About this file
This document is a Pre-Proposal Technical Questions form for RVKQ 24-0003, a roof repair project for Army Reserve Building 2503 at Niagara Falls Air Reserve Station. The document contains five technical questions and responses from project representatives addressing specific project details, including:
The responses clarify that existing gutters and downspouts will not be replaced, and the lightning protection system is an integral part of the roofing system. Existing components like 1/2 inch rods may be retained, with some new equipment required. RTU curbs are presumed to remain, but may be evaluated during the design phase. Soffit replacement is not a project requirement, though proper attic ventilation will be assessed. The respondents were unable to confirm the presence of a heat trace in the gutters and suggest further investigation during the design phase.

PRE-PROPOSAL TECHNICAL QUESTIONS
RVKQ 24-0003 Repair Roof - Army Reserve Bldg 2503 Niagara Falls ARS
Number Question / Need / Issue Issue response // Responder
1 Are gutters/downspouts to be replaced? Existing gutters and downspouts will not be replaced. // Rand Haas
2 Is the lightning protection system to be replaced?
The Lightning Protection System is an integral part of the roofing systems. The Statement of Work Paragraph 2.14 describes the Lightning Protection System requirements as follows: "Install a new complete and functioning Lightning Protection System (LPS) in accordance with requirements of the roof system warranty (no penetrations at valleys, eaves, or seams of a roof panel), and according to the provided Lightning Protection Roof Plan (Plan Sheet 2EL-102). Ensure that LPS roof mounting systems are approved by the roofing manufacturer. Arrange LPS components in an ordered, uncluttered and inconspicuous appearance; integrate components into the organization of the roof and wall systems, as appropriate. Retain, safely store, and reuse the existing 1/2 inch x 12 inches CU Air Terminal lightning rods. Existing ground rods may be reused, if adequate for the LPS requirements. All other LPS equipment shall be new, including but not limited to saddle bases, 28/14 copper cable, and 28/14 copper cable ground loop. Saddle bases shall be non-corrosive, non-penetrating, and mechanically attached with setscrews to the standing seams of the metal roof." // Rand
Are RTU curbs to be replaced
It is presumed that the exsiting curbing is to remain. However, this determination (of weather new curbing is needed to ensure a properly-constructed and watertight roof system) would need to be researched, developed, and designed during the design phase. // Reed
4 Is the soffit to be replaced
Entire-building soffit replacement is not a requiement of the project per the Statement of Work.
However, Paragraph 2.4 states, "Ensure attic spaces are propertly vented at ridges and soffits." This presumably would be researched during the design phase, and the design would include updating soffit venting capacity by the Contractor, if needed, in conjuction with ridge vent capacity, to ensure attic spaces are properly vented. // Rand
5 Is there a heat trace in the gutters
I do not know. As built drawing set , which includes electrical is Attachment 3 of the solicitation.
Perhaps you will be able to discover if there is a heat trace in the gutters. I have not found any refererences to a gutter heat trace system in the drawings, but I may have missed it. Gutter replacement is not a requirment of the project, so maybe this is a mute point. // Rand
