STATEMENT OF WORK
GIANT VOICE (GV) System Upgrade
At
Dobbins ARB, GA

1.0 SCOPE. This Statement of Work (SOW) defines the requirements for the Contractor to
Engineer, Design, Furnish, Install, and Test (EDFI&T) a turnkey Giant Voice (GV) System that includes outdoor GV and indoor “small voice” for C2 buildings at Dobbins ARB, GA.
Contractor shall utilize the existing GV system equipment to the maximum extent possible for the required upgrade, as defined in this SOW. The upgraded GV system shall be able to communicate over the primary Ultra High Frequency (UHF) Radio Frequency (new repeater, contractor-installed) communications infrastructure and the existing backup land line copper communications infrastructure. [Dobbins has two main issues: at the forefront is the ineffectiveness of a multivendor system that impacts their daily critical missions, and secondly, the unreliable performance of their existing Giant Voice infrastructures (i.e., a legacy copper landline and an inoperative trunked LMR radio frequency infrastructure)]. The upgraded GV system shall provide sufficient intelligible voice coverage for the entire base populace with real time emergency alerting messages and accurate health system status. The upgraded GV system shall also provide an interactive map with display, color-coded status with detailed communications diagnostics of each node and/or components in the GV system; the display shall show individual buildings and quadrants for activation capability. It shall also provide comprehensive GV functions and capabilities, i.e., siren activation, sequence ID, a time and date stamp, unacknowledged alarms and reports, system alarms and events logging, and overall GV health status.
1.0.1 The Contractor shall upgrade the Giant Voice System, install new central control communications equipment and utilize the New (contractor-installed) UHF RF repeater infrastructure and existing backup land line copper infrastructure to transport voice announcements to the existing five (5) outdoor sirens, one (1) existing wall-mounted siren and one (1) new outdoor siren. The audible siren speaker messages shall be optimized, tested, controlled, and adjusted to prevent bleed-over noise into the surrounding communities. The new GV System shall be compatible with the Government Furnished Equipment (GFE) AtHoc
IP Integration Module 64 (IIM64).
1.0.2 The Contractor shall provide and install the new desktop PC Central Controller stations
(CCS) with a communications controller to handle all communications between the central control stations, indoor controller units, siren controller units, and the outdoor sirens. The central control units (CCU) shall contain the controller processor.
1.0.3 The Contractor shall provide the upgraded GV system with the reliable, resilient, and robust communications over the new UHF RF repeater infrastructure and existing backup land line copper infrastructure. The frequencies for the new UHF repeater are TBD (i.e., will be provided at the later time). Contractor shall consult/confirm with 94CS/SCX.
1.0.4 The Contractor shall furnish and install: seven (7) new Siren Control Units (SCU), eight
(8) new indoor control units (ICU), and fifteen (15) new APX4500 (or Motorola equivalent)
UHF radios for the upgraded GV system. Contractor shall retain the existing modems in the current/existing ACE3600 units at the designated C2 buildings and at the six GV remote terminal units and re-use those modems in the new SCUs and new ICUs. Contractor shall connect those existing modems to each new SCU and each new ICU to provide a redundant, reliable copper landline infrastructure for the upgraded GV system. The new RF Repeater infrastructure will be the primary operational method used for the upgraded GV system.

1.0.5 Contractor shall provide and install a new Repeater (GTR8000 or Motorola equivalent) and new antenna for the upgraded GV system; see paragraph 3.2.5.1 for details. The GV system will operate on this new RF Repeater infrastructure as its primary means and the copper landline infrastructure will provide redundancy/backup, if and when the primary fails.
Contractor shall ensure the redundant copper infrastructure will have all the same GV operational functions and controls as the primary infrastructure.
1.0.6 The upgraded GV system shall provide terrorist attack announcements, weather warnings, Force Protection, chemical spills, active shooter, exercises, local accidents affecting base operations and/or general announcements, at a minimum; this is not an all-inclusive list.
1.0.7 The upgraded GV system shall provide intelligible audible signals, pre-recorded and live voice messages, and electronic communications (to include WAV files). Dobbins ARB shall have an upgraded GV system with the capability to disseminate rapidly and effectively the emergency information to warn all personnel immediately, and no longer than 10 minutes, before, during, and after incident notification and verification.
1.0.8 The Contractor shall provide pre- and post-proposal walk through information to analyze the project requirements, sound propagation analysis, perform engineering design tasks, and develop the data deliverables. The sound propagation mapping software shall be used to determine the sound travel, environmental attributes of the land, buildings and the effects on sound travel. This software shall be used to determine the best hardware to utilize and the preferred optimal speakers and locations for GV poles (towers).
2.0 REQUIREMENTS
2.1 GENERAL REQUIREMENTS. The Contractor shall provide all equipment, software, l icense, wiring, CAT 6 cabling, electrical power, tools, materials, supplies, transportation, labor, supervision, management, and/or other incidentals necessary to EDFI&T (engineer, design, furnish, install, and test) the requirements stated in this SOW. The Contractor shall install the upgraded GV components, plus all required support infrastructure such as Radio Frequency (RF) equipment, antennas, antenna cables, PVC conduits and/or pipes, mounting hardware, and any support required to provide a robust, operational, and secured/encrypted end-to-end, turnkey GV communications system utilizing Frequency Shift Keying (FSK) modulation for enhanced security. Contractor shall program all (APX4500 or Motorola equivalent) radios in the upgraded
GV system and ensure they function properly. All equipment, materials and software shall be new and not refurbished.
2.1.1 Safety Requirements. The Contractor shall meet with the base safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation.
2.1.2 Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel to the Wing Safety Office. The Contractor shall secure the scene of any accident or wreckage until released by the accident investigative authority through the 94 CS/SCX. If the
Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

2.2 SECURITY REQUIREMENTS
2.2.1 Secure Areas. Some of this work may take place in secure areas where Contractor employees shall be escorted at all times. The Contractor shall coordinate access to secure areas at least seven (7) business days ahead of time. It is the Government's responsibility to provide escorts. The Contractor will not need Security Clearances.
2.3 Environmental Management. The Contractor shall comply with the most stringent environmental local laws and regulations at Dobbins ARB, as well as Air Force policies, instructions, and directives. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on
Dobbins ARB, GA. The Prime Contractor shall ensure their sub-Contractors comply with these specifications.
2.4 Permits. The Contractor shall be responsible for coordination with Base Civil Engineers
(CE) on completion of AF Form 103 Digging Permits before any digging, trenching, boring, restoration, or compacting are accomplished. The Contractor shall complete and process all permits, the AF 332 and AF813 Environmental study paperwork to 94 CS/SCX approximately six (6) weeks prior to commencement of work.
2.5 Integrated Product Team (IPT). The Contractor shall chair a weekly IPT meeting that includes Contractor representatives, the Contracting Officer (CO), 38 ES/ENII, 38 ES/ENPO, representatives of 94 CS/SCX, and all required base personnel from Dobbins. The Contractor shall provide a worldwide “Meet Me” Teleconference capability for the duration of the project.
The purpose of this meeting is to discuss project progress, problems being encountered, corrective actions taken, and other discussions necessary/beneficial to ensure success and timely completion of the Task Order. The Contractor shall be responsible for the meeting minutes. A copy of the minutes shall be provided to each attendee and disseminated via e- mail addresses
IAW CDRL A004.
2.6 Quality. The Contractor shall provide a Quality Control Program for the entire life of the project. The Contractor’s quality assurance evaluator shall assist the Government representative in performing random spot checks and system acceptance tests. The Contractor shall be responsible for identifying system and outside plant deficiencies and/or discrepancies throughout the life of the project. A weekly report (soft copy) shall be submitted indicating progress/status and listing any deficiencies/discrepancies found and actions to correct them
IAW CDRL A003.
2.7 Contractor Personnel
2.7.1 Project Management. The Contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Project Manager’s or alternate's range of authority to act for the Contractor relating to daily contract operation. The Contractor’s PM shall sign section 11A (Installation Activity) on AFTO
Form 747 Cyberspace Infrastructure system Acceptance form which is used as a system commissioning documents at the completion of the project. The AFTO Form 747 will be signed and provided by 94 CS/SCX personnel.

2.7.2 Site Point of Contact (POC). The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC for individual projects in their Site Visit Request Letter.
The Site POC or alternate(s) shall be on site during duty hours until project completion. The Site
POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.
2.7.3 System Award Management (SAM)
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Installation via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://www.sam.gov. SAM replaces the previous ECMRA application that was hosted on https://www.ecmra.mil. See https://www.dmdc.osd.mil/ecmra_splash/
Reporting inputs will be for the labor executed during the period of performance during each
Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the SAM help desk.
2.8 Warranty. The Contractor shall warranty the products of its manufacturer to be free from defective materials and workmanship. Break-fix support for hardware, software, speakers, wiring, and any and all other unspecified components of this system related to the upgraded GV system shall be provided for one year after the final GV system acceptance date, to include all field trips, telephone support, and shipping costs.
2.9 In-Brief/Out-brief. The Contractor shall conduct an in-brief and out-brief with the site 94
CS/SCX POC or designated representative at the beginning and conclusion of the implementation. The in-brief shall inform the customer of the implementation plans, status, schedule, and necessary support. The out-brief shall inform the customer of implementation results and necessary maintenance issues (including warranties).
2.10 Manuals and Practices. The Contractor shall provide the latest version of operation, installation, troubleshooting instructions and maintenance manuals, practices/users guide, and as-builds, for each system installed and as provided by the original manufacturer with all upgraded or upgrade equipment, IAW CDRL A001.
3.0 SPECIFIC REQUIREMENTS
3.1 Outside Plant Requirements. The Contractor shall EDFI&T and coordinate with 94
CS/SCX to ensure the stand-alone, two-way, RF Repeater communications infrastructure works properly for the upgraded (turnkey) GV system. The Central Control Station shall provide two-way communications with all six outdoor sirens and 1 wall-mounted siren (Hangar 5), and all
“small voice” indoor GV for designated C2 buildings, using the aforementioned infrastructure.
3.1.1 The Contractor shall upgrade the Giant Voice system with appropriate equipment to provide sufficient speech quality, clear, intelligible, and audible voice coverage for the entire base populace. The Contractor shall upgrade the GV system to provide secure, digital conventional, end-to-end communication methods via 256 bit AES over-the-air encryption package to prevent malicious, unauthorized access, or accidental operation of the system and to protect user data. Refer to requirements listed in Tables 1 and 2 and Figures 1 and 2 in this

SOW.
3.1.2 The Contractor shall install the proper weatherproof head and liquid tight devices and weatherproof sealants to prevent moisture, water, and insects from entering the dedicated electrical, communication systems and enclosures. The Contractor shall install the 2-inch electrical PVC tubing conduits, weatherproof and waterproof sealants, connectors, couplings, straps, tape and cable ties for securing power cables and siren speaker wires.
3.1.3 The Contractor shall ensure there is a lightning strike protection system for all poles, speakers, and SCUs. The Contractor shall ensure the proper size of the solid lightning rod kits and ground rod kits for protection of poles in the ground to withstand the tremendous power and dissipation of a lightning strike and to comply with safety requirements IAW NFPA 780 standard, UL96A standard, NEC and Dobbins’ base CE codes and safety rules.
3.1.4 The Contractor shall ensure there are adequate lightning protection arrestors for all SCUs and radio antennas.
3.1.5 Any distances, measurements, counts or other numerical data, rated cables, PVC and EMT ducts/tubings, (or other materials, etc.) provided by the Government are approximations only and should NOT be used for ordering materials.
3.1.6 The Contractor shall install seven (7) new speaker arrays for the seven outdoor GV poles/locations. See Table 1.
3.1.6.1 Contractor shall provide and install a new GV pole/tower (i.e., pole #7) at the approximate location depicted in Table 1 and Figures 1 and 2.
3.1.6.2 The wood pole shall be designed to withstand a wind load up to 100 miles per hour sustained and 140 mph, 3 second gusts. All poles shall support the full weight of the siren speakers, and withstand the heat and strong winds associated with the local environment and in accordance with the International Building Codes (IBC) of 2012. Data on weather conditions can be obtained through base CE. The wood poles and the speaker arrays shall not exceed 60 ft.
3.1.6.3 The new GV pole #7 shall be treated and direct buried in the ground. The contractor shall install the 2 inch electrical PVC conduits which will be installed on the new (and existing) wood poles and galvanized steel pipe for installation of the speaker cables.
3.1.6.4 The Base CE will provide the primary AC power source for the new GV pole #7 at the approximate location proposed in Table 1. Contractor shall make the necessary connections to this power for the new GV pole installed.
3.1.7 The Contractor shall furnish and install seven (7) new SCUs, and their corresponding amplifiers and batteries. Contractor shall furnish and install a new UHF fiberglass antenna (with new ancillary equipment) on each outdoor GV pole and wall-mounted GV pole IAW this SOW.
3.1.8 Contractor shall install seven (7) new enclosures to house seven (7) new controller processing units that interface with the logic controller circuitry boards in the SCUs, to provide activation, control, and monitoring capabilities, along with the accurate, real-time system status indications. The enclosure shall be weatherproof, waterproof, stainless steel, and NEMA-4X rated.

3.1.9 Contractor shall install new APX4500 (or Motorola equivalent) UHF radios and new desktop PC central controller workstations in the Primary CP B838, and Alt CP B729, and BDOC
B701 (22nd AF). Contractor shall also provide and install the appropriate connections from the desktop console to the APX4500 (or Motorola equivalent) radio in the building’s designated communications room. Contractor shall confirm with 94CS and/or Base CE for exact locations.
3.1.10 The Contractor shall install the Network Time Protocol GPS time servers, GPS antennas, antenna cables and mounting brackets for maintaining timing and synchronization of the primary (B838), alternate (B729), and BDOC (B701) GV central control station desktop consoles.
3.1.11 The Contractor shall coordinate with the Base CE to ensure the appropriate voltage and current are provided to all upgraded siren pole locations. The Contractor shall provide a skilled and certified person that is qualified to install the upgraded GV system and test the voltage, current, wire size, distance, transformer size, fuses, breakers, current limiting devices, communications, and other variables to ensure they are correctly utilized to drive the upgraded load for the upgraded GV system. Note: Base CE may be able to provide their
Bucket truck for use in this task order, subject to availability, approvals, and prior coordinations with 94CS/SCX and Base CE.
3.1.12 The Contractor shall coordinate with 94 CS/SCX and base CE before energizing all upgraded power loads.
3.1.13 The Contractor shall comply with all applicable documents including, but not limited to, standards in Para 5.1.
3.1.14 Upon project completion the Contractor shall provide configuration management as-built drawings and documentation of the installed system, including the predicted and tested audible coverage areas. The Contractor shall provide As-Built drawings on CD in Microsoft
Visio format and a courtesy copy in PDF IAW CDRL A001. Additionally, this shall include turnover of code plugs/source code, documentation, and configurations and any other applicable configuration items generated by this project, to be stored to BluRay DVDs and provided to 94CS/SCX.
3.2 INSTALLATION REQUIREMENTS
3.2.1 Restoration. Any wall penetrations or digging soil area shall be restored to meet NFPA 1, NFPA 70 and NFPA 72 and local CE standards.
3.2.2 Grounding. The GV Contractor shall properly ground the GV equipment, associated devices, wirings, siren speakers, SCUs, poles, all site facilities, structures, inside and outside, for personnel safety and equipment protection. Grounding and lightning strike protection shall meet requirements as set forth MIL-STD 188-124C, Grounding, Bonding and Shielding, electrical power IAW NFPA 780 and UL 96A standards, base, host nation, local codes, laws and National
Electric Code’s most recent edition and in paragraph 5.1.

3.2.3 Bonding. Shield bonding connectors, bond bars, braids, ribbons, clamps, etc., shall be provided to maintain cable shield continuity at splices and at ground connections. Bonding connectors shall be provided IAW the Rural Utilities Service (RUS) Bulletin 1753F-803 (PE-
33), building electrical system Article 230, 250, 280, 800, 810 of the NEC, and MIL-HDBK
419A Vol. I and II grounding, Bonding & Shield for electronic equipment & Facilities.
Shields shall be grounded and continuous throughout the cable distribution system.
3.2.4 Power Source. The Contractor shall use existing electrical power for upgraded SCUs and
Central Control Units, unless otherwise noted. The SCU on each pole shall operate on the existing primary electrical power, 120VAC. The Contractor shall coordinate with 94 CS/SCX and local CE for Base CE Allied Support, as required.
3.2.5 Giant Voice (GV) System Installation. The Contractor shall install (upgrade) the Giant
Voice system to include the following paragraphs. See all Tables and Figures in this SOW.
3.2.5.1 The Contractor shall provide and install a new Repeater (GTR8000 or Motorola equivalent) and corresponding antenna and ancillary equipment for the upgraded GV system.
The repeater will use two different frequencies, one for transmit and one for receive. (Repeater frequencies are TBD and Contractor shall verify with 94CS/SCX). The repeater shall be placed in the “ATCALS Room” (Rm 1) of B1001. Floor space is available for installation of a new
(Contractor furnished and installed), 2-post rack which may be placed next to the existing
“TWR/GCA” rack. Conduits are identified and available for use for the GV system, in Rm 1 of
B1001. Four eLMR towers are located near B1001. However, Contractor shall furnish, install, and test, the appropriate repeater antennas on Tower #1 (preferred), with the existing antenna farm, subject to approval and confirmation from 94CS/SCX.
3.2.5.2 Contractor shall provide and install an indoor “small voice” system for the following C2 buildings: 838, 701, 729, 700, 732, 827, and 737. Refer to Tables and Figures herein, for details.
These bldgs currently have existing ceiling speakers and some have wall-mount speakers (horns), except for B732, which was recently renovated. Aforementioned C2 bldgs shall have new audible appliances installed, i.e., new ceiling speakers, strobes, and horns, IAW Table 2 of this SOW.
Contractor shall install IAW applicable standards, references, and best practices for indoor “small voice” notification systems. Tables in this SOW serve as a guide only and shall not be used quantitatively for installation (i.e., ordering). Contractor shall install a new 20Amp, 1-phase circuit in Comm Room 1215.3 for the indoor “small voice” system of B732. Contractor shall coordinate/confirm with 94CS and Base CE for Allied Support.
3.2.5.3 Contractor shall furnish and install eight (8) new indoor control units (ICU), and new properly rated amplifiers and batteries, in the seven designated C2 bldgs. Contractor shall install new UHF fiberglass antenna (with ancillary equipment) on each designated C2 bldg and position it at a location that provides maximal line of sight to the new Repeater (B1001) and the CP, B838. Contractor furnish and shall install a galvanized steel pipe (approx. 8 ft) for mounting the antenna on each C2 bldg. Contractor shall reuse modems from the existing ACE3600 units and connect them to the ICUs to provide a redundant, operable copper landline infrastructure.
3.2.6 The upgraded GV system shall provide pre-recorded voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, and active shooter announcement messages to all personnel in the event of an emergency, terrorist threats, Force Protection contingencies, chemical spills, and real world exercises.

3.2.7 Features and Capabilities. The upgraded GV System shall provide the following features and capabilities:
3.2.7.1 The siren speakers shall deliver pre-recorded and live voice WAV files, alert, warning and informational messages of what to do before, during and after an emergency, threats, exercises or disaster by the operators at the central control stations, i.e., Primary Command Post
(CP) Bldg 838, Alt CP Bldg 729, and BDOC Bldg 701.
3.2.7.2 The Primary CP Bldg 838 and Alt CP Bldg 729 and BDOC Bldg 701 shall transmit emergency announcements as live voice messages to alert and warn base personnel through remote siren speakers via microphone to any individual zone, group of zones, or all zone speakers.
3.2.7.3 Activation and control subsystems. The Contractor shall leverage the enhanced RF radio frequency communications infrastructure for the upgraded GV system. The Contractor shall provide the central control activation and communication system with stand-alone RF infrastructure and not connect to the base network. The upgraded GV system shall provide the graphical intuitive interface with the features:
a. Operator can enable polygon activation to select and activate sirens
b. Individual site and zone activation
c. Schedule automated activations sent from the control center
d. Operator can right click on any siren color coded icon to view detailed individual status
e. Operator can utilize the alarm logger to retrieve specific event information based on siren site number and/or date & time. All accurate and real time siren system alarms and events are logged for the operator to view as they occur or after they have already occurred.
f. Operator has the ability to monitor communication statistics for each site and reconfigure, add, remove sites as necessary
g. Accurate detailed siren system reports can be retrieved for analyzation, troubleshooting, appropriate corrective action taken, and maintenance.
3.2.8 The Contractor shall provide the latest software versions for the upgraded GV system, which shall be compatible with the Government Furnished Equipment (GFE) AtHoc IP
Integration Module 64 (IIM64). The AF EMNS PMO has the current contract to perform the integration and migration of the GFE Blackberry AtHoc IIM64 with the AtHoc net-centric
Network Alerting System. The Base will coordinate with AFMC AFLCMC/HNI for the IIM64 and with HQ ACC/A3O Lead Command to request support on the integration and migration schedule of the upgraded GV system with the AtHoc network alerting system.
3.2.8.1 The system shall allow operators to activate remote siren controllers independently, in groups, or as an entire system. The system shall be equipped with a silent test diagnostic that allows it to test all major system components without producing an audible signal.
3.2.8.2 The SCU shall allow for multiple activation sequences to be programmed from the primary, alternate, or BDOC control stations or locally at the siren site.
3.2.8.3 The SCU shall utilize a separate battery cabinet that isolates the batteries from the electronic circuitry. Controller units shall be powered from standard 12VDC batteries, and the sirens shall operate continuously for at least 60 minutes in tone and voice on battery backup.

3.2.8.4 The SCU shall use extremely efficient hot swappable pulse width modulated amplifiers or single board amplifiers to provide the highest reliability and efficiency in a small modular weatherproof enclosure.
3.2.8.5 The amplifier shall be a modular component, which is hot swappable or single board amplifier, allowing easier maintenance and increased redundancy.
3.2.8.6 The upgraded GV system shall be programmed to perform automatic testing of all speakers in the system, weekly and/or monthly routine report, quiet testing, growl testing, or a full system test.
3.2.8.7 The upgraded GV system shall provide end to end security communications via 256 bit AES over-the-air encryption package to prevent malicious, unauthorized access or accidental operation of the system and protect user data.
3.2.9 System Interface. The upgraded GV System shall provide the following features:
3.2.9.1 Application Programming Interface (API) to remotely activate audible alerts.
3.2.9.2 Standard TCP/IP network protocols, RS 232, RS-485, and audio-in input.
3.2.9.3 The API shall conduct all interactions using XML messages conforming to the OASIS
(Organization for the Advancement of Structured Information Standard) Common Alerting
Protocols (CAP) Standard.
3.2.9.4 The API shall allow an external system (i.e., “small voice”) to initiate specified pre-recorded audio alerts in the Giant Voice system.
3.2.9.5 Request reports on the status of delivery and activation of an alert already in progress;
specifically, if the alert was delivered to all targeted speakers and these speakers are sounding the alert.
3.2.9.6 Terminate an alert already in progress.
3.2.9.7 Request reports on system health status, replying with a detailed response.
3.2.9.8 The Giant Voice system shall allow the activation of target siren or speaker via dry contacts and audio-in input.
3.2.10 Pre-programming. The upgraded GV system shall be pre-programmed with the following messages:

3.2.11 Zone Selectable. The upgraded GV system shall be set up and configured to provide speaker zone selection functions. All zones are linked to provide simultaneous activations and the capability to activate each individual zone or group of zones or all zones. The upgraded
GV system shall allow for the pre-configuration of at least four (4) zones, which can be selected by the operator to promptly issue an announcement to the selected area. The zone configuration will be determined at the walk-thru. See Figure 2.

3.2.12 Central Control Stations. The upgraded GV system shall leverage the new UHF RF
Repeater infrastructure to transmit voice communications to all GV sirens and designated “small voice” C2 bldgs. The upgraded GV system shall ensure that emergency alerts and announcements are securely transmitted and received, and the siren network is always available. The Contractor shall install the latest Firmware which shall provide an easy to use, customizable graphical user interface (GUI) that allows operators to selectively activate sirens or make live voice announcements on the map to launch the message. The interactive map displays the accurate color-coded status of each node in the network and its end devices such as siren speaker arrays.
The actual trouble signals and/or correspondent color-coded status shall notify operator of equipment degradation or failure. The upgraded GV system shall be capable of being activated, monitored and controlled, and transmit and receive real-time accurate siren status, and perform all system alarms and activities from the Primary CP Bldg 838 and Alt CP Bldg 729 and BDOC
B701. The Contractor shall provide the GPS time servers, GPS antennas, cables, and mounting brackets, for maintaining the accurate timing and synchronization of the central control PC computers.
3.2.13 Primary CP Bldg 838. The Contractor shall provide a new desktop computer station with Windows 10 OS, 22-in monitor, desk mount noise canceling microphone, Central
Communication Unit, antennas, antenna coaxial cables, Smart UPS (120VAC), new APX4500
(or Motorola equivalent) UHF radio, and two-way software communications package. The current/existing location of the primary central control station equipment will be used, however, the exact location shall be confirmed with 94CS/SCX.
3.2.14 Alternate CP, Bldg 729. The Contractor shall provide a new desktop computer station with Windows 10 OS, 22-in monitor, desk mount noise canceling microphone, Central
Communication Unit, antennas, antenna coaxial cables, Smart UPS (120VAC), new APX4500
(or Motorola equivalent) UHF radio, and two-way software communications package. The current/existing location of the alternate central control station equipment will be used, however, the exact location shall be confirmed with 94CS/SCX.
3.2.15 BDOC, Bldg 701. The Contractor shall provide a new desktop computer station with
Windows 10 OS, 22-in monitor, desk mount noise canceling microphone, Central
Communication Unit, antennas, antenna coaxial cables, Smart UPS (120VAC), new APX4500 (or
Motorola equivalent) UHF radio, and two-way software communications package. The location of the BDOC central control station equipment will be determined and/or confirmed by
94CS/SCX.
3.2.16 Backup Power for Control Stations. The Contractor shall provide central control station with a new backup power (Smart UPS) to maintain operations during emergencies that could result from temporary loss of normal base utilities. Backup Power Capacity for fire alarm systems is defined in the National Fire Alarm Code, NFPA 72, and section 4.4.1. As stated in
Annex E of NFPA 72, mass notification systems should have the same backup power capacity as fire alarms. NFPA 72 states that the secondary supply for the control station shall be capable of supporting alarm operation for a minimum of 4 hours.

3.2.17 Backup Power for Siren Speaker Locations. Each siren speaker location shall use the new batteries backup power to maintain operations during emergencies that could result in temporary loss of normal base utilities IAW NFPA 72. Each siren speaker shall have the batteries which are charged and shall be capable of operating the system under quiescent (non-alarm) load for a period of 72 hours and then shall be capable of operating the system under an emergency condition for 60 minutes at maximum connected load.
3.2.18 Wiring and Conventional Communication Infrastructure. The Contractor shall furnish and install all signaling wiring for the enhanced UHF RF infrastructure to provide a reliable, robust, redundant, resilient, command and control communication system for theupgraded GV system.
3.2.19 Electrical Power. The Contractor shall use the existing electrical power sources to provide power to the upgraded GV equipment. The base Civil Engineering can support the facility power and provide the electrical power sources list at the pre-proposal walk through, if needed. The Contractor shall coordinate with Civil Engineering Electrical Shop on power removal, modification, and/or installation of dedicated 120VAC power, for established poles.
Installations must comply with NFPA 70 (National Electric Code), local base rules and regulations and UFC 3-510-01 low voltage requirements.
3.2.20 Coordination. All allied support infrastructures shall be coordinated and approved by the 94 CS/SCX and base CE.
3.2.21 Audible Signal. When broadcasting voice and tone alerts for different warnings and when used as a vocal GV system for command and control instructions, the speaker system shall produce an audible signal and intelligible voice messages to any personnel located in the populated areas.
3.2.22 Music and Voice. The upgraded GV system shall be capable of broadcasting standard military music selections and pre-recorded voice messages.
3.2.23 On-Site Training. Upon completion of the installation process, the Contractor shall provide “one-time” User Training to the designated Site Staff in accordance with the customer requirements. User training shall include step-by-step instructions on the utilization of all features of the upgraded system as well as basic system troubleshooting. The Contractor shall provide operational training to the users and system training to the Operators/Maintainers as needed. Contractor shall provide an “Operator Guide,” which should be presented during training. Instructional sessions including training slides/guidance/documentation shall be permitted to be videotaped for future training purposes. The Government shall retain the right to duplicate and distribute the training material for future training purposes. This training shall include setup, configuration, operations, and user diagnostic, repair and replacement. The
Contractor shall conduct a classroom instruction on the system to include the operational and maintenance requirements of the system for up to twenty (20) students utilizing a Government approved training plan IAW CDRL A007.
3.2.24 Legacy System Removal/Site Restoration/Debris Removal. The Contractor shall remove equipment (i.e., legacy GV electronics, cabling, and power) which is not used in the project, to include all spares. Coordinate with Civil Engineering Electrical Shop on power
pg. 14 Dobbins ARB removal, modification, and/or installation feeds at each site. Installations shall comply with
NFPA 70 (National Electric Code) and UFC 3-510-01 low voltage requirements.
All equipment and residuals from this project including wiring, conduits and cabling shall be disposed of or handed over to the Defense Realization and Marketing Office (DRMO) at Dobbins
ARB, GA as directed by the contracting officer. Prior to project completion, the Contractor shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site during the project as long as they are organized/stored in a manner that does not cause a safety or security hazard. The Contractor shall accomplish the necessary ground clearing and install required for the upgraded poles. The
Contractor shall return all disturbed areas to their original condition upon completion of the installation.
3.3 Final Acceptance. The Contractor shall schedule a final project walk-through and complete system test of all work completed prior to close out with the Government representative from 94 CS/SCX and the CO. This should be scheduled at least five (5) business days prior to the acceptance. The Contractor shall perform testing and inspections of the upgraded GV system IAW the approved test plan and cutover plan. When any system, subsystem, component or requirement test fails to meet the requirements of the test, Government acceptance will be withheld until such time as the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the corrective action shall be repeated and successfully completed prior to Government acceptance IAW CDRL A005 and CDRL A006.
3.4 Service Outages. The Contractor shall prevent any unscheduled (i.e. cutting or disabling any in-service cables or equipment.) interruptions of the upgraded GV communications capabilities. The Contractor shall coordinate planned outages with 94 CS/SCX in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).
3.5 Identification/Marking. The Contractor shall clearly mark all Contractor-Furnished
Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, very visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name and both the Contractor and Site POC's names and local telephone numbers. The Contractor shall label all equipment, rack#, pole #, IP addresses, and cables they install in accordance with
ANSI/TIA/EIA-606-A-2002. The Contractor is responsible for coordinating and paying any repairs to base infrastructure caused by damage made by the Contractor through negligence or failure to adhere to installation Civil Engineering authority’s guidance on existing infrastructure
(cables, power lines, equipment, etc.).
3.6 Installation Schedules. The Contractor shall provide a complete milestone schedule that denotes project activities to include time-phased start and completion dates for the project and sub-projects associated with the installation and testing of the components and system IAW
CDRL A002.
3.7 Weekly Status Reports. The Contractor shall prepare a Weekly Status Report and distribution. The purpose of the report is to inform IPT members of project progress, problems being encountered, corrective actions taken, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements IAW CDRL A003.

3.8 Red-Line and As-Built Drawings. The Contractor shall submit drawings showing the
“as built” configuration in Visio format. The As-Built Drawings shall include the locations of all GV equipment, rack #, CAT6 cables, enhanced RF network connectivity infrastructure, the
Global Positioning Satellite (GPS) coordinates of each tower location, the detailed logical enhanced RF diagram of the upgraded GV system, the facility location of the upgraded GV equipment, a floor plan of the room location, power source facilities and connections, a rack elevation plan of the GV equipment, equipment description, specifications, instructions, performance characteristics, power requirements, maintenance procedures, part lists and wiring diagrams as a complete source of information in order to easily follow, maintain and order replacement parts, and test coverage areas for Dobbins ARB. The coverage area drawings shall be shown on a satellite image of the coverage areas with the street names, facility locations and other geo-references shown IAW CDRL A001. The Contractor shall provide As-Built drawings on CD in Microsoft Visio format and a courtesy copy in PDF, IAW CDRL A001.
3.9 Test Plan. The Contractor shall submit a detailed written test plan that details how they will test the upgraded GV system, CCUs, SCUs, Front End processor and Field Interface Unit controllers, all siren speakers’ arrays, and ensure compliance with Unified Facilities Criteria
(UFC) 4-021-01. In addition, the Contractor shall submit written instructions to system operators for conducting periodic system tests. The upgraded GV system shall be tested and demonstrated to the Government that the system is fully operational and meets or exceeds the specified requirements. The test plan shall be provided in the technical proposal for evaluation.
The test plan will be reviewed and approved by the Government before final acceptance and installation. These tests shall be accomplished prior to the system being placed into service
IAW CDRL A005.
3.10 Cutover Plan. The contractor shall provide a detailed cutover plan and project schedule with major milestones, to delineate how the transition shall be implemented to minimize or avoid GV system down time. This plan shall outline how the turnkey system shall be placed into service as a stand-alone GV system. CDRL A005.
3.11 Acceptance/Installation Test Report. The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan IAW CDRL
A006.
3.12 Testing Requirements. The Contractor shall furnish all test equipment and personnel required to conduct all required testing. The Contractor shall test, optimize, and adjust the speaker volume level to prevent excessive distortion/echo of the voice message which will decrease intelligibility to unacceptably low levels. The Contractor shall conduct a live voice test and the government personnel will listen and assess the intelligibility/clarity of the voice announcement at a radial distance of 2000ft away from each siren pole. The Contractor shall document all test results in a “Test Report(s)” and submit to local 94 CS/SCX, 38 ES/ENII within five (5) business days of completion of each test. During any testing phase, the
Government reserves the right to perform any of the Contractor performed inspections and tests to ensure solutions conform to prescribed requirements. The Contractor shall bear the burden of any and all undisclosed costs. The Contractor shall provide on-site support during the acceptance testing IAW CDRL A006.
3.13 Line of Sight Test. The contractor shall test two-way RF transmit and receive communications signals to/from the Central Control Stations and antennas to the Siren
pg. 16 Dobbins ARB controllers and antennas; signals to/from the new Repeater and tower located at/near B1001 and to/from the Command Post, B838. Contractor shall ensure the “small voice” C2 buildings’ antennas have adequate line-of-sight with respect to the new Repeater, for maximum signal propagation. Tests shall be accomplished to ensure the upgraded GV system will meet the required end-to-end enhanced RF communications signal strength.
4.0 GENERAL INFORMATION
4.1 Period of Performance. The period of performance for this project will be determined by the winning Contractor bid, but should not exceed 270 days after date of contract. All work including installation, training, testing, and acceptance shall be completed within this timeframe.
4.2 Place of Performance. The place of performance is at Dobbins ARB, GA.
4.3 Hours of Operation. The Contractor shall perform the services required under this contract during normal duty hours of the facility where work is being performed. At Dobbins ARB GA, normal duty hours are: Monday-Friday, 0700 – 1600 EST. Any other work schedule outside of normal duty hours requires 94 CS/SCX and Contracting Officer (CO) approval. The Contractor shall not perform work under this contract on USA holidays or site-unique down-days or
American holidays unless expressly authorized by the CO.
Part or all of the facility may be occupied during this effort. Contractor shall accomplish the installation with minimum disruption of daily office activities. If performance of work outside normal duty hours will be required to meet the scheduled dates stated above, include desired working hours in the Proposal.
4.4 Base Support. The laydown and dry storage areas will be provided upon request. The
Contractor shall request the amount of storage in their proposal and secure this area if needed. If the base cannot provide the request area, the Contractor will be required to find another area.
