About this file
This document is a Questions and Answers file for Solicitation FA670325R0003, addressing a fiber optic cable installation project at Dobbins Air Reserve Base in Georgia. The Q&A covers technical specifications for the project, including requirements for fiber optic cable installation, underground conduit systems, and site-specific installation details. Key technical clarifications include: a mandate for blown fiber installation, use of crushed stone (#57/#5) for drainage in handholes, specific underground conduit depth requirements (36" beneath roads/parking areas, 12" cover of clean fill), and use of PVC spacers for conduit support. Additional guidance from Dobbins Civil Engineering specifies concrete encasement for conductors under streets or parking lots, underground marker tape requirements, and mandates for manhole stabilization with crushed stone. The project is 100% set aside for small businesses and involves installing two 12-strand Single Mode Fiber Optic Cables from Information Transfer Building 700 to Hangar 5 and Building 404.

2) Please confirm the type of gravel that needs to be placed in handholes for drainage.
Answer: Gravel Type - Crushed Stone facilitaƟng appropriate drainage for Georgia (#57/#5)
3) Is the minimum height coverage for installaƟon 12" and minimum height coverage going below hard surfaces 36"? Please confirm.
Answer: See references within SOO below:
2.2.3.12.2 InstallaƟon
Ducts installed beneath roads, sidewalks, parking areas, other paved surfaces or areas to be paved, etc. shall be installed a minimum of 36" below grade. Ducts installed beneath roads and parking areas shall be protected.
Ducts not installed across roads, sidewalks, parking areas, or areas to be paved, etc. shall have a minimum of 36 inches ground cover, where possible. The Contractor shall provide other protecƟve measures, concrete cap, etc., in those areas where the minimum ground cover cannot be achieved.
2.2.3.12 Underground Conduit System
