About this file

This is a Request for Information (RFI) response memorandum from the Air Force Reserve Command addressing technical questions regarding the repair and replacement of hot water heaters in Building 300 at an Air Force facility.

The facility contains 60 hotel rooms in Building 300, with no on-site commercial laundry operations as towels and sheets are outsourced. Regarding equipment specifications, contractors may install two 110-gallon tanks rated at 500,000 BTU input with 582 GPH recovery capacity each, provided the total installation achieves at least 300 gallons of storage capacity combined with an equivalent 1,000,000 BTU/hr input and 970 GPH recovery rate. The government will not specify exact units for bid purposes; instead, contractors must propose solutions that meet or exceed 970 gallons per hour at 100°F temperature rise for the single 300-gallon tank being replaced, in accordance with UFC 4-720.01 section 3-5.1. Space constraints in the mechanical room must be accommodated by the proposed design. Bid submissions must follow the instructions provided on page 26 under section L-002 General Information and will not be accepted via email.

DEPARTMENT OF THE AIR FORCE

AIR FORCE RESERVE COMMAND

8 April 2026

MEMORANDUM FOR: 914th MSG/PK

FROM: 914 MSG/CEC

SUBJECT: RVKQ 25-0008 Repair B300 Hot Water Heaters RFI 001 Response.

1. How many hotel rooms are in Bldg. 300?

a. There are 60 rooms

2. Are there commercial laundry machines in the facility for towels, sheets, etc.? If so how many?

a. There is no commercial laundry. Facility towels and sheets are outsourced.

3. Space is limited in mechanical room for installation. SOW is calling for 300 gallon capacity with 970 GPH recovery capacity with 100F rise. Are (2) 96 % efficient, 500,000 btu input, 110 gallon, which have 582 GPH @ 100f rise acceptable? These should fit in the space of existing 300 gallon tank

a. You can fit Two 110 gallon tanks each at 500,000 BTU input and 582 GPH recovery.

However, the two 110 gallon does not meet the required 300 gallon capacity, unless the plan will also include additional HW storage to make up for the specified capacity.

4. Will the government spec unit(s) to be installed so all contractors are bidding on the same specified units?

a. See comment #3 above regarding bid fairness.

b. The guidance and installation you choose needs to be equivalent or greater than the existing equipment. Your goal is to achieve at least 300 gallons of capacity with an equivalent 1,000,000 BTU/hr and 970 recovery cap.

c. Meet or exceed 970 gal/hr @ 100F for the single 300 gallon tank being replaced [Ref:

UFC 4-720.01 section 3-5.1] (image below is of existing HW tank)

5. Will emailed bis submissions be accepted?

a. No, please see page 26 under L-002 General Information for bid submission instructions.
