Memorandum for Record 25 March 2011 Subject: Solicitation #FA6656-11-B-0002 Repair Heating System B305
1. A pre-proposal site visit was held for subject solicitation on 24 March 2011 at 0900 in B305. See attached list for attendees.
2. Following is summary of comments made by the Contract Specialist during the administrative portion of the site visit:
a. The project consists of, but is not limited to, The contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, testing, and transportation required to repair the heating system at B305. The repair work involves replacing the existing steam system inside Hanger 305 and replacing it with a new system. The project site is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5931 (Trumbull County). The magnitude of this project is between $500,000 and $1,000,000.
b. This project has one line item. This is a sealed bid solicitation whereby the bid opening will take place in B504 at 1400 (2 o’clock) in room 119 on 8 April 2011. Offers will be publicly opened at that time. Envelopes containing offers must be sealed and marked with the offer’s name, the solicitation number, and the date and time the offers are due. Hand carried bids shall be delivered to the Contracting Officer at Bldg 504, Room 114, not later than that time. Proposal package is to include required bonds and the Financial Institution Reference Sheet (Atch 4 of the solicitation).
c. This project has three line items. Give special attention to the information contained in Section M on page 39 of the solicitation concerning price factors of reasonableness and balance. If you need further clarification, please call.
d. Project is a 100% Service Disabled Veteran Owned Small Business Set Aside. Offers are only being solicited from Service Disabled Veteran Owned Small Business that appear on the List of Qualified Service Disabled Veteran Owned Small Business Concerns maintained by the Small Business Administration. Contract Clause 52.219-8 Utilization of Small Business Concerns is included in the solicitation at Section I page 7. By submitting an offer, Contractors agree that in the performance of a general construction contract at least 15% of the cost of contract performance incurred for personnel will be spent on the concern’s employees or the employees of other Service Disabled Veteran Owned Small Business Zone business concerns.
e. Contractors are reminded that in order to receive an award as a prime contractor, they must be registered in the Central Contractor Register (CCR) database at website http://ccr.gov as well as have completed the annual representations and certifications electronically via Online Representation and Certification Application (ORCA) at website http://orca.bpn.gov.
f. The proposal is to be based on the specifications/drawings. GC’s are urged to closely review the drawing notes. No changes are to be made unless received in writing from the Contracting Officer in the form of an amendment. It is the contractors’ responsibility to check the FBO website for updates and amendments.
g. Contractors are to direct all questions to the Contracting Officer in writing. Questions can be e-mailed or faxed to the attention of Kimberly Hitchcock at FAX: 330-609-1042, or Email kimberly.hitchcock@youngstown.af.mil. Emails are preferred. It is imperative all communications are identified with the full solicitation number, not project number, in the subject line. Any/all questions received, along with the response, will be posted to the FBO website. Questions that are asked during the walkthrough may be answered, but an official response has to be clarified in writing.
h. Contractor is reminded that the Buy American Act pertains per the terms of the contract. The contractor shall use only domestic construction material in performing this contract. (Reference Section I - Contract Clause 52.225-9.) Consideration should also be given to biobased products. This clause can be found in Section K.
3. At the conclusion of the administrative comments, the attendees were escorted throughout the B305 to examine the interior and exterior project site areas by Allen Seman, Project Engineer.
4. The attendees were encouraged to check the FBO site often for amendments and related changes. At the conclusion of the walkthrough, the site visit was adjourned.
