About this file
This is a Determination & Findings document authorizing a single-source procurement for the Air Force (910 CONF/PK). The contracting activity seeks to acquire tri-layer coveralls designed for fuel handling activities at a cost of $27,737.60. The exact coveralls are mandated by Air Force Technical Order 1-1-3 and are manufactured exclusively by Aerostar International, a small business under NAICS code 315210. Multiple acquisition attempts through the Defense Logistics Agency (DLA) yielded only two-piece substitutes that do not comply with Air Force specifications.
The sole-source justification is based on Aerostar International's GSA contract expiration, making them the only available vendor capable of fulfilling the specific requirements. The authority for this procurement derives from RFO 8.401 and GSAR 538.7104-3(a) for FSS orders, RFO 11.204(a)(2)(ii) for brand-name products, RFO 12.102(a) for commercial products, and RFO 13.101(b) for noncommercial products. Contracting Officer Jasmine R. Corpa, GS-12, signed the determination on August 12, 2026, approving the direct award to Aerostar International as justified under applicable federal acquisition regulations.

4. Findings:
The exact coveralls that we received a quote for are directly mandated in Air Force Technical Order 1-1-3. Multiple attempts have been made to acquire from DLA but the substitutes are two piece which are not referenced in the regulation. The manufacturer of the required coveralls is Aerostar International and they have provided a quote to order from them directly because their contract with GSA has expired. They are the only vendor available that can fulfill the specific needs of the Air Force.
We intend to purchase directly form Aerostar International as a sole source award. They are a small business under NAICS code 315210 in sam.gov.
5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
