SITE VISIT MINUTES

FA6633-15-B-0009

REPAIR SQUADRON OPERATIONS, BLDG 821, QJKL 15-0029

SITE VISIT – 10 AUGUST 2015 (9:00 am) Bldg. 729

A site visit was conducted for this project on 10 August 2015 in Contracting Conference Room (see attached site visit attendance rosters for names of the attendees).

Introductions were made, Contracting/Cindy Murry provided an overview of basic contract solicitation requirements, and key points were addressed:

· Bids to be submitted in one hardcopy only by due date, along with bid bond & signed amendments

· Funds are available for this project

· No amendments have been issued to date, but one WILL be posted to FBO updating one clause and revising some drawings/specs from questions arising at the site visit, A Q&A sheet will also be uploaded to FBO.GOV

· Many, many questions arose as far as the scope of the project and who would be responsible for moving different items (copiers, classified shredders, wall mounted televisions, mini fridges/coolers, all items on walls, built-in furniture, “systems type furniture”,)

· Are specialty logo’s on walls in hallway on 2nd flr to remain?

· Will stairwells & railings get painted? What about storage rooms/comm closets/utility rooms?

· The high fire foam discharge on 8-6-15 from a lightning strike was addressed as far as any impact on this west side of bldg 821

· All asbestos SHOULD have been abated in 2004, if any is suspected stop work and notify the CO

· Award to be made NLT 30 Sep 15 (end of govt fiscal year)

· LD’s to be assessed on overall project of 120 days @ $153 per day

· Photo’s MAY be taken of job site only (inside of bldg 821)

· It was reiterated that the “lay down” area shown on cover page of drawings should be kept as small as possible, and warning signs for pedestrians must be put out while working in the phases for safety

· Do not submit any “contingency” pricing in your bids (VIP visits, delays for obtaining passes, etc)

Civil Engineering/Corey Peterson provided a general overview of the project, and what the government’s expectations are for this project, basically new paint on all walls, new carpet and tile, and remodeling of all bathrooms. Project is presently slated for 120 day performance period.

Documents available at the site visits (SV) as indicated below:

a. Drawings: Page 1-3 indicating where Bldg 821 is, laydown area, and phasing plan for 1st & 2nd floors

b. Business cards for Cindy Murry (Contract Administrator) General questions were entertained, it was reiterated that all technical questions should come to Contracting in writing, so they can be consolidated and provided to all contractors with the same information, which will be posted on FBO. Questions are due by 17 August 2015 (3:00pm CST), with bids presently due 28 Aug 2015, 9:00 AM (CST). A public bid opening will be conducted, all are welcome to attend.

Contractors were advised that a “Free Zone” will NOT be required as west side of the bldg is NOT in a controlled/restricted area, however the project will be “phased” see drawings G.002 & G.003 for phasing schedule All attendees then visited the site to discuss any other field/general questions, for any technical questions, contractors were advised again to put them in writing and send to me Cynthia.Murry@us.af.mil or fax them in at 612-713-1425.

NOTE: AN AMENDMENT TO THE SOLICITATION WILL BE FORTHCOMING.
