About this file

This Performance Work Statement (PWS) details local telecommunications service requirements for the 94th Contracting Flight at Dobbins Air Reserve Base in Georgia. The primary objective is to transition from legacy Time-Division Multiplexing (TDM) telecommunications infrastructure to Internet Protocol (IP), enabling seamless integration with a local and long-distance telecommunications service provider. The contract will involve porting or procuring 10,000 contiguous telephone numbers, supporting 150 local and long-distance concurrent calls, and eliminating 7 LSTDM circuits.

The comprehensive telecommunications service requires the contractor to provide mission-essential local and long-distance communication services, including 6 ISDN PRI trunks, 3 data point-to-point circuits, and 36 public listings. Critical performance requirements include maintaining 99.9% service availability 24/7/365, responding to service outages within specified timeframes depending on priority level (e.g., 4 hours for emergency outages, 8 hours for catastrophic outages), and ensuring continuous operational readiness. The contract emphasizes compliance with FCC, Public Utility Commission, Department of Defense, Air Force, and industry standards, with a focus on modernizing and enhancing communication systems' interoperability and efficiency.

1.0 Introduction: Work is to be accomplished for the 94th Communications Squadron (94 CS) at Dobbins Air Reserve Base (ARB), Georgia. The legacy Time-Division Multiplexing (TDM) telecommunication infrastructures shall be transitioned to Internet Protocol (IP). This change is part of a broader effort to modernize and enhance the DoD's communication systems, ensuring better interoperability and efficiency. This aims to create a more resilient, efficient, and secure communication network for the DoD, aligning with broader digital modernization efforts.

1.1 Background: The 94 CS plays a crucial role in ensuring seamless communication and operational readiness. 94 CS provides comprehensive communications support to the 94th Airlift Wing (94 AW) and its tenant organizations. This shall include but not limited to offering direct technical support and resolving communication issues promptly, conducting vulnerability assessments, network maintenance, and ensuring cybersecurity; training and equipping communications professionals to support deployments worldwide; encouraging teamwork and innovation to improve efficiency and security. The 94 CS is essential for maintaining the operational integrity and connectivity of Dobbins ARB, GA.

1.2 Objective: Provide contracted support to the 94 CS, to comprehensively upgrade all telephony services from the current legacy analog systems to a seamless integration with a local and long-distance telecommunications service provider. This upgrade will involve the porting of our existing 10,000 telephone numbers or procurement of 10,000 contiguous telephone numbers, enabling 150 local and long-distance concurrent calls, and elimination 7 LSTDM circuits upon completion. Collaborating closely with carriers to meticulously configure and deliver state-of-the-art telephone services. The project will be executed in well-defined phases to ensure smooth transitions and minimal disruption to existing services.

2.0 Scope: The contractor shall offer long-distance and local communication services that are mission essential and meet the following requirements. Provide all necessary transmission facilities, equipment, materials, maintenance, test equipment, and design layout to perform and provide long - distance and local services at the designated demarcation point. Ensure that the proposed solution is compatible with the government's current infrastructure, including any special items, equipment, wiring, or infrastructure required. The contractor is responsible for troubleshooting and maintaining the operation of the long-distance and local circuit up to its termination point. Services shall not include residential/business services for non-Government entities or Government Contractors. The contractor shall follow all Federal Communications Commission (FCC), Public Utility Commission (PUC), Department of Defense (DoD), AF and industry standards for this requirement.
