A. Government’s Project Number: JLSS 15-0013.
1.3 DEFINITIONS
A. Provide shall mean: to furnish all materials/equipment, to install all labor and services and to make the item of work or equipment fully complete, operable, and acceptable to intended use.
B. Words "Project Coordinator" used in some of these specifications shall refer to the "Contracting Officer".
C. Word “Owner” shall refer to the “Government”.
D. Any referenced standards used are to be the latest version at the time of bidding.
1.4 WORK COVERED BY CONTRACT DOCUMENTS
A. The following is a general project Summary of the Work: This project includes removing old lead contained paint off of the exterior metal stairs on building 209, 219 and repaint them to match . A general summary of the work includes:
1. General Construction Work:
a. The contractor shall remove all old paint/primer on the fire escape exterior metal stairs on buildings 209, 219 as show on drawings. Paint contains lead so contractor has to remove and dispose of paint according to Occupational Safety and Health Administration (OSHA), Resource Conservation and Recovery Act (RCRA), and the 911th health and safety rules and regulations. Removal method is up to contractor. Any materials used to remove the lead contaminated paint must be approved by the base

AT BUILDINGS 209, 219 CORAOPOLIS, PA 15108
JLSS 15-0013
Bio-Environmental before being brought onto the base. If at any time Bio believes a method/process will expose base personnel to lead contamination, it will be disapproved. Water blasting will not be allowed because of the overabundance in hazardous waste and no way to control or capture that waste.
b. Fire regulations require two (2) exits available at all times. Only one set of stairs may be blocked on a building at any given time; both buildings (one set of stairs per building) may be worked on at the same time.
c. Paint chips were taken to perform a lead paint chip survey and were conducted for the projects: Renovate Repair Visiting Quarters VQ 209, 219 in Nov 2009 by L. Robert Kimball and Associates Inc. Test results confirmed the presence of lead-containing paint. See attached test results. The project did not remove old paint but instead encapsulated it.
Any additional testing deemed necessary for worker protection shall be at the Contractor's expense.
d. Prime and paint all exterior surfaces of the exterior metal fire escape stairs attached to buildings 209 and 219 (indicated on drawing) to match the architectural standards at Pittsburgh ARS. Surfaces include metal.
e. The primer and paint must adhere to the surface, once applied and dry, without chipping and peeling. The primer and paint applied must meet 911th standards and must not be considered a lead-containing paint as defined by the Consumer Product Safety Commission, i.e. > 0.009 % by weight of the total nonvolatile content of the paint or the weight of the dried paint film.
f. The building will be occupied during construction. The contractor shall take extra precaution to ensure any potential dust and vapors from the lead based paint do not escape the work area into occupied areas. Before the contractor proceeds to remove the paint, the area has to be approved by the Government Bio-Engineering office.
g. Existing stair tread metal plates with non-slip grip will be replace with new stair tread non-slip grip metal plates that matches the color of the newly painted stairs.
h. Cutting, sawing, sanding, scraping, needlegunning, abrasive blasting, and other operations that disturb lead-containing painted materials may result in lead exposures in excess of OSHA limits. The Contractor is responsible for adhering to 29CFR1926.62 and for monitoring of all sub-systems and procedures affecting the safety of the Contractor’s employees. Safety of the Contractor’s employees and providing safe conditions inside the work area for all persons entering the work area is the exclusive responsibility of the Contractor. No one is permitted in the lead control area unless they have been appropriately trained and provided with personal protective equipment.
i. Protect and cover equipment that are attached to the building to include doors, frames, windows and anything else that might get overspray.
j. The contractor shall coordinate with the government to shut down any HVAC air handling systems. Ensure all vents are blocked that can circulate the air from the work areas, including any air handling system that could possibly draw the outside air into the building and could possibly draw in the dust and vapors generated during the work. The environment of the

work area shall be completely isolated from all other air flows in the building.
k. Remove lead-containing paint in accordance with established procedures and equipment to limit occupational and environmental exposure to lead in accordance with 29CFR1926.62. Select procedures and equipment to minimize contamination of work areas with lead contaminated dust or other lead contaminated debris/waste. Utilize engineering and work practice controls to the extent practicable to reduce exposure hazards.
l. Maintain surfaces of the lead control area free of accumulations of paint chips and dust. Restrict the spread of dust and debris. Loose material, debris and dust shall be placed in leak-proof Department of Transportation approved containers for disposal and properly labeled. At the end of each shift, as a minimum, and after the paint removal operation has been completed, clean the area of visible lead paint contamination using a High Efficiency Particulate Air (HEPA) vacuum.
m. The Contractor shall use an independent industrial hygienist to perform air and dust sampling to monitor the potential for elevated lead concentrations in adjacent occupied areas daily throughout the duration of the lead-containing paint work. If elevated levels of lead contaminated air or dust are found to be migrating to adjacent occupied areas, the Contractor must notify the Contracting Officer immediately. The work must stop until adequate measures have been taken to correct deficiencies in order to reduce the amount of lead in the air and dust below required action levels and protect base personnel from further exposure. Work can resume only when approval is given by the Contracting Officer.
n. Provide warning signs that comply with the requirements of 29CFR1926.62 at approaches to lead control areas. Locate signs at such a distance that personnel may read the sign and take the necessary precautions before entering the area.
o. The Contractor shall make all efforts to segregate waste streams and use appropriate methods to mitigate the amount of lead waste produced to the lowest possible quantity to minimize hazardous waste disposal. The Contracting Officer or an authorized representative will assign an area for interim storage of the waste containers.
B. The work shall be performed in accordance with all federal, state, and local regulations, and Air Force standards including but not limited to Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), Pennsylvania Department of Environmental Protection (PADEP), and Air Force Occupational Safety and Health (AFOSH).
