Questions & Answers

1. QUESTION: I have a question about the Presolicitation posted under solicitation number
FA670320B0005. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If this is a follow-on requirement, could you please provide the previous contract or task order number?
ANSWER: This is a new requirement.
2. QUESTION: According to the construction phasing & scheduling on drawing GC151 does not indicate the number of days allowed to complete CLIN 5, Can you provide this time?
ANSWER: See solicitation FA670320B0005 Section B Optional CLIN 0005.
3. QUESTION: Can we crush the removed concrete and use it for Drainage Layer Material?
ANSWER: See specifications.
4. QUESTION: Can we install the concrete crusher machine in the staging area?
5. QUESTION: According to our understanding of the specification Section 32 13 14.13, a slip form paver or fixed forms with a self-propelled roller are acceptable methods to pour the new concrete. Is that correct?
ANSWER: Slipform and fixed-form pavers conforming to the specification requirements are acceptable equipment for the project.
6. QUESTION: Can you clarify if the limit of the slab replacement by building 731 is the joint shown in the picture below?
ANSWER: See drawing sheet CS111. Coordinates are available.
7. QUESTION: If the prime contractor as a Minority and Female Company execute more than
35% of the contract value, are they meeting the minority and female goals?
ANSWER: See Solicitation FA670320B0005 Section K FAR 52.222-23.
8. QUESTION: Will you be sending out the sign in sheet to everyone who was there at some point?
ANSWER: Sign-in sheet was uploaded to the solicitation on beta.sam.gov 9/8/2020.
9. QUESTION: Will the Government provide access to a fire hydrant at the base? If yes, do we have to request for the water meter? And how much does it cost?
ANSWER: Government will provide access to fire hydrants at no cost.
10. QUESTION: Based on the unsuitable material section of the excavation specification (31 00
00), having a copy of the full geotechnical report for the project would be helpful in developing an accurate cost for the removal of all of the unsuitable soils from the site. Is the full report available?
ANSWER: See Atch 7 Repair Transient Parking Ramp Geotechnical Report 96 pages 20190612.
11. QUESTION: Will we be allowed to install a concrete batch plant on site or in the general location of the work being performed, will there be sufficient power and water available on this recommended site?
ANSWER: Yes, the batch plant can be installed onsite. Water and power is available, see GC152
Construction Operations Note 12.
12. QUESTION: Who is responsible for furnishing the mix design for the new concrete?
ANSWER: The contractor.
13. QUESTION: As far as the new rock base that is getting installed. Can the existing concrete that is being removed be crushed onsite and then used as base.
ANSWER: No.
14. QUESTION: According to the specification 33 46 16 Subdrainage Piping we can use Polyvinyl
Chloride PVC TP 46 or Corrugated Polyethylene TP S or SP. Is that Correct?
ANSWER: PVC is identified for the underdrains as shown in the drawing.
15. QUESTION: SF1442 Section f – Deliveries of Performance states 420 Calendars Days for the
Project, First 30 Calendar days no work on site. The notes on plan sheet GC-151 states the following:
Phase 0 = 180 Calendar Days
Clin 1 and 2 = 310 Calendar Days (I assume this is including the Phase 0 180 Days). So 130
Calendar Days to complete the work
Clin 3 and 4 = 75 Calendar Days
Clin 5 and 6 = 75 Calendar Days
This provides a total of 460 Calendar Days.
Which is correct?
ANSWER: 460 Calendar Days. See amendment to Solicitation FA670320B0005 revised Section F
– Deliveries or Performance.
16. QUESTION: Can you tell me where I can find the drawings? I only see the Specifications on the
SAMs website.
ANSWER: Drawings were uploaded to the solicitation on beta.sam.gov 9/4/2020.
17. QUESTION: Reference Plan Sheet CP301 – Can the Engineer label each section layer with the corresponding specification? In particular, what specification should we follow when building the 6” stab/drainage layer?
ANSWER: The 6” stabilized drainage layer is specified in Section 32 11 23.23 [BASE COURSE
DRAINAGE LAYERS].
18. QUESTION: Reference 6” Stabilized Drainage Layer - Can the existing concrete be crushed onsite and utilized for base course as an alternate to the drainage layer?
19. QUESTION: Reference Plan Sheet GC142 and GC143 Staging Area - Can the proposed laydown area (approx. 1.75 AC) be made larger to accommodate a plant? Would prefer to have minimum 2.5 to 3 Acres.
ANSWER: Additional area may be available at the time of Construction with the removal of Bldg.
745. Current limits on staging area are shown in the plans. Coordination with the Contracting
Officer will be required for additional space as stated in the specifications.
20. QUESTION: Reference Plan Sheet GC142 and GC143 Staging Area - Can we use Taxiway A and
G for staging of materials since they will be closed for construction?
ANSWER: Coordination with the Contracting Officer will be required and will depend on ongoing airfield operations at the time of construction.
21. QUESTION: Reference Plan Sheet GC142 and GC143 Staging Area - Are there any other sites available on the base for a plant site?
ANSWER: See Answer 19.
22. QUESTION: Reference Specification 32 11 36.13 – Lean concrete base course. – Where will lean concrete intended to be used on this project? Can not locate in the plans. Can this specification be used in lieu of the 6” Drainage Layer?
ANSWER: Section 32 11 36.13 cannot be used in lieu of the 6” drainage layer. The lean concrete specification is for reference and may be utilized at a later date as needed.
23. QUESTION: Reference Specification 32 13 14.13 section 2.3 Aggregates - Are local aggregates approved by GDOT acceptable for the production of concrete? Is there a history of aggregates used on Dobbins AFB that meet the project specification?
ANSWER: Local aggregates have been approved and used at Dobbins ARB.
24. QUESTION: Reference Plan Sheet GC142 and GC143 Staging Area - Is there a water source that can be used for a plant site at the staging area? If so, what size is the waterline?
ANSWER: Hydrants are available for use at the site. See GC121 and GC143 annotation.
25. QUESTION: Site Access for trucks delivering aggregates, cement, fly ash, or slag need to be considered for off hours. Will these materials be allowed site access for night concrete paving operations?
ANSWER: Deliveries requiring Site Access during off hours will be arranged in advance.
26. QUESTION: Reference Specification 32 13 14.13 section 2.1.1 Smoothness – Since the pavement is a concrete apron with many cross slope changes can the smoothness testing be performed by straight edge testing in lieu of profiliograph testing?
ANSWER: No. If issues are encountered during testing, alternative methods for acceptance are considered during the RFI process.
27. QUESTION: Specs state no o mixer trucks and it looks like the plant to pick it up at in dumps can’t be more than 15 minutes away (Smyrna is about 15 minutes)
28. QUESTION: Extensive aggregate testing has to be done before the mix curves and one of the components takes 1 year
29. QUESTION: Batchman needs to be NRMCA certified
ANSWER: See specifications Part 2.11.b of Section 32 13 14.13.
30. QUESTION: Strength tests are based on an average of the 14 day test of the 90 day lab results
(we don’t understand what this means)
ANSWER: See specifications Part 2.12.6 of Section 32 13 14.13.
31. QUESTION: Mix curves will take 90 days to get the results
ANSWER: Phase 0 contains 6 months for pre-construction submittals.
32. QUESTION: Testing/mix verifications are going to be costly maybe $15,000 - $20,000
33. QUESTION: Can ready mix trucks be used instead of dump trucks.
34. QUESTION: Spec shows 45 days allowed for round e clock work. With the days given and the amount of concrete to be poured, more days will need to be given for the drawing of the pavement.
ANSWER: Additional days can considered and discussed during the approval of the Construction
Schedule submittal.
35. QUESTION: Will each concrete/dump truck have to be escorts from the gate to the paver?
ANSWER: Yes.
36. QUESTION: How much time will it take for the trucks to go thru the gate?
ANSWER: Truck inspection duration varies on a daily basis.
37. QUESTION: Will the material suppliers have to be badged for this project?
ANSWER: No.
38. QUESTION: Can the tie down be placed after the concrete is poured?
ANSWER: See note 1 sheet CI502.
39. QUESTION: Will the hanger doors be able to be open during the pours?
ANSWER: This can be arranged in advance as needed.
