ATTACHMENT 1

PERFORMANCE WORK STATEMENT

Water Collection and Testing

Dobbins, Air Reserve Base (ARB) Georgia

1. Scope. The contractor shall furnish all parts, labor, materials, supplies, equipment, transportation, and services necessary to collect and test drinking water samples on Dobbins Air

Reserve Base (ARB) Georgia. Supplies include shipping, packing materials, ice/refrigerants, preservatives, labels, proper marking/identification, sample collection instructions, custody seals, and chain-of-custody forms for all samples to be analyzed under this contract. The contractor shall supply all U.S. Department of Transpiration (DOT) shipping labels and other labels designed to meet regulatory shipping requirements. The contractor shall provide container labels necessary to clearly and correctly identify the type of analysis required, preservatives used, sample source, date and time sampled, name of sample identification number. Services shall be in compliance with the Safe Drinking Water Act (Public Law 93-

523), and the Georgia Environmental Protection Division (GEPD) Standards. Contractor shall use Environmental Protection Agency (EPA) approved analytical methods as outlined in the

Code of Federal Regulations 40 CFR 141.21 and contained in the recent edition of the “Standard

Methods for Examination of Water and Wastewater” published by the American Public Health

Association.

2. Description of Work. The contractor shall collect drinking water samples at Dobbins ARB, and analyze such samples, including re-sampling.

2.1 Total Coliform. The contractor shall collect water samples, transport samples to the contractor’s laboratory and test such samples for E. coli and total coliform. Testing shall be conducted on site at the contractor’s laboratory.

2.2 Micro-bacteriological Sample. The contractor shall collect and test samples for chlorine.

Micro-bacteriological sample analysis shall, at a minimum, consist of chlorine readings on site and analysis for the presence/absence of coliform and E. coli. Heterotrophic plate sampling shall be conducted only if the chlorine level of the sample is below 0.2ppm. The SenSafe Free Chlorine

Water Kit is EPA approved and an acceptable means for testing chlorine samples.

2.3 Additional Georgia State Drinking Water Contaminant Monitoring. In the event that additional monitoring requirements are added under Public Law 93-523, modifications to the contract will be made by the Dobbins ARB Contracting Officer. Monitoring of these contaminants shall be done on a monthly basis.

3. Duty Hours. The Bioenvironmental Engineering Service (BES) hours of operation are 0730 to 1600 Monday through Friday. The contractor shall be available for service and provide technical advice pertaining to water sampling and analysis Monday through Friday, 0730 until

1600. At time of award, the contractor shall submit a list of primary and alternate points of contact (POC) to the BES. The contractor will not be required to work during the following holidays:

4. Location of Work. The contractor shall collect all samples once a month at the locations identified in Attachment 1. The contractor will be notified by the Bioenvironmental

Engineering (BES) of any changes in collection locations or testing frequency and modifications to the contract will be made by the Contracting Officer.

5. Laboratory Certification. E.coli and total coliform samples shall be tested at a laboratory that is certified by the state of Georgia for Microbiological testing.

6. Area Cleanliness. The contractor shall maintain the location of work in a neat and orderly manner. The contractor shall clean up any spillage or other debris generated by its operations.

7. Routine Sampling. Routine Samples are those samples that can be reasonably planned or anticipated, and will be picked up on a regularly scheduled day. Contractor shall conduct sampling on the second Wednesday of each month. Samples shall be collected from the locations listed at Technical Exhibit 1.

7.1. If any of the locations listed above are not accessible during the sampling period, the contractor shall call BES at (678) 655-5781 for an alternate location.

8. Emergency/Short Notice Sampling. Emergency/Short Notice Sampling are those samples that are unscheduled and must be picked up within 24-hours of request. The contractor shall verbally report the results back to BES within one hour of results findings whether positive or negative. Reimbursement for emergency sampling will be made under CLINs 0002, 1002, 2002, 3002, and 4002. BES retains the option to collect samples for all emergencies including water line breaks. BES will coordinate with the contractor to deliver samples or will schedule with the contractor to pick up samples.

9. Notification of Results.

9.1 Positive Results. For emergency and monthly collections, the contractor shall telephone positive results for the total coliform and e-coli to Dobbins ARB BES personnel within one hour of result findings. The contractor shall continue to call until a Dobbins ARB BES POC is contacted. The contractor shall submit hard copy results to BES within 48-hours of findings

(electronic means are acceptable).

9.2 Negative Results. The contractor shall report negative results for the total coliform and e-coli to Dobbins ARB BES via email within 7-10 calendar days with a hard copy to follow. The contractor shall not leave a voicemail message or fax for any results. Dobbins ARB BES will provide a list of primary and alternate points of contact (POC) to the contractor. Updates will be provided to the contractor as needed.

10. Sample Retesting. Any sample which is determined to be positive for total coliform or E.

Coli must be retested within 24 hours of notification of the results. The contractor shall telephonically report the results of the finding within 24 hours to BES and send a hard copy. The contractor shall continue to call until a Dobbins ARB BES POC is contacted. The contractor shall submit hard copy results to BES within 48 hours via email.

11. Transportation of Water Samples

11.1. Routine Microbiological/Bacteriological Samples. The contractor shall collect, package and transport samples as specified in this PWS. However, if routine water sampling is not permitted due to inclement weather, holiday or unforeseen circumstances, the Government shall notify the contract lab personnel and coordinate an alternate pick-up date with the contractor. Water sampling shall be conducted within the calendar month.

11.2. Emergency Special Microbiological/Bacteriological Samples. The contractor shall collect, package, and transport samples at a mutually agreed upon time between the Government and contractor. Samples shall be delivered to the lab within 12-hours. BES will coordinate with the contractor to deliver samples or will schedule with the contractor to pick up samples.

12. Laboratory Requirements.

12.1. Validation of Qualifications. The contractor’s laboratory shall maintain certification by the

GEPD to perform bacteriological analysis of drinking water samples. The contractor shall provide documentation verifying that the laboratory is state certified for microbiological testing IAW

GEPD. The contractor shall notify BES within 7-calendar days of changes in certification status.

The contractor shall also ensure that BES is provided a valid certification on an annual basis while performing under this contract. Contractor shall disclose any non-compliance activity cited by the

GEPD during the last two years. Contractor shall inform the contracting officer of any non-compliance activity cited by GEPD during the life of this contract.

12.2. Laboratory Audits. Upon the request of the government, the laboratory will be required to allow government personnel to perform on-site laboratory audits.

12.3. Confidentiality. The contractor shall strictly observe the confidentiality of the Air Force information and records and shall comply with the laws and regulations governing disclosure, including Federal Privacy Act 5 U.S.C.553A. The contractor shall be held liable in the event of breach in confidentiality.
