About this file

This is a Statement of Work (SOW) and Performance Work Statement for solicitation FA665626Q0005, a U.S. Air Force procurement for an Under-Vehicle Inspection System (UVIS) at a new Access Control Point.

The contractor shall provide, install, integrate, and test a complete turn-key UVIS solution capable of scanning vehicle undercarriages at commercial vehicle inspection areas. The system must capture high-resolution, full-color undercarriage images in a single pass in both forward and reverse directions at operational speeds up to 45 MPH, with the in-road scanner unit withstanding repeated axle loads of 40,000 pounds (20 tons) per axle. Imaging quality must provide clear top-down views with resolution of details as small as 1 inch in diameter. The system shall operate reliably in all weather conditions with temperature range of -31°F to 158°F and include integrated high-intensity LED illumination for day/night operation. The UVIS must include automated detection software that compares current vehicle scans to stored reference scans and highlights differences or foreign objects, integrated License Plate Recognition (LPR) with automatic capture and recording, a driver image camera, an operator workstation with high-resolution monitors, and a searchable database for archiving all vehicle scan records with undercarriage images, license plate data, driver images, and date/time stamps.

The contractor is responsible for complete physical installation including trenching, cabling, and integration at the government-designated site. Training services must include comprehensive on-site instruction for up to 10 government personnel covering system operation, basic troubleshooting, and administrative functions.

Solicitation Number FA665626Q0005

Part 1: General Information

1.1. Introduction & Background

A new Access Control Point (ACP) is being constructed which includes a dedicated Commercial Vehicle Inspection Area. All delivery vehicles must be thoroughly searched before being granted access to the installation. This procedure is critical to ensure no illicit items, contraband, or explosive devices are introduced, which could harm personnel, damage resources, or disrupt installation operations. To enhance and expedite this security process, the government requires a permanent, high-throughput Under-Vehicle Inspection System (UVIS).

1.2. Scope of Work

The contractor shall provide, install, integrate, and test a complete, turn-key UVIS solution. The system shall include all necessary hardware and software to scan, inspect, identify, and archive high-resolution images of the undercarriage of vehicles entering the Commercial Vehicle Inspection Area. The contractor shall also provide on-site training for government operators and system administrators.

Part 2: Performance Requirements

The Under-Vehicle Inspection System shall meet or exceed the following performance standards:

Requirement Category

Essential Performance Characteristic

Vehicle Scanning The system must capture a complete, high-resolution, full-color image of a vehicle's undercarriage in a single pass, in both forward and reverse directions.

Operational Speed Shall effectively scan vehicles traveling at speeds up to at least 45 MPH to ensure efficient traffic flow.

Weight Capacity The in-road scanner unit and its housing must be capable of withstanding repeated axle loads of at least 44 tons (40,000 kg) 40,000 pounds (20 tons) per axle.

Imaging Quality Must provide a clear, "top-down" view of the undercarriage. The system shall be able to resolve details as small as 1 inch (2.5 cm) in diameter.

Automated Detection The system software shall automatically compare a vehicle's current scan to a stored reference scan of the same vehicle and automatically highlight any differences or foreign objects.

Environmental Durability

The system must be designed for permanent outdoor installation and operate reliably in all weather conditions, with an operational temperature range of at least -31°F to 158°F (-35°C to 70°C).

Day/Night Operation Must include integrated, high-intensity LED illumination to ensure consistent image quality regardless of time of day or ambient lighting conditions.

Part 3: Key System Features

The UVIS shall include the following integrated features:

Feature Description

License Plate Recognition (LPR)

An integrated camera and software module shall automatically capture and record the license plate of every vehicle scanned and associate it with the vehicle's record in the database.

Driver Image Camera

The system shall capture an image of the front of the vehicle and/or driver to aid in vehicle identification.

Operator Workstation

The contractor shall provide a complete operator control station, including high-resolution monitors capable of displaying the live scan, reference image, and LPR data simultaneously.

Database and Archiving

The system shall maintain a searchable database of all vehicle scans, including the undercarriage image, license plate data, driver image, and date/time stamp for review and evidentiary purposes.

Part 4: Services

4.1. Installation

The contractor shall be responsible for the complete physical installation of the UVIS at the government-designated site. This includes all necessary trenching, cabling, and integration to make the system fully operational.

4.2. Training

The contractor shall provide comprehensive on-site training for up to 10 government personnel.

The training must cover system operation, basic troubleshooting, and administrative functions.
