About this file
The document is a Questions and Answers file for Solicitation FA665625Q0014, a local and long-distance telecommunication service upgrade for the 910th Airwing. Key details include a requirement for a minimum of 24 concurrent call paths, SIP handoff with a Cisco 8300 Session Border Controller, and an IP-based Cisco communication manager system. The incumbent contractor for local telephone service is CenturyLink Communications, and the solicitation does not require international long-distance calling, instead utilizing Defense Switched Network (DSN) calling.
The solicitation is a full and open competition under NAICS code 517111 with a small business size standard of 1,500 employees. The quote deadline is 10 September 2025, and the opportunity is issued by the Department of the Air Force Reserve Command. Specific technical requirements include optical handoff, equipment within 300 ft of the demark room, and no dual building entrances. The government has noted that true circuit diversity is challenging at the 910th Youngstown location, and no historical usage data for long-distance minutes is available.

Questions and Answers Solicitation FA665625Q0014
3.8 Diversity; what kind of diversity is needed? Section 3.8 provides diversity guidelines. Can the government provide any guidance on diversity requirements? Is there a specific request for diversity (e.g. physical, path or carrier) that is considered part of base network infrastructure?
Due to where 910th Youngstown is located, having true circuit diversity is very difficult and very costly. Most of our connections link to a singular point of failure that is outside our facility, so true diversity is not attainable at 910th Youngstown. Physical diversity is not required for final leg of transport.
Do you have dual entrances to the building?
No.
Handoff electrical or optical?
Handoff is optical.
Is equipment in the demark room within 300 ft?
Yes it is within 300 ft of the Demark.
What type of phone system do you have?
IP - Cisco communication manager 14.0.1
Do you need PRI or SIP handoff?
SIP
Do you have an SBC?
We have an SBC, Cisco 8300
We request an extension to the quote due date by two weeks from the release of questions & answers to provide sufficient time for offerors to provide a complete, compelling, and compliant offer.
At this time there is no plan to extend the due date beyond 10 September 2025.
Is there an incumbent contractor, and if so, who?
There is an incumbent contractor for local telephone service, it is CenturyLink Communications.
Is there any historical usage for this account in terms of total LTS minutes/month?
No recorded historical usage is available.
How many concurrent call paths are required?
A minimum of 24 concurrent paths.
What is the average number of monthly long-distance minutes?
This information is unknown.
Is international long-distance calling authorized? If so, to what countries and what is the average number of international monthly long-distance minutes?
International long-distance calling is not required, the Air Force specifically utilizes DSN calling.
Section 3.6 identifies a requirement for traffic analysis. The subsections identify traffic analysis specifics for high bandwidth circuits. As the opportunity is providing a solution for lower bandwidth circuits, can the government confirm that a traffic analysis is out of scope for the individual DID’s, and SIP “handoff” circuits requested in this opportunity.
The traffic analysis would be used to determine if the provided circuit is providing data that is uncongested and transporting properly to the facility.
Section 4.4 identifies Controlled Unclassified Information (CUI). Is there a portion of the design, solution, or element within a Voice Over IP trunking solution that the Government considers critical to the opportunity and would identify as CUI that is outside clause 5352.242-9000 “CONTRACTOR ACCESS TO DEPARTMENT OF THE AIR FORCE INSTALLATIONS” Clause 5352.242-9000 is regarding access requirements for the contractor and does not have any bearing on CUI for the requirement.
