QJKL 17-0016 Repair OSI Office, B709

Question 1: Obtain motor-controlled roller shades through one source from a single manufacturer with a minimum of twenty years' experience and minimum of three projects of similar scope and size in manufacturing products comparable to those specified in this section.

No motorized shades are required.

Question 2: The roller window shades called out in the below listed Spec Section appears to call for Dual purpose in-side mount motorized window shades. Is that correct?

NA – See above

Question 3: If motorized window shades are to be used, what type of controls switch is required (i.e..

Simultaneous operation or independent operation of the window shades?

NA – See above

Question 4: Where in the room(s)where shades are required would a control unit be located and how many?

NA – See above

Question 5: There does not appear to be any electrical circuitry provided for in any of the drawings, schedules, or details. Will this information be provided?

An as-built drawing for the existing building electrical circuitry can be provided if requested.

Question 6: Is there any requirement to match existing window shades? If so, can a manufacturer and Model numbers be provided?

The new window shades should match as closely as possible the existing window shades, however, the specifications must be met. The schedule for windows from the original building can be provided as a reference if requested. The window shades selected are subject to government approval.

Question 7: Does this job require any powder coating?

If not in the specifications or drawings, then no.

Question 8: What is the sealer(SC-1) that goes on the Mechanical and Communications Rooms. Will the cement contracts apply or is it a fluid applied product?

Product: Euclid Chemical Company, Super Diamond Clear or government approved equal.

Color: Clear Preparation: Follow manufacturer’s recommendation for concrete preparation and acceptance.

Application: Apply two coats, follow manufacturer’s recommendation for product application.

Comply with:

ASTM C-309, Type 1, Class A & B ASTM C-1315, Type 1 Class A AASHTO Specification M-148, Type 1 Federal Specification TTC-800 A Type 1

Question 9: The submittal register indicates in several areas the requirement for engineering calculations. Will the identified listed engineers of record for the final drawing sets be providing these engineering calculations or is there an expectation of having a secondary outside engineering firm provide engineering calculations in contractor quotes? (One example would be calculation submittal requirements for the retaining wall.)

No additional calculations will be provided by the government. Any additional calculations is the responsibility of the contractor.

Question 10. Please provide a one-line diagram of the existing distribution for building 709. Also, please provide a one-line diagram of the new construction work. There is a discrepancy between drawing ED1.0 and E1.0 as to what equipment the MV feeder is to terminate to. ED1.0 indicates that it feeds a transformer located by the generator. E1.0 indicates that it feeds an outdoor pad mounted switch.

Please clarify what it is to feed.

Question 11. Drawing ED1.0 shows an existing feeder between the transformer and the pad mounted switch. Is this feeder to be demolished? Is this feeder concrete encased? If so, is it in the same concrete encasement that the MV feeder is encased in?

Question 12. There is an existing electric manhole to the north of the pad mounted switch. Please clarify if this is to be demolished. Its feed appears to run very close to the transformer and pad mounted switch. Please confirm that it does not need to be relocated and is not included in this scope of work. This feeder also shows up on E1.0 in dark print. Please confirm that it is not in the scope of work.

Question 13. Also on E1.0 are three other manholes and (3) pole lights that show up in dark print. The site walk showed all of them to be existing. Please confirm that these items are not in the scope of work and are not to be repaired, refurbished, or replaced.

Question 14. There is a dark print square located next to the pad mounted switch on E1.0. What is this symbol indicating?

See attached revised drawings. This is an old transformer that is not in service, but it is energized. It is not in the scope of work for this project.

Question 15. Please clarify the work associated with this note and the work to be down with the transformer. Wouldn't the elbows already be existing? Are we to demolish the concrete pad? Is there any work that needs to be done on the transformer or is it in good working condition? Where is the transformer to be set while we install these elbows? Please provide data on the transformer. Is it oil filled? Are there concerns with hazardous material in the transformer?

See attached revised drawings specifically new key note 1. No, the concrete pad will not be demolished. No work needs to be done on the transformer and it is in good working condition. The transformer does not need to be moved and it must remain energized throughout the project. The transformer is oil filled and to the best of our knowledge there is no hazardous material.

Question 16. Is the pad mounted switch an alternate utility source for the building that can be utilized during construction of the MV feeder? Or doe the building need to be energized by a generator? Can the building utilize the existing generator during construction? Who will pay for the fuel? If a mobile generator is required, please identify the location that this generator can sit for at least two weeks.

The building must remain energized throughout the duration of the project. The work electrical work required should not affect building 709, therefore an alternate utility source is not required. The generator should not need to be used. A mobile generator will not be required because the building will not be without power.

Prior to any electrical work the base electrician and building owner must first be contacted.

Question 17. Please see the included image:

Question 17a) What are these feeders?

The feeders on the wall are the antenna lines for the LMR antenna tower.

Question 17b) What are they feeding?

The LMR antenna tower.

Question 17c) What are the source of these feeders?

They run from the LMR antenna tower to the associated equipment in the mechanical room.

Question 17d) If something was to happen to these feeders during construction are they critical to anything?

Yes they are critical. They serve as radio communications with the ANG, MAC, state/local emergency agencies. Total loss of LMR radios would result if this were disrupted.

Question 17e) What are the cable routes within the building?

They run from the inlet to the southeast corner of the room above the ceiling. From there they run above the ceiling down the hallway to the communication closet across from the conference room.

Question 17f) Do they need to be relocated for construction?

No, they shouldn’t be touched.
