SITE VISIT MINUTES

FA6633-15-B-0002

REPAIR AIRCRAFT PARKING APRON

PROJECT: QJKL 14-0001

Site Visit - 26 March 2015 (1:00 PM) Bldg. 729

A site visit was conducted on 26 March 2015 in the Contracting Conference Room, Bldg 729 room 118 (see site visit attendance roster for names of the attendees) for any interested contractors and potential subcontractors.

Contracting/Carol Lohman provided an overview of the basic contract requirements and some information pertinent to this specific solicitation:

1) One contract will be awarded with two line items (CLINs), CLIN 0001 (Bid Item 1) will include pricing to repair the aircraft parking apron on the west end of the ramp in front of Bldg 870 along with the trench and area just in front of Bldg 821. CLIN 0002 (Bid Item 2) will include pricing for to remove and dispose an ESTIMATED 1000 tons of contaminated soil (estimated quantity is for evaluation purposes only; payment will be bsed on actual quantities incurred)

2) Performance period is 120 days. The area in front of Bldg 821 is expected to be completed first. Additionally, a “free zone” will need to be established.

3) Due to construction work to repair the area in and around the 934th AW Main Gate this summer, the Main Gate will be closed for 60 days from approximately mid-July through mid- Aug. 934 AW Visitor Control will remain open and will continue to issue long-term passes to contractors requiring entry which will be thru the 133rd ANG Main Gate off MN Hiway 55.

The truck delivery gate will thru the Army Guard Main Gate off MN Hiway 55.

4) Funds are not presently available, but we are fairly sure we will obtain them with work starting soon after – this project is high on the prioirty list.

5) Contractors should pay attention to the “Bid Instructions” in Section L of the solicitation

6) A public bid opening will be conducted on 10 April 2015, 10:00am in Bldg 729, Room 118.

No late bids will be accepted, and we’ll need security info on anyone attending or delivering a bid

7) There will be approximately 10 other construction projects in and around these buildings which must be coordinated with this project

8) ALL QUESTIONS MUST BE RECEIVED IN WRITING TO CAROL LOHMAN NO

LATER THAN 31 MARCH 2015, 1:00PM. These will be consolidated and responses provided and posted on 1 April to www.fbo.gov

Civil Engineering/Corey Peterson provided a general overview of the project, and what the government’s expectations are for this project. Additionally, due to the proximity of the free zones to an active runway, there will need to be an object-free area (FOD) within the free zones to the maximum extent possible.

Contractors were advised that no amendments have been issued to date; however, one amendment will be posted on FBO NLT COB 31 Mar 15 to correct the Wage Determination to MN36, Heavy Construction Type. Should other amendments be necessary after 1 April, the bid opening date may need to be extended.

Contractors were then taken to the area of the aircraft parking ramp being repaired for visual inspections.

Adequate pictures are included in the drawings with enough detail to bid the project.
