REAL PROPERTY MAINTENANCE
DESCRIPTION OF SERVICES
F1 Overview: Real Property Maintenance’s major responsibilities include Recurring Work Program (RWP) and service calls for facility maintenance, utility systems, fuels facilities, power production, fire suppression system maintenance, pavements and roads, and airfield lighting. The Ktr shall furnish all personnel, hand tools, equipment, supervision, administration and other items and services necessary to service equipment, facilities, and utility systems as defined in this PWS except as specified in Section A-2 and F-TE-4 as government furnished property and services. All work identified in this Tab is included in the Firm Fixed Price unless otherwise specified.
F2 Personnel
F2.1 Real Property Maintenance (RPM) Manager: The Ktr shall provide an RPM manager who shall be responsible for the performance of the work. The name of this person and an alternate(s), who shall act for the Ktr when the manager is absent, shall be designated in writing. The RPM manager shall have no additional duties, outside the real property maintenance function. (See F-TE-3, F01)
F2.2 The RPM manager or alternate shall be located on-site and be available during normal duty hours within 30 minutes to meet on the installation with government personnel designated by the CO to discuss problem areas. After normal duty hours, the manager or designated alternate shall be available within one hour. The RPM Manager or alternate shall maintain a communication device by which he can be contacted by the Base Civil Engineer (BCE), Contracting Officer Representative (COR) or designated representative 24 hours a day, 7 days a week.
F2.3 Minimum Qualifications: The Ktr shall submit the below resumes and/or certifications. (See A-TE-3, A01; F-TE-3, F01 and F02)
F2.3.1 RPM Manager: The RPM manager shall have a minimum of 10 years experience in a combination of construction, maintenance, and operation of facilities and utilities. Experience in operation and maintenance of utility plants and systems is highly desirable. The RPM manager shall have a minimum of six years management level experience in any of the above areas. The RPM manager shall have familiarity with Sec 106 of National Historic Preservation Act.
F2.3.2 RESERVED.
F2.3.3 Liquid Fuels Maintenance (LFM) Technicians: All LFM technicians shall have successfully completed LFM course J3AZR3E472 or must be able to demonstrate at least 5 years experience on the maintenance of aviation fuel systems. Experience shall include maintenance of military hydrant systems (Type III), automatic control valves, petroleum pumps, aviation fuel filtration equipment, fuel meters, above- and below-ground storage tanks, gauging and leak detection systems, electrical systems, manual valves, pressure and flow sensing devices, and fuel transfer hoses.
F2.3.4 Boiler Operators: Journeymen employees that operate steam boilers (operating pressure greater than 15 PSI) or high temperature hot water generators (operating temperatures greater than 250 F and pressure greater than 160 PSI) shall be qualified as stated herein. Journeymen boiler operators shall be trained to the level required by the National Institute for the Uniform Licensing of Power Engineers (NIULPE) for issuance of a Class 4 operator’s license. The Ktr shall submit evidence of qualification of employees to the CO. The Ktr shall have at least one journeyman employee on duty at all times that a boiler meeting the requirements above is operational.
F2.3.5 Backflow Prevention Technicians: Technicians shall have a current back-flow/cross connection certification issued by the state of Georgia. Certification and Recertification shall be the responsibility of the Ktr.
F2.3.6 Cross-connection/backflow Surveyor: Cross-connection/backflow surveyor shall be certified by the state of Georgia as a surveyor. Certification and Recertification shall be the responsibility of the Ktr
F3 General Requirements
F3.1 Disaster Response Work: In the event government property is damaged by causes of a disastrous nature, the BCE will determine the emergency actions necessary to protect government and personal property. Ktr support required for disaster preparedness exercises shall be provided as directed by the BCE IAWAFI 10-2501, Full Spectrum Threat Response (FSTR) Planning and Operations. Disaster response work will be ordered under the Labor for Service Call CLIN of the contract.
F3.2 Hazardous and Regulated Waste: Several of the activities undertaken in the execution of this contract will result in the generation of hazardous waste. The Ktr shall comply with the Dobbins ARB Storm Water Pollution Prevention Plan (SWPPP), Waste Management for Shop Manual, Base Hazardous Waste Management Plan, AFI 10-2501, Full Spectrum Threat Response, AFI 32-7042, Solid and Hazardous Waste Compliance, AFI 32-7086, Hazardous Materials Management, and AFPAM 32-7043, Hazardous Waste Management Guide. The Ktr shall ensure personnel handling hazardous waste and regulated materials are properly trained in a manner consistent with applicable local, state, and federal regulations (SDSF03).
F3.2.1 To facilitate waste handling and disposal, and ensure regulatory and Dobbins ARB SWPPP and Base Hazardous Waste Management Plan compliance, the Ktr shall control the accumulation of hazardous and regulated wastes and establish procedures for documentation, inspection and on-site safety measures at the accumulation points for all Ktr-operated facilities. The Base Hazardous Waste Mgt Plan and Dobbins SWPPP do not require extraordinary procedures, but rather directs a common handling system that complies with OSHA and environmental guidelines and ensures compliance with federal and state regulations.
F3.2.2 The Ktr shall comply with the Dobbins ARB Hazardous Materials Emergency Planning & Response (HAZMAT) Plan section on spill notification, spill prevention, containment and control for spill reporting and first response.
F3.2.3 Both underground and aboveground storage tanks containing petroleum products, hazardous materials, and other regulated substances are included in "facilities." The Ktr shall comply with state and federal regulations concerning the monitoring of those tanks.
F3.2.4 All work pertaining to handling hazardous and regulated waste other than recurring maintenance will be ordered under the Labor for Service Call CLIN. The Government will be responsible for actual disposal of hazardous and regulated waste, and costs associated therewith.
F3.3 Welding, Cutting, Brazing, and Soldering: The Ktr shall comply with 29 CFR 1910, Occupational Safety and Health Standards and obtain AF Form 592, USAF Welding, Cutting, and Brazing Permit, from the Fire Department before initiating “hot work”. The Ktr shall notify the Fire Department on completion of work.
F3.4 Road Closures: The Ktr shall coordinate all road closures and re-opening required in the performance of this contract with the BCE, Fire Department, Security Forces, and COR prior to start of work.
F3.5 Technical Guidance: The Ktr, RPM Manager or his designated representative, shall provide advice and assistance to the government on all areas specified as Ktr responsibilities. Services include, attendance at (or participation in) commander’s staff meetings, Work Order Review Meetings (WORM), field surveys, disaster preparedness and base recovery exercises and meetings, environmental protection committees, Bird Aircraft Strike Hazard (BASH) Team, Base Civil Engineering staff meeting, Base Civil Engineering Update, Environmental Compliance Assessment Management Plan (ECAMP) meetings and inspections, Pollution Prevention and Recycling meetings, Facility Board, Foreign Object Debris (FOD), Safety Meeting, Base Energy Steering Group Meeting, Design Review Panels and meetings, utilities conservation, and all other meetings designated by the BCE. The Ktr shall prepare related reports as required by the BCE. Preparation of reports not specified in F-TE-3 will be processed by the BCE as a miscellaneous service call.
F3.6 Work Involving Occupied Buildings
F3.6.1 During the performance of this contract, facilities will continue to be occupied. All Ktr work shall be performed in an orderly manner with minimum disturbance and inconvenience to the occupants. The Ktr shall confine and limit his operations to only those areas required for performing the work. The Ktr shall, on a daily basis, keep the work area, job sites and government vehicles used in the performance of this PWS free from accumulations of waste material, rubbish, tools, scaffolding, equipment, and materials. Upon completion of the job, the Ktr shall leave the work area and premises in a clean and neat condition (SDSF04).
F3.6.2 The Ktr shall submit a written request to the BCE and obtain written approval from the BCE at least 48 hours prior to intentional interruption of utilities. The Ktr shall notify the building managers at least 24 hours prior to intentional interruption of utilities.
F3.7 Unscheduled Utility Outages: The Ktr shall treat all utility outages as emergencies. The BCE, Fire Department, and Security Forces shall be notified of all unscheduled utility outages within 30 minutes of occurrence. All utilities systems shall be reset and returned to its normal operating condition within one hour of utility being placed back in service. The Ktr shall notify the BCE, Fire Department and Security Forces within 30 minutes after all systems have been reset. (See F-TE-1, SDSF05)
F3.8 Airfield Safety: The active airfield area (consisting of all runways, including overruns, taxiways, and areas adjacent to the above) is under the control of the Chief of Airfield Management, represented by the Air Traffic Controller (ATC) on duty in the control tower. Before entering or approaching this area for any reason, the Ktr shall obtain permission from the ATC. In the airfield area the Ktr shall subject his operations and movements to the control of the ATC IAW AFI 13-204V3, AIRFIELD OPERATIONS PROCEDURES AND PROGRAMS.
F3.9 Asbestos Materials: The Ktr may encounter asbestos materials during performance of this PWS. When asbestos is encountered, the Ktr shall stop all work immediately and notify the BCE. No further work shall be performed in the area where asbestos was encountered until the BCE notifies the Ktr that it is safe to resume work.
F3.10 Work Clearance Request Form (AF Form 103): The Ktr shall be responsible for processing all excavation permits and flagging of utility systems and underground structures that falls under the responsibility of the BCE. From receipt of the request, the Ktr shall have less than five calendar days to accomplish task. (See F-TE-2c-1 for estimates and F52 for filing instructions)
F4 Work Categories: The KTR shall perform two categories of work: Preventive Maintenance and Corrective Maintenance Service Calls.
F4.1 Preventive Maintenance (PM): Preventive maintenance is defined as those items of planned work, inspections and tests required on a periodic (for example, daily, weekly, semi-monthly, quarterly, semi-annual and annual) basis to prevent or delay failures of facilities and equipment. The KTR shall base the degree of preventive maintenance employed upon the reliability, criticality, and economics of the equipment, facility, and system being maintained, except as specified elsewhere in the PWS. See additional workload data in F-TE-6. (See F-TE-1 SDSF06)
F4.1.1 Provide a comprehensive PM that established priorities and categories for all preventative maintenance (whether performed in-house or by subcontract) task and frequencies that effectively focus resources necessary to maintain Dobbins ARB infrastructure and provide greater protection to the equipment. Maintain all equipment and systems to sustain an operational capability for anticipated asset life while maintaining life cycle costs within industry standards.
F4.1.2 Submit a completed PM plan to the BCE for approval within sixty (60) days of the beginning of the first operational performance period. The BCE or BCE designated representative will approve all changes to PM frequencies, and schedules prior to implementation. Update schedules as necessary to reflect all changes in equipment inventory. All records maintenance shall be the sole responsibility of the contractor. At the beginning of each option period the BCE designated representative and contractor will jointly review the preventative maintenance accomplished over the previous twelve (12) months. The CO (with the BCEs recommendation and concurrence) will approve all additions or deletions to the PM. (See F-TE-3, F03, and F-TE-1 SDSF06)
F4.1.3 The program shall include equipment inspected or maintained, assigned shop, facility number, inspection, and maintenance action sheet frequencies and estimated hours. Perform preventative maintenance under the PM as specified in existing PM records, Maintenance Action Sheets (MAS), identified applicable AF/UFC/ETL/UPC/MIL-Handbook standard, current RS MEANS CostWorks series (or equivalent), manufacturer’s specifications or agreed upon levels for each equipment item, facility, or infrastructure and plant system. Adhere to all manufacturers’ preventative maintenance recommendations throughout the warranty period of newly installed equipment.
F4.1.4 The KTR will maintain PM data, to include subcontracted work, and all costs associated with PM in IWIMS or an AFRC approved system to ensure all costs are captured to support the Asset Management Plans (AMPs), and Base Comprehensive Management Plans (BCAMPs). Upon Government request, the KTR will provide IWIMS PM data IAW the RWP Submission Procedures (see BCE Asset Management POC for procedures). PM data captured and tracked in another AFRC approved system will be provided in an excel format (see Excel examples below). All PM data will include: Installation code, Shop Number, Record Type, Record Description, Record Location, Record Frequency, Facility Number, Work Order Number, Craft (Shop Description i.e. OX, IT, ET), and estimated hours.
Sample PM and Shop Rate Data examples:
F4.1.5 The KTR shall provide an equipment failure report to the government for each instance of premature catastrophic failure. The failure report shall include preventative maintenance preformed, warranty expiration date (if any), equipment expected life, date equipment installation, date of failure, and explanation for failure. (See F-TE-3 F51)
F4.2.1 PM Schedules: The KTR shall provide the following schedules.
F4.2.1.1 Annual PM Schedule: The KTR shall prepare and submit a written annual schedule by month for preventive maintenance, inspections, and tests of equipment referenced in the PWS Technical Exhibits. Schedule all equipment items for preventive maintenance, inspection, and tests during the contract period providing for an even distribution of work. (See F-TE-3 F03, and F-TE-1 SDSF06)
F4.2.1.2 Monthly PM Schedule: The KTR shall prepare and submit a monthly schedule for all work and inspections required in Tab F (See F-TE-3 F04, and F-TE-1 SDSF06). The KTR shall schedule all equipment items for preventive maintenance, inspection, and tests during the contract period providing for an even distribution of work.
F4.2.1.3 Completed PM Schedule: The KTR shall prepare and submit a written report of work actually accomplished during the preceding month. The report shall include the date accomplished, craftsman’s name, hours, actions accomplished, and any written reports specified in F-TE-3. The KTR shall include a revised schedule in the report for any work, which was scheduled but not accomplished, and submit for the BCE's approval. (See F-TE-3 F05 and F-TE-1 SDSF06)
F4.3 Service Calls (See F-TE-1 SDSF07)
F4.3.1 Corrective Maintenance (CM) Service Calls: Corrective Maintenance (CM), previously known as Direct Scheduled Work (DSW) shall be subject to review and approval by the BCE. CM calls consist of unscheduled/scheduled sustainment type work requirements and includes non-recurring maintenance, repair, and replacement, necessary to sustain real property assets. Examples of CM work are repair broken window; water/electrical outage; repairs to HVAC; repairing a gas valve, etc. (NOTE: A CM call may be generated by customer who only knows the air conditioner does not work. The result of the customer complaint is a CM call requiring the Ktr to repair the air conditioner). All CM call labor shall be paid at the applicable craft category hourly rate(s) specified under the Labor for Service Call CLIN of the contract. All Ktr CM material costs will be reimbursed. Billing shall be broken down by craft hour per CM call per craft. (CM call number A1011: plumber 10 hours, carpenter 2 hours, etc.) For any CM call meeting the requirements of F4.3.2.1, which in the evaluation of the KTR is $500.00 or less in labor and materials, the KTR shall schedule and accomplish the work within the periods established in paragraph F4.3.3 and subparagraphs below, after receipt of the CM call. If during accomplishment of any CM call, the KTR determines the cost will exceed $500.00 in labor and materials, work shall be stopped and the BCE contacted for further approval before proceeding. Prior to accomplishment all CM calls in excess of $500.00 require BCE approval. The KTR shall populate, maintain, and update, the CE legacy systems Interim Work Information Management System (IWIMS), (or other Government designated replacement database system), in the time frames set forth in paragraph F4.3.3 and subparagraphs below after receipt of approval. The KTR shall invoice the government for CM calls only after completion and acceptance of all work and update of IWIMS (or the government designated database system) data. With the exception of costs associated with pickup and delivery of supplies and equipment, CM work will be ordered under the Labor for Service Call CLIN of the contract.
F4.3.1.1 Daily CM Call Schedule: The KTR shall notify the BCE or COR before 0830 each workday, of all daily scheduled Labor for Service Call work. Each workday before 8:30 A.M., the KTR shall notify the BCE or COR of Labor for Service Call work scheduled that day.
F4.3.1.2 Customer Service (Work Control): The Ktr shall serve as the on-base CE centralized customer service focal point. Process all CM work requests to include after hour calls, dispatch craftsman to emergencies, and write Corrective Maintenance (CM) work orders. Maintain the night log with all pertinent information. Classify work utilizing the most current government work classification system. Provide work request feedback to facility managers to include approved priority and completion status. The Ktr shall receive calls by telephone, in person, or in writing at the service call desk during normal duty hours. CM calls (other than emergencies) shall only be accepted from facility managers or their alternates, RPM personnel, or the BCE. The KTR shall accept emergency CM calls from all base personnel. A list of personnel authorized to place CM calls (other than emergencies) will be provided to the Ktr by the BCE.
F4.3.1.3 Interim Work Information Management System (IWIMS): The Ktr shall populate, maintain, update, generate, and manage all CM call data and reports in the CE legacy systems Interim Work Information Management System (IWIMS), or Government designated replacement database system. The KTR shall input all information in IAW the procedures outlined in the CE legacy systems Interim Work Information Management System (IWIMS) Guidebook for a BOS Contract Environment, or Government designated replacement database system guidance. The KTR shall input a description of work performed and detailed remarks, including corrective actions, for all CM calls. Except as otherwise stated herein, the KTR shall input estimates for all CM calls prior to the performance of work. The KTR’s estimate for non-duty hour emergency CM calls shall be input NLT the next workday. For those CM calls estimated to be $1000.00 or less, the estimate may be based on the KTR’s experience or on industry standards. Actual hours and costs shall be input at the completion of work. If, during accomplishment of any CM call, the KTR determines the cost will exceed the approved amount in IWIMS or the Government designated replacement database system, the work shall be stopped and the BCE shall be contacted for further approval. Document all CM call changes in the remarks section of the service call form in IWIMS.
F4.3.1.4 Service Call Form: The CM call form in IWIMS or the Government designated replacement database system shall be used. Upon completion of a CM call, the KTR shall obtain a signature from the requester or facility manager (or alternate) to validate that the work was completed.
F4.3.1.5 Work Accomplishment: Generally, the KTR shall perform CM call work in the sequence received based on the allotted time. However, it may become necessary for the Government to change the sequence and timing for work performance or completion based on unforeseen changes in circumstances, changes in priority and other reasons currently unknown. Any required changes in the sequence and timing for work performance or completion will be determined by the BCE and provided to the KTR. Such changes shall not form the basis for an equitable adjustment. Document all work changes in the remarks section of the service call form in IWIMS.
F4.3.1.6 Any CM call, which will change Government real property records, shall be individually managed. The KTR shall use scaled building drawings indicating to scale all changes to plans, elevation, and details, as appropriate, so necessary updating of real property records can be accomplished. The KTR shall submit the "marked-up" scaled drawings IAW F-TE-3, F06 prior to considering the job complete.
F4.3.2 Types of Corrective Maintenance Calls
F4.3.2.1 Unscheduled/Scheduled Sustainment Work: Corrective Maintenance work which contributes to the sustainment of facilities to support the continued mission operations. Non-recurring maintenance and repair CM work is defined as work necessary to: change parts, accessories, apparatus, bearings, drive belts, chains, pulleys, sheaves, valves, piping apparatus, strainers, filters, and the change-out of components such as generators, pumps, starters, motors, radiators and the total overhaul of the basic item of equipment or facility system. Non-recurring maintenance and repair is performed as a result of equipment or facility system breakdown or by detection of a malfunction or potential malfunction. All repairs will be ordered under the applicable Labor for Service Call CLIN of the contract.
F4.3.2.2 Scheduled Enhancement Work: Work which does not contribute to the sustainment of continued mission operations are for work which enhance a facility.
F4.3.2.2.1 Miscellaneous Service Calls: Service calls which are within the overall realm and scope of the Real Property Maintenance (RPM) function, but which are not specifically called for in any section(s) of the RPM PWS. Miscellaneous service calls are tasks that cannot be defined as non-recurring maintenance, repairs, or replacements. Miscellaneous service calls will be ordered under the Labor for Service Call CLIN of the contract and the KTR shall obtain BCE approval prior to accomplishing the work regardless of estimated cost.
F4.3.2.2.2 Modernization/Revitalization Work: Modernization/Restoration is defined, as work performed for which the end result is a new or higher standard (facility enhancement). Example: Replace wallpaper, replacing carpet/tile, painting, increase HVAC capacity, replacing existing items with new items for the purpose of improving the quality of the work area. Also included is work performed that results in adding new components or items to an existing facility or system, or work that substantially alters a facility or system. Example: Install new door in existing wall, build a new wall within an existing facility, installing carpet or tile where none previously existed, changing the use. In no case shall modernization/restoration service calls exceed $30,000 (labor and materials). The total amount of modernization/restoration shall be limited to, $150,000 per year. The BCE will develop a metric to track expenditures and report status to WORM and HQ AFRC/A7I monthly. Response and completion time for these service calls shall be accomplished in the time frames as established by the BCE. The BCE will provide an approved AF Form 332, Work Request, to the KTR for all Modernization/Restoration work. All work under this paragraph will be ordered under the Labor for Service Call CLIN of the contract.
F4.3.3 Corrective Maintenance Service Call Priorities: CM service call priorities are defined as below and the KTR shall start and finish work as follows:
F4.3.3.1 Priority 1 Emergency (Sustainment, Corrective Maintenance): Priority 1 is all emergency (unscheduled) work. Emergency work represents immediate maintenance, safety, or mission risk and will always be accomplished before all other work. The goal is to eliminate the emergency hazard or perform a temporary fix until sufficient materials or resources are made available to complete a final repair. The KTR shall notify the BCE, respond back to the customer within 10 minutes, and initiate corrective action within 30 minutes after receipt of service call. The KTR shall continue work until the emergency condition is removed. The KTR shall notify Security Forces and Fire Department personnel as soon as possible but NLT 30 minutes after the KTR is notified of the emergency. (See F-TE-1 SDSF07)
F4.3.3.2 Priority 3 – Sustainment Corrective Maintenance (CM): Priority 3 is classified as Sustainment Corrective Maintenance. The majority of customer generated daily workload will fall within this category. This work category is also classified as scheduled, non-discretionary work. Priority 3 work is divided into three sub-levels based on the type and description of the work and the maintenance risk of not performing the task as well as priority of the asset (SDSF07).
F4.3.3.2.1 Priority 3A – High Risk Work: This sub-category priority is often associated with follow-up work to an Emergency (Work Priority 1) that was responded to and downgraded. Work that corrects life, health and safety deficiencies should also fall under 3A, i.e. RAC, FSD, etc. This identifies the task as having the potential for high risk to the asset and left unattended could become potentially worse (SDSF07).
F4.3.3.2.2 Priority 3B – Medium Risk Work: The priority is based on the scope of work, typically medium risk, and should be responded to in an expedited manner to prevent failure. Failure to respond could lead to requirement becoming a 3A high risk. Work orders in this category are only CE internally generated work, typically during PM inspections, and to repair and maintain RPIE assets (SDSF07).
F4.3.3.2.3 Priority 3C – Routine Risk Work: This is low priority and low risk maintenance. Low maintenance risk supports delays longer time periods to complete (SDSF07).
F4.3.3.3 Scheduled Enhancement Work: Priority 4 is classified as enhancement or discretionary work. All work in this category will be managed through a review committee within CE, typically called the Work Order Review Board or WORB. The WORB will apply both asset management and Prioritized Asset List (PAL) type factors to these kinds of requests. Work defined and prioritized by the BCE. Enhancement work orders will not be accomplished over sustainment work. (NOTE: Work not being considered for in-house accomplishment does not fall in this category.)
F4.3.3.3.1 Priority 4A – Scheduled Enhanced Work: Work orders in this category are for facility enhancement or “nice to have” work. Examples include replacement of carpet or ceiling tiles, lighting upgrades, installation of electrical outlets, or repair of aesthetic appurtenances, such as landscape lighting. Work could also be for a new critical mission requirement when an addition to or new RPIE is required. Work orders in this category may require capitalization.
F4.3.3.3.2 Priority 4B – Scheduled Enhanced Work: Work done to upgrade, replace, or install a system may need to be capitalized. Work that does not contribute to sustainment or ensure continued mission operations. Work can be accomplished via contract/Saber and “funded by others.” Other examples, event support and any decorative versus operational need (signs, landscaping, status displays etc.) fall in this category.
F4.3.3.4 Upgrade/Downgrade of Priorities: CM calls shall not be downgraded to a lower classification except as approved in writing by the BCE. Conversely, as determined in writing by the BCE, CM calls may be upgraded to a higher classification as dictated by the situation.
F4.3.3.5 Service Call Approval and Completion: All CM calls must be approved in IWIMS NLT the last day of the contract option year. All CM calls must be physically complete within 30 days of approval and must be financially closed within 120 days of approval.
F4.3.4 R.S. “MEANS” Cost Data: The KTR shall use the R.S. Means (MEANS) data to determine the estimated cost of CM calls where the total costs (labor and materials) are estimated to exceed $1,000. All work associated with the development of R.S. MEANS estimates, including any work associated with the development of the estimate and any revised MEANS estimates, is included in the firm fixed price. The estimated workload for MEANS estimates is included in F-TE-2c.
F4.3.4.1 Processing Times: Processing time for the KTR to complete and input the MEANS estimates into IWIMS shall be IAW the priorities set forth below. All MEANS estimates shall be treated as a priority II, unless otherwise specified by the BCE. The completion times shown are workdays after receipt by the KTR of the CM call request (SDSF08).

F4.3.4.2 Completion of CM call work shall be IAW paragraph F4.3.3 unless deviation is approved by the BCE. Where approval by the BCE is required before start of work, the CM call time specified in paragraph F4.3.3 above includes the time to obtain approval.
F4.3.4.3 The BCE will provide any applicable sketches, drawings or other description of the required work. As necessary, and as requested by the KTR or the BCE, a meeting or site visit will be conducted between the BCE, the KTR and the customer to review the requirement, discuss the scope of work, and answer any questions the KTR, BCE or customer may identify. Document all service call changes in the remarks section of the service call form in IWIMS.
F4.3.4.4 The KTR's MEANS estimate shall include: an itemized list of materials, with the cost and basis thereof indicated; the estimated craft hours by craft category, with the cost of labor based on the applicable craft hourly rates specified under the applicable Labor for Service Call CLIN of the contract; a description of any equipment rental with justification, and rental cost with basis thereof indicated. The KTR shall fully explain any assumptions used in developing the MEANS estimate. Document all assumptions in the remarks section of the service call form in IWIMS.
F4.3.4.5 It may become necessary for the KTR to develop revised MEANS estimates. Revised MEANS estimates can be caused by a number of reasons, including (but not limited to): funding constraints, change of mission, project scope changes, customer changes in the Government requirement, inadequate or inaccurate estimates by the KTR. Any request for a revised MEANS estimate will be submitted in writing by the BCE with a description of any changes and an explanation of reasons necessitating the revision. Processing times for revised MEANS estimates will be IAW paragraph F4.3.4.1 and the priority as established by the BCE. Document all individual service call changes in the remarks section of the service call form in IWIMS.
F4.3.4.6 The KTR shall be aware some CM calls may be canceled or not approved for accomplishment after the MEANS estimate has been developed and input into IWIMS. The BCE shall notify the KTR of any CM calls that are canceled or not approved for accomplishment. Document all individual CM call information in the remarks section of the service call form in IWIMS.
F5 Facility Maintenance: The Ktr shall be responsible for the maintenance and repair of all base facilities and utility systems. The Ktr shall perform all work under this PWS using skilled craftsmen and the latest trade practices. The Ktr shall comply with the Uniform Building Code. In the event any base facility not identified in this PWS should require repairs or non-recurring maintenance, work will be ordered under the applicable Labor for Service Call CLIN of the contract (SDSF09).
F5.1 Facility Maintenance Files: A facility maintenance folder for each facility shall be maintained by the Ktr. Documentation of all RWP and service calls accomplished on a facility shall be placed in chronological order in the appropriate facility maintenance folder. The records shall provide maintenance and repair history for each facility. The Ktr shall maintain all warranty information in this file. Any service call, which requires a MEANS estimate, shall have the estimate filed with the service call form. These files and their contents are the property of the government and shall not be destroyed or removed from the installation. These files shall be made available to the BCE, the COR and the CO at all times during the life of the contract (SDSF10).
F5.2 Roofing: The objective of a roof maintenance inspection program is to reduce the life-cycle cost of installation roofs. Roof management involves the periodic inspection, routine maintenance and repair.
F5.2.1 The Ktr shall perform a visual roof inspection and general housekeeping (removal of foreign debris) on all roofs, gutters, downspouts, flashing, and gravel stops, in April of each year. Perform inspections IAW the appropriate National Roofing Contractors Association (NRCA) Manual for Inspection and Maintenance, and UFC 3-110-04 Roofing Maintenance and Repair. The Ktr shall inspect all roof systems not covered by the Manual for Inspection and Maintenance or UFC 3-110-04 IAW the applicable manufacturer's instruction or customary trade practices if manufacturer's instructions do not exist. The Ktr shall prepare and submit a written report of findings. (See F-TE-3 F07)
F5.2.1.1 The Ktr shall develop and maintain a roof management database to administer the roof inspection program. The roof database will be created and maintained IAW AFI 32-1051. The roof database will contain detailed information on each roof section (facility number, roof type, material, manufacture, warranty info, etc.) and classify each roof section as “red”, “yellow”, or “green” IAW the guidelines for classification in AFI 32-1051. The roof management database will be made available upon request for repair/replacement project planning and development.
F5.2.1.2 The Ktr shall repair all roofing, flashing, gutters, downspouts or gravel stops, which are leaking, missing, loose, or otherwise defective. The Ktr shall patch or replace in such a manner to ensure the completed work is water and weather tight. The roof repairs shall include all necessary structural repair and fascia board repair. The Ktr shall remove bitumen spilled over gravel stops and on fascia boards during the execution of repair work under this contract. The Ktr shall perform repair work IAW the National Roofing Contractors Association (NRCA) Manuals, and UFC 3-110-04 Roofing Maintenance and Repair. All work under this paragraph will be ordered under the applicable Labor for Service Call CLIN of the contract.
F5.2.2 Fixed Ladders
F5.2.2.1 Inspections: The Ktr shall inspect all fixed ladders IAW AFI 91-203. Locations of the ladders and quantities are indentified in F-TE-2i. A formal, fully documented inspection of all fixed ladder inspections shall be reported IAW F-TE-3 F45.
F5.2.2.2 Maintenance and Repair: Maintenance and repair of fixed ladders shall be IAW AFI 91-203. Any modifications will be approved and documented in writing by the BCE and Ground Safety. All work under this paragraph will be ordered under the applicable Labor for Service Call CLIN of the contract.
F5.3 Locksmith: The Ktr shall provide locksmith services to include safes, vaults, combination locks, cipher locks, panic hardware, file cabinet locks, door closures, codes and keys, key cutting, padlocks, and associated hardware. The Ktr shall be furnished keys for access to many facilities and shall protect keys from pilferage. The Ktr shall establish a procedure for an orderly arrangement and positive control of all keys. In the event a master key in the Ktr's possession is lost or missing, all locks and keys for that system shall be replaced or retumbled at the Ktr's expense. The Ktr shall make and distribute keys to the BCE only. The Ktr shall maintain a log to document all keys issued and make this log available to the BCE, COR and CO at all times.
F5.3.1 Replacement Keys: The Ktr shall provide replacement keys for broken, lost, and inoperative keys during normal duty hours. The Ktr shall provide two keys for each new door lock or rekeying of a lock. The Ktr shall change safe combinations as ordered by the BCE. Replacement keys shall be provided within two workdays of receiving the Government's request for keys. All work under this paragraph will be ordered under the Labor for Service Call CLIN of the contract.
F5.3.2 Replacement Locks: The Ktr shall replace missing, broken, or inoperative locks for facilities. These locks include Air Force owned mailboxes, but not US Postal Service mailboxes. All repairs will be ordered under the Labor for Service Call CLIN of the contract.
F5.4 Facility Finishes: The work to be performed includes the painting of areas and facilities, and any repair painting to be accomplished. The painting includes surface preparation and finish painting of all surfaces assigned. Generally, interior repainting shall be one-coat work, provided complete paint coverage is accomplished. Colors shall be specified by the BCE. The Ktr shall use and dispose of all hazardous materials IAW Dobbins ARB Storm Water Pollution Prevention Plan (SWPPP), and Waste Management for Shops Manual. Painting and surface preparation will be accomplished IAW standard industry practices. The Ktr shall take all actions necessary to protect government property near the work area and return the work area to its original condition after work is completed. Occupants are responsible for removing personal items from walls and floors when these areas are to be painted. The Ktr shall not store flammable materials in other than areas approved for such storage. All work under this paragraph will be ordered under the Labor for Service Call CLIN of the contract.
F5.4.1 Lead-Based Paint: The Ktr shall notify BCE prior to performing surface preparation that could disturb painted surfaces. The BCE and Bioenvironmental will determine if the existing surface is lead-based paint. If the paint is lead-based, the Ktr shall conduct surface preparation IAW applicable law. All work under this paragraph will be ordered under the Labor for Service Call CLIN of the contract.
F5.5 Floor Refinishing: The Ktr shall maintain floors by repair or replacement. Floor maintenance includes replacement or repairs of carpeting, resilient flooring, either tile or sheet to match existing flooring. Patch all cracked, broken, or spalled areas of exposed concrete floors. Repair patches shall be made with a non-shrinking cement mortar, finished even with the adjoining surfaces, and ground smooth. Exterior porches, docks, entrances or concrete steps shall be patched or restored in a manner to make them safe and usable. All repairs will be ordered under the Labor for Service Call CLIN of the contract.
F5.6 Masonry Maintenance: The Ktr shall repair or replace all masonry items such as concrete block, brick, structural clay tile, ceramic tile and other similar building materials. All masonry shall be maintained in a serviceable condition and be repaired as necessary during the course of this contract. All repairs will be ordered under the Labor for Service Call CLIN of the contract.
F5.7 Ceilings: The Ktr shall repair all ceilings. Damaged or deteriorated supporting members shall be mended or replaced. Repair all areas of ceiling surfaces that are broken, cracked, or otherwise damaged to a serviceable condition. All repairs will be ordered under the Labor for Service Call CLIN of the contract.
F5.8 Doors and Gates: The Ktr shall provide scheduled RWP maintenance on all doors (ex. personnel, overhead, hangar, and fire), fences, and vehicle gates (ex. electric and manual). All repairs will be ordered under the applicable Labor for Service Call CLIN of the contract. (See Workload Estimates in F-TE-2e and F-TE-6).
F5.8.1 Personnel Doors: Doors shall operate smoothly and properly without binding, sticking or other defects that would prevent their functioning IAW the design intent. Exterior doors should be maintained so as to preserve the watertight integrity. All hardware such as hinges, locks, strike plates, door closers shall be maintained free of corrosion or other defects that would prevent their operating as intended. All repairs will be ordered under the Labor for Service Call CLIN of the contract
F5.8.2 Overhead Doors: The Ktr is responsible for maintenance and repair of all overhead doors IAW F-TE-6, MAS #1, and manufacturer’s recommendations. All repairs, non-recurring maintenance, and any replacement of overhead doors will be ordered under the Labor for Service Call CLIN of the contract.
F5.8.3 Hangar Doors: The Ktr shall inspect, clean, lubricate and adjust all hangar doors IAW F-TE-6, MAS #2. A written report of findings shall be prepared and submitted IAW F-TE-3 F08. All repairs will be ordered under the Labor for Service Call CLIN of the contract.
F5.8.4 Fences and Gate Openers: Recurring maintenance, tests and inspections shall be IAW manufacturer’s recommendations. Repairs will be ordered under the Labor for Service Call CLIN of the contract. (See F-TE-2e for locations and quantities).
F5.8.5. Fire Doors and Smoke Barrier Opening Protection: Recurring maintenance, tests and inspections will be IAW UFC 3-601-02 and manufacturer’s recommendations. Any required repairs will be ordered under the Labor for Service Call CLIN of the contract. (See F-TE-2e for locations and quantities).
F5.9 Built-In Equipment: The Ktr shall repair all built-in equipment such as cabinets, shelving and similar equipment. Equipment shall be repaired to a usable condition and finished in a manner prescribed by the BCE. All repairs will be ordered under the Labor for Service Call CLIN of the contract.
F5.10 Windows: The Ktr shall maintain all windows so they operate smoothly and properly without binding, sticking or other defects that would prevent their functioning IAW the design intent. Windows shall be maintained so as to preserve their watertight and airtight integrity. All hardware shall be maintained free of corrosion or other defects that would prevent their operating as intended. All repairs will be ordered under the Labor for Service Call CLIN of the contract.
F5.11 Walls: The Ktr is responsible for repair of all interior and exterior walls. All repairs will be ordered under the Labor for Service Call CLIN of the contract.
F5.12 Chain Hoists (Manual/Electric): The Ktr shall inspect chain hoists and perform required maintenance actions IAW F-TE-6, MAS #4(Manual) or MAS #5(Electric). The Ktr shall submit a weight test report and inspection report after completing the inspection and maintenance actions. (See F-TE-3, F09) All repairs will be ordered under the Labor for Service Call CLIN of the contract.
F5.13 Elevator Maintenance: The Ktr shall inspect, test, repair, certify and maintain all elevator equipment IAW ASME/ANSI, OSHA Codes and with local and state codes for elevator safety and accessibility. All repairs will be ordered under the Labor for Service Call CLIN of the contract. (Refer to F-TE-2e for locations and quantities).
F5.14 Plumbing
F5.14.1 Interior Maintenance and Repair: The Ktr shall provide interior facility plumbing services to include, but not limited to, air lines, water lines, drain lines, gas lines, sewer lines, water heaters, eyewash showers, drinking fountains, water closets, urinals, sinks, showers and associated hardware, backflow preventers, air gaps, sump pumps and location and repair of water leaks. The Ktr shall perform work IAW AFI 32-1066 Backflow Prevention Program, the Uniform Plumbing Code (UPC), UPC (Section 603, Cross-Connection Control), UPC Illustrated Training Manual, Manual of Cross-Connection Control and Unified Facility Criteria (UFC) 3-420-01, Plumbing Systems. All repairs will be ordered under the applicable Labor for Service Call CLIN of the contract.
F5.14.2 Exterior Maintenance and Repair: The Ktr shall provide exterior facility plumbing services to include, but not limited to, gas lines up to service main regulator cut-off valve, sewer lines up to 5 feet from building, water lines up to main water line valve, eye wash stations, locate and repair of water leaks, fire training pit, vehicle wash racks, backflow preventers, air gaps, sump pumps and sprinkler lines as requested. The Ktr shall perform work IAW AFI 32-1066 Backflow Prevention Program, the Uniform Plumbing Code (UPC), UPC (Section 603, Cross-Connection Control), UPC Illustrated Training Manual, Manual of Cross-Connection Control and Unified Facility Criteria (UFC) 3-420-01, Plumbing Systems. All repairs will be ordered under the applicable Labor for Service Call CLIN of the contract.
F5.14.3 Sump Pumps: The Ktr shall maintain and repair all sump pumps. The required maintenance shall be IAW manufacturer's recommendations. All repairs will be ordered under the Labor for Service Call CLIN of the contract. (See F-TE-2e for locations and quantities).
F5.14.4 Reserved
F5.14.5 Compressed Air Systems: The Ktr shall inspect HVAC pneumatic control compressed air and air dryer systems and perform required maintenance actions IAW F-TE-6, MAS #3. The Ktr shall report findings of needed repairs. All repairs will be ordered under the Labor for Service Call CLIN of the contract. (See F-TE-3, F10)
F5.14.6 Backflow/Cross-Connections: The Ktr shall perform inspection, testing, survey, documentation, and recurring maintenance of backflow preventers IAW AFI 32-1066 Backflow Prevention Program, the Uniform Plumbing Code (UPC), UPC (Section 603, Cross-Connection Control), UPC Illustrated Training Manual, Manual of Cross-Connection Control, Unified Facility Criteria (UFC) 3-420-01, Plumbing Systems and federal, state and local regulations where they are more stringent. (See F-TE-1, SDSF08) Inspection and testing shall be performed by a person certified to test backflow preventers in the state of Georgia. The Ktr shall submit tester’s resume IAW F-TE-3, F02. A report shall be prepared and submitted IAW F-TE-3, F22. All repairs and non-recurring maintenance shall be ordered under the applicable Labor for Service Call CLIN of the contract. (See F-TE-2e for locations and quantities (SDSF11).)
F5.14.6.1 Cross-Connections Surveys: The Ktr shall perform a 5 year cross-connection survey IAW AFI 32-1066 Backflow Prevention Program, the Uniform Plumbing Code (UPC), UPC (Section 603, Cross-Connection Control), UPC Illustrated Training Manual, Manual of Cross-Connection Control, Unified Facility Criteria (UFC) 3-420-01, Plumbing Systems and federal, state and local regulations where they are more stringent. With the prior approval of the BCE, base Backflow Program Manager (BPM), and the CO, the 5 year cross-connection survey may be broken down into 20 percent of the base facilities per year, ensuring no base facilities, system, or device goes longer than 5 years without being surveyed. (See F-TE-2e for locations and quantities.) Cross-connection survey shall be documented and a report shall be prepared and submitted IAW F-TE-3, F55 (SDSF12).
F5.14.7 Booster Pumps: The Ktr shall maintain and repair all booster pumps. The required maintenance shall be IAW manufacturer’s recommendations. All repairs will be ordered under the Labor for Service Call CLIN of the contract. (See F-TE-2e for locations and quantities).
F5.15 Metal Fabrication: The Ktr shall provide metal fabrication services to include but not limited to heating, ventilation, air conditioning duct work, rain gutters and down spouts, metal joiner roof, wall panels, metal window frames, metal…
