About this file
This is a Questions and Answers document dated February 28, 2025, for a Local Telecommunications Services Sources Sought opportunity at Dobbins Air Reserve Base. The document addresses technical specifications and requirements for the telecommunications infrastructure.
The Q&A reveals key technical requirements including: secure SIP Trunking with TLS 1.2/1.3 and AES 256 encryption; a C8300 Edge Boundary Controller with ethernet interface; comprehensive SIP trunking features including call hold, transfer, conference, and fax capabilities; 99.99% service availability requirement for runway operations; capacity for 10,000 phone numbers (though currently using less than 5,000) with 150 concurrent calls; PRI ISDN e911 trunks currently serviced by AT&T; and point-to-point T1 circuits between buildings 700 and 739. The document specifies that vendors supplying T-1 point-to-point circuits should be different from SIP trunking vendors for redundancy purposes. Currently, STIR/SHAKEN is implemented but without diversity in place.

Questions and Answers 28 February 2025
Question 1: Will the C94 CS PBX require secure SIP Trunking with TLS 1.2 or TLS 1.3 for signaling encryption and SRTP with AES 256 for media encryption between the base demarcation point and the vendor's SIP servers or central office?
Answer 1: Yes, TLS 1.2 and 1.3 with AES 256
Question 2: What SIP trunking codec(s) will the C94 CS require (e.g., G.711 u-law)?
Answer 2: This information will be provided after contract award.
Question 3: What SIP trunking options must be supported such as:
Call hold Call transfer (unattended and attended ) Call Conference Call forward (all, busy, no answer) Calling Line (number) Identification Presentation (CLIP) Calling Line (number) Identification Restriction (CLIR) DTMF relay (both directions) (RFC2833) Media flow-through on Cisco UBE Fax (G711 passthrough)
Answer 3: ALL
Call hold Call transfer (unattended and attended) Call Conference Call forward (all, busy, no answer) Calling Line (number) Identification Presentation (CLIP) Calling Line (number) Identification Restriction (CLIR) DTMF relay (both directions) (RFC2833) Media flow-through on Cisco UBE Fax (G711 passthrough)
Question: 4. What Edge Boundary Controller such as a Cisco Unified Border Element (CUBE 11.5.0) will vendors interface their gateway router device to, and what is the physical interface (e.g., Cat 6 Ethernet RJ45, single-mode fiber, or multimode fiber)?
Answer 4: C8300 and ethernet
Question 5: What SIP trunking service level agreements are required for availability such as 99.9% of the time and call quality minimum mean opinion score (MOS) of 3.5 such as 99.9% of the time?
Answer 5: 99.99% Runway crews’ life and safety need constant contact with base operations for incoming and outgoing air traffic
Question 6: The SIP trunking requested of 150 concurrent calls seems very low as a percent of 10,000 tele-phone numbers (1.5%). Normally, this would range from 20% to 50%. In a reserve base, a small num-ber of lines may suffice in normal peacetime conditions but may rapidly increase when reserve or ac-tive duty squadrons, groups and or wings arrive for training or reserve squadrons, groups and or wings are activated. Long lead time components such as data circuits should be ordered with enough bandwidth to permit immediate increase in concurrent calls. With an uncompressed codec such as G.711 ulaw, each concurrent call takes between 80 and 100 kbps symmetrical. As an ex-ample, 1,000 concurrent calls would need at least 80,000 kbs or 80 mbps. In that case, the data cir-cuits from the base demarcation point to the vendor's SIP server should be a standard 100 mbps.
Answer 6: Though we have the ability for 10,000 numbers we currently use less than
5k. Our overflow is in case of emergencies which would address at that time.
Question 7: As set forth in PWS 12.2, commercial subscriber lines with vendor demarcation at building 700 and various end demarcation locations will be required. Must these lines support STIR/SHAKEN? For re-dundancy and diversity purposes, should the vendor supplying these lines be different from the ven-dor supplying SIP trunking? What vendor is currently supplying these circuits?
Answer 7: Currently STIR/SHAKEN – Currently no diversity is in place
Question 8: As set forth in PWS 12.4, what are the specifications for the two e911 trunks currently servicing the base? Are these PRI ISDN or something else? What vendor is currently supplying these circuits?
Answer 8: PRI ISDN – AT&T
Question 9: As set forth in PWS 12.5, what is Star 200 mode of operation & purpose for three new T1 (DS1) point-to-point circuits between buildings 700 and 739?
Answer 9: Will be provided at a later date.
Question 10: For redundancy purpose, should the vendor supplying the T-1 point to point circuits be different from the vendor supplying SIP trunking? What vendor is currently supplying these point to point circuits?
Answer 10: Yes
