About this file

This document is an Addendum #1 to a solicitation for replacing the main installation gate sign at Niagara Falls Air Reserve Station. The addendum modifies several key aspects of the original solicitation, including: 1) electrical wiring and conduit replacement requirements, specifying a more detailed approach to demolition and replacement with emphasis on verifying connections and ensuring a safe electrical system, 2) extending the period of performance from 45 to 90 days to accommodate permitting and work execution, and 3) providing new sign design instructions and concrete foundation specifications. The addendum includes detailed technical requirements for the concrete foundation pad, such as a minimum compressive strength of 4000 psi, a maximum water-cementitious materials ratio of 0.40, and specific grading and drainage considerations. The sign design instructions reference dimensioning from example Navy and Air Force gate signs, with guidance to disregard specific logos and create a custom design for the Niagara Falls Air Reserve Station main gate.

1. Remove Section 7. “Selectively demolish and replace existing electrical wiring and conduit back to local disconnect.”

2. Replace with Section 7. Selectively demolish and replace electrical wiring back to contact. Excavate and expose all damaged conduit to the extent where the existing is reusable. Remove and replace damaged conduit in kind to have a fully sealed conduit run.

Verify connections, test continuity and voltage and ensure proper grounding to guarantee a safe and reliable electrical system.

3. Changes to Period of Performance: After further review of the scope and extent of the project, CEC recommends changing the period of performance from 45 days to 90 days to ensure all permitting, permissions and work can be executed in a timely manner.

4. New sign dimensions

a. Remove Section 12. These dimensions are no longer being used.

Replace with “Design sign utilizing the dimensions below. Disregard all U.S Navy logo, lettering, hours and coloring. Utilize the photo for sizing dimensions only.”

5. Add to Section 6 “A single, unitary concrete slab shall be constructed for the placement of the new sign. The pad shall properly support the weight of the new sign. It is anticipated that the dimensions of the foundation pad will be approximately nine feet (9’) by four (4’) feet wide. Final dimensions will be decided by the contractor after sign and footing is designed. Concrete pad shall be long and wide enough to accommodate newly installed sign.”

It is anticipated the slab thickness will be a minimum of six inches (6”) with an anticipated six inch (6”) gravel base. Excavate to ensure all organic soils are removed.

a. Minimum Compressive Strength: 4000 psi at 28 days.

b. Maximum Water-Cementitious Materials Ratio: 0.40.

c. Mix Proportions for Normal Weight Concrete

Foundation slab must accommodate soil conditions and consider effect of frost line.

Ensure adequate soil bearing capacity is achieved.

Grade, level and compact subgrade in vicinity of foundation pad. Soil surface under foundation slab must be flat. Properly grade around foundation slab to achieve drainage while minimizing upslopes and down-slopes.

Stub up conduit through foundation slab for electrical connections for flood lights.
