overhead baffles, including one row that serves as the canopy baffle, that each spans the full 112’ width of the range, and a bullet trap/backstop. Each overhead baffle is 4’ wide and 8’ long and is constructed of two sheets of 3/8” thick steel plates, framed with wood 2x4s at 24” on center that are bolted to the steel plate to act as a substrate for the 3/4" thick plywood sheets that are covered with 1-1/2” thick eggcrate profiled acoustical foam. Individual baffles are butted together to form each set of the 9 rows of baffles that span the width of the range. Direct fire at the firing line is totally contained by the side containment, overhead baffles, and bullet trap, but direct fire forward of the firing line and ricochets are not totally contained, though reduced by the baffles and side containment. The foremost purpose of this project is to upgrade the range to a “fully contained” range that will totally contain both all direct fire and ricochets within the limits of the range by adding additional overhead baffles and supporting structures, in accordance with Air Force Engineering Technical Letter (ETL) 11-18: Small Arms Range Design and Construction (see Attachment 3). That ETL provides the minimum design criteria necessary for achieving a safe range design and shall be followed for this project in all aspects related to the baffles, unless modified by details of this Statement of Work (SOW). Since the range is being upgraded, it will be brought to that ETL’s standards for not only the baffles and other ballistic safety structures, but also for ventilation and noise control where feasible. It is the policy of the Air Force to use innovative and sustainable approaches to environmental management and technology to accomplish its mission. Sustainable projects do not deplete resources, cause environmental degradation, or impact to human health and may reduce the burden of compliance for the Air Force. Mission requirements are met while also balancing cost and environmental responsibility.

The Contractor shall incorporate pollution prevention and sustainability initiatives into all aspects of this contract.

Projects DZAQ 15‐0001A/B 9 18 November 2015

i. Contractor shall perform lead abatement from remaining existing structurally and architecturally related materials that are being removed, prior to their removal. Appropriately clean, by HEPA filter vacuuming or other approved methods, all surfaces that will be disturbed by this construction that are potentially contaminated with lead dust or bullet fragments to include, but not limited to, portions of walls, floors, ceilings, baffles, target retrieval systems and structural support system.

j. Perform lead abatement from existing HVAC related equipment and materials, prior to their repair and servicing.

k. Prior to removal test each target retrieval system for proper operations and report any deficiencies or malfunctions. Any deficiencies or malfunctions, other than cables, shall be reported to the Contracting Officer. Any deficiencies or malfunctions, other than cables or rusted components and mounting hardware of retrieval system or its suspension system, reported prior to removal of the systems may be repaired under an in-scope modification to this contract if funds are available and work via a modification is considered in the Government’s best interest. Carefully remove all portions of the target retrieval systems that could be damaged during construction from the 22 firing lanes. Store retrieval system for reinstallation after completion of all work on baffles and supporting structures. Contractor shall store removed systems off site or in Contractor provided containers on-site. Contractor shall be responsible for any damage to the systems once removed. Target retrieval systems were manufactured by Action Target Company and the operations and maintenance (O&M) manual for the systems is provided as Attachment 7.

l. Remove existing lighting system mounted on back side of baffles in the vicinity of the target line. Remove relate conduit and wiring back to the lighting controls mounted in the Control Room.

m. Remove and properly dispose of all plywood and 2x4s on existing canopy and all other overhead baffles. Portions of the wood may be considered contaminated with lead dust and bullet fragments.

n. Remove at least 7 of the existing 9 sets of overhead baffle assemblies, related hardware, and support structures and reinstall or replace them at new locations per Final Design, and provide additional new overhead baffle assemblies supported by new structural systems in appropriate locations as required by the design to provide full containment. Any existing components that are reused and reinstalled shall be properly prepared and repainted. The existing set of baffles and/or steel truss support system located at the canopy baffle and immediately at the bullet trap may remain or may be replaced, but if they remain, those sets of baffles shall be modified as needed and faced with new approved ballistic panels to match the facing of all the other overhead baffles. Steel plate of existing baffles may be reused for modified baffles, provided that both layered sheets are used together, but structural analysis of existing walls may determine reuse of that steel plate not advisable. Recycle steel plates and other metal parts that are not to be reused.

o. Remove and properly dispose of approximately 15% of the existing 2” thick, 2’ by 2’ acoustic rubber wall panels that are severely damaged and any existing 1.5” thick 2’ by 2’ rubber floor panels that are not reused on the walls.

p. Repair concrete floor of range by providing a 3-inch bonded reinforced concrete overlay of the entire floor from the firing line to the bullet trap. Prepare surface of existing concrete floor by appropriate means to roughen its texture sufficiently to enable the new concrete layer to become bonded to the existing concrete as if both strata were a single structure.

Reinforcement shall be 6-inch by 6-inch, 8/8-gauge welded wire fabric or other designed reinforcement. Design and locate floor slab joints to coincide with joints in existing floor.

Projects DZAQ 15‐0001A/B 10 18 November 2015

Sawed control joints no more than 6 millimeters (0.25 inch) wide are permitted. Traditional chamfered construction joints are not permitted. Concrete used shall have a minimum compressive strength of 3500 pounds per square inch (psi) and be of a fine, uniform-aggregate mix. The overlay shall be constructed by using a single pour between existing expansion joints and must have a smooth, steel-trowel-finish. No protrusions from the floor that could be struck by bullets are permissible to minimize the potential for unpredictable ricochets. All joints shall be sealed flush with the floor with appropriate backer and field molded sealant materials. The concrete floor shall not be painted and must be protected with a waterproof sealant.

q. Provide and install overhead baffles and structural support systems per Final Design. The total number of sets of overhead baffles and structural support systems, including the canopy baffles, shall be increased from 9 sets to as many as 27 sets (if all remain 4’ high and all other than the set of baffles serving as the canopy baffles and the set of baffles located immediately at the bullet trap are sloped at approximately 25 degrees from the horizontal) and positioned to provide a minimum of 6” horizontal overlap between the trailing edge of any baffle and the leading edge of the next baffle downrange required to produce a “fully contained” range per Figure 8 of ETL 11-18 (see Attachment 8), approximately as shown in the attached Planned Firing Range Cross Section (see Attachment 9). Design, angle and size of the overhead baffles shall determine the exact number and locations of the overhead baffles required. All details and notes of that Figure 8 shall be considered in designing and positioning the baffle systems, except modifying the existing 4’ wide canopy baffle to meet the specified 5 meter minimum width, which is not considered feasible due to the installed ventilation system above the firing line.

Overhead baffles shall be installed sloped at an appropriate angle from the horizontal, with their high point closest to the firing line for all except the canopy baffles, which shall have their high point closest to the target line.

r. The structural support system for the new additional baffle assemblies sets shall be of the same design as the existing steel truss support system or of a new design proposed by the Contractor. Structural design shall require the lowest possible maintenance effort for the structure that can fully meet the need. Regardless if Contractor uses design of the existing support system or proposes a new design, the design shall be reviewed, approved, and stamped by a registered professional architect/engineer in Pennsylvania, or in another state if approved by CO, to confirm the structural adequacy of the existing and any new designed baffle support system to support the modified and new overhead baffle assemblies. That architect/ engineer shall further confirm the structural adequacy of the existing walls to support all the designed baffle support systems and baffles. If structural calculations and analysis determines the existing walls will not support additional baffles using an intended design, then walls shall be reinforced as deemed appropriate or structural support system for baffles shall be redesigned using lighter weight system. The redesigned support system shall adequately support all required baffles and shall be able to be adequately supported by existing walls with appropriate modifications if necessary.

s. Small gutters or channels shall be installed on back of each row of baffles to channel rain water to within 1 foot of supporting walls, vice dripping throughout range onto floor.

t. All support systems and overhead baffle assemblies, except the one located immediately at the bullet trap, shall be installed so the bottom of all baffles are on a uniform and level plane a minimum of 8’ above elevation of the firing platform. Existing overhead baffles are only about 7’- 4” above the firing platform elevation. Design and construction to include raising the bearing point of the structural system on the walls if necessary to accommodate the

Projects DZAQ 15‐0001A/B 11 18 November 2015 higher clearance of the baffles and providing as appropriate new steel connection at top of existing concrete bearing walls, bearing plates and new connections to secure structural supporting members to existing concrete walls.

u. Construction of overhead baffles, including canopy baffles if replaced, shall be minimum 10 mm (0.375 in) thick AR500 steel plates with a nominal 500 BHN covered on their bottom faces with approved ballistic panels, vice the plywood specified in the ETL 11-18. Steel plate of existing baffles may be reused for modified baffles, provided that both layered sheets are used together and the existing walls will support their weight. The only ballistic panels presently approved for use on Air Force ranges are the 2” thick Range Systems Dura-Panels and the Troy Acoustics Troy System Panels. Any ballistic products installed in strict conformance with the manufacturer’s installation requirements. Construct ballistic safety structures with attention to the quality of the fabricated parts. Baffle plates with butt joints must fit together closely to prevent any gaps more than 0.0625” wide. Secure set of baffles to concrete side walls with continuous steel angles covered with ballistic panel material to prevent bullet escapement.

v. Exposed surfaces of all new and existing steel components of the baffles and structural support system shall be properly prepared and coated per appropriate guidance and standards that have been proven satisfactory for the intended use. All shop-applied prime coatings shall be compatible with field-applied top coatings.

w. Remove all existing 2” thick ribbed acoustic ballistic wall panels on all walls between the firing line and bullet trap. Dispose of severely damaged wall panels. Reusable panels shall be stored within the range until reinstalled.

x. Remove paint on walls to bare concrete and prepare walls to ensure proper adhesion.

y. All removed acoustic panels shall be reinstalled on the walls between the firing line and bullet trap from floor level to a height even with the top of the new overhead baffles using Range Systems approved adhesive directly to the concrete walls after appropriate surface preparation. Install acoustic panels starting at the firing line and moving toward bullet trap on each wall. When the available quantity of reusable acoustic panels is exhausted, install useable non-acoustic panels removed from the floor to finish covering the remainder of the wall to the bullet trap. Break line between acoustic and non-acoustic panels shall run from floor to top panels on each wall and shall be at approximately the same distance from the bullet trap on each of the four walls. Location of break lines on our four walls may differ by 2’, the width of a row of panels.

z. Install new minimum 1.5” thick acoustic panels at the rear wall and sidewalls of the firing line area of the range, covering as much of concrete block as is possible. New acoustic panels on walls shall be Range Systems Acoustic Dura-Panels or Troy Acoustics Panels.

Properly prepare concrete block walls prior to application of new acoustic panels.

ak. Recondition 11 existing supply fans and 11 existing exhaust fans by replacing the belts and cleaning the fan blades of each and by providing new supply air discharge grilles to avoid high velocity jets and initiate a laminar flow pattern. Install electronic speed controls or replace supply fan motors to make each variable speed, since full speed fan in winter makes it too cold at the firing line. Allow the fan speeds to run at maximum speed within noise limits discussed below. The supply fans are located in the rear wall behind the firing line and deliver 8,400 CFM each of supply air to push unconditioned outdoor air through the firing line, across the shooters, and out to the exhaust fans. The supply fans are standard wall propeller type equipped with an outdoor air louver on the fan upstream side and a supply air grille located flush with the interior surface of the wall on the fan discharge side. The fans are belt driven and are served by ¾ HP, 480 volt, 3 phase, 60 hertz motors. The fan located in the center of the building has a ducted discharge directing the supply air under the Observation Platform. This fan is equipped with a 1-1/2 HP 480 volt, 3 phase, 60 hertz motor. The fan motors are controlled by combination across the line motor starters with integral disconnects. The exhaust fans are located on the sloped roof above the firing line. These fans exhaust 76,230 CFM to atmosphere.

These fans are what are commonly called “Mushroom” fans. The roof curbs are equipped with gravity back draft dampers that close when the fan stops. The fans are belt driven and each is

Projects DZAQ 15‐0001A/B 13 18 November 2015 served by a 1 HP, 480 volt, 3 phase, 60 hertz motor. The fan motors are also controlled by combination across the line starters and are interlocked to run when the supply fans run.

al. Range ventilation performance will need to be validated prior to final inspection to ensure that proper ventilation is provided within the range. At the firing line, the air velocity must be a minimum of 23 meters per minute (mpm) (75 feet per minute [fpm]), ±4.6 mpm (15 fpm). Airflow should be evenly distributed across the firing line ±4.6 mpm (15 fpm). Noise from the ventilation system will not exceed 85 decibels (dBA) behind the firing line. Test and report speed and air flow delivery rate after fan modification and installation of additional acoustic baffles are completed. Adjust fans as necessary to achieve a minimum required air flow and speed across the firing line, even distribution, and noise within limits. The Contractor shall provide, prior to final inspection, a full testing and balancing report for all supply and exhaust equipment that was repaired.

am. After all repairs and construction have been completed, and before conducting training and qualification operations, Government Combat Arms (CA) personnel will conduct controlled test-firing using ball ammunition with witness screens as detailed in the ETL 11-18 as appropriate. Contractor shall provide witness screens and be present during test-firing, but Government CA personnel will do the firing and provide the weapons and ammunition required for the test. Any additional work determined to be required from the results of the test-firing, that are considered to be of no fault of the Contractor, may be accomplished under an in-scope modification to the contract if funds are available and work via a modification is considered in the Government’s best interest. Any rework or additional work deemed to be the responsibility of the Contractor shall be accomplished at no additional expense to the Government.

an. The Contractor will incorporate, to the realistic extent possible, guidelines and recommendations included in the revised "Federal Green Construction Guide for Specifiers" on the Whole Building Design Guide. http://fedgreenspecs.wbdg.org.
