The intent for Corner Break is to be repair as a full depth repair with a minimum size of

5’ x 5’ per detail 7 of sheet CP501

Are the marks in the drawings to scale?

o Answer: The marks are approximate.

What is the difference between MED and HIGH?

o Answer: MED and HIGH refer to severity levels as found in the following publications: AFI 32-1041, ASTM Standard D5340-12 (2018), UFC 3-260-16FA, UFC 3-270-05, UFC 3-270-06.

Are the marks in the drawings to scale?

o Answer: The marks are approximate.

Minimum depth is 2”, what will be the max depth before it will need to be change to a full depth?

o Answer: 1/3 slab thickness.

What is the difference between MED and HIGH?

o Answer: MED and HIGH refer to severity levels as found in the following

Q3. Corner and Joint Spalling

The intent for Corner and Joint Spalling is to be repair as a partial depth repair with a minimum size of 6” x 6” per detail 2 and 4 of sheet CP501

o Answer: The marks are approximate.

Minimum depth is 2”, what will be the max depth before it will need to be change to a full depth?

Q4. Section 32 01 19 calls out ASTM D5893 Type NS (non-sag) to be used for all rigid pavement concrete joints and asphalt concrete joints. Type NS is not compatible with asphalt pavement so it will not work on asphalt-concrete joints. Self-Leveling type Silicone is compatible with asphalt and concrete pavements. Please consider allowing the use of

Silicone meeting ASTM D5893 Type SL (self-leveling) for the asphalt-concrete joint.

Answer: Alternative materials are considered. RFI submissions are accepted and answered to allow for potential variations during construction.

Q5. Will the Government please provide a quantity in Square feet (SF) for the partial depth existing, corner, and joint spalling (shown in details 2, 3 and 4 on plan sheet CP501) as a basis for bidding purposes? It is very difficult, if not impossible to quantify this item from the plans provided.

Answer: The quantities should be based on the provided plans, specifications, and site visit observation. The Government cannot provide this quantity.

Q6. Follow up to the question regarding a quantity of partial depth existing, corner, and joint spall repair:

If a quantity for these repairs can’t be provided, will the government provide an avg size in

SF of the partial depth repairs?

Q7. Will the Government please provide a Linear foot (LF) quantity of asphalt crack sealing on the shoulders and overruns as a basis for bidding? These are not shown on the plans.

Q8. Will the Government please provide an asphalt crack sealing repair plan detail?

Answer: Seal asphalt cracks in accordance with 23 01 17.61 [SEALING CRACKS IN

ASPHALT PAVING].

Q9. Does each work area need to be 100% complete before moving to the next work area or can the contractor work in 1 or more work areas as defined in the phasing notes on plan sheet

GC151. Please define which areas may be worked at the same time.

Answer: Multiple areas can be worked at the same time to accelerate the duration of construction. Final determination of concurrent work areas will be based on ongoing operations at the time.

Q10. I could not find enough detail in the plans and specifications to estimate the volume of crack sealing required for the taxiways and aprons. The overrun plans provide an estimate of

8500lf for each end, but I could find no data for the other areas to receive crack sealing.

Without a defined requirement, the potential for over bidding or under bidding, with resulting change orders, are increased.

Q11. Is there a list with dimensions of all spalls that are to be repaired on the project? The plans depict where the spalls are but, without the list of dimensions the only way to obtain dimensions would be to scale off the plans which would not be very accurate, and quantities would vary greatly from each bidder.

Q12. Is there a list with lengths of cracks to be repaired? Again, without the list of dimensions the only way to obtain dimensions would be to scale off the plans which would not be accurate, and quantities would vary greatly from each bidder.

Q13. On drawing sheet CP501, section 4, states “SEAL ALL OVERCUTS W/ EPOXY

MORTAR (TYP)” on the same sheet upper left hand corner Note 13 state “OVERCUTS

SHALL NOT BE ALLOWED…” Are overcuts allowed for spall repairs? Are overcuts allowed for full depth slab replacements? If overcuts are not allowed will corner coring be required?

Answer: See specifications.

Q14. On drawing sheet GC151 under CONSTUCTION PHASING/SCHEDULING, it states that Phase 0 duration is (60 Calendar Days) and that the duration for Work Areas 1 – 7 totals (187 calendar days) for a total job duration of 247 days but, in the SOLICITATION, Section F – Deliveries or Performance, it states the performance period is (230 calendar days) first 30 days no site work the remaining 200 calendar days for onsite work. Please clarify total number of days and number of days for each work area.

Answer: Follow GC151. Number of days will be as stated on Drawing GC151

Q15. Is/what is the required DBE participation for the project?

Answer: Assuming this means, Disadvantaged Business Enterprise, no DEB rate is applicable.

Q16. The only section of Trench drain that requires repairs as indicated in Drawing CP301

Detail 5, is the 20 LF indicate in Drawing CP106 or is there other section that will require this type of repair?

Answer: There are no other sections of trench drain that reference that repair detail.

Q17. Since the repairs for the trench drain per detail 6 of drawing CP501 are not identified in the drawings, note 2 on this detail apply meaning that only 1000 LF of the trench drain need to be repair. This this correct?

Answer: Applicability of detail 6/CP501 will be field identified and repaired IAW Note 2 and General Partial Depth Repair Note 2.

Q18. Any of the full slab replacement full depth will be require to do at night?

Answer: On sheet GC146, Note 1 identifies a work area that contains full slab replacement that must be completed at night OR coordinated with the Contracting Officer.

Q19. Do the Owner has an estimated quantity of the footage of cracks that need to be sealed in the shoulders to be sealcoated?

Q20. I have a question about the Presolicitation posted under solicitation number

FA670320B0003. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If this is a follow-on requirement, could you please provide the previous contract or task order number?

Answer: New requirement. This is not a follow-on requirement

Q21. I would like to see what I need to do to get bid plans on the above project?

Answer: Specification and Drawings are found on the Federal Business Opportunities section on the beta.sam.gov webiste

Q22. Please provide a joint detail for all slab replacement on drawings CP101-CP130, in a similar manner to the jointing specified on drawings CP131-133. Specifically Type A or C for jointing new PCC to existing PCC.

Q23. Please clarify where types F & H contraction joints are located, if any.

Q24. Please confirm all jointing details require dowels.

Q25. Are all patching repairs partial depth?

Answer: No. See Note of 7/CP501.

Q26. If the prime contractor as a Minority and Female Company is the self-perform work count towards the minority and female goals?

Answer: Awardee’s SAM registration will determine what credit is given.

Q27. Based on Item 0002 of the CLIN Schedule and the unsuitable material section of the excavation specification (31 00 00) on the above referenced solicitation, having any geotechnical information for the project that is available would be helpful in developing an accurate understanding of the in situ material and the cost for addressing all of the unsuitable soils on the site. Does such a report exist?

Answer: There is no available geotechnical report.
