INSTRUCTION TO OFFERORS

This acquisition is being conducted under FAR 15.2. The Government is not obligated to determine a competitive range, conduct discussions with offerors, or solicit final proposal revisions. The Government intends to award without discussions, but reserves the right to conduct discussions, if determined necessary. Any discussions will be conducted in accordance with FAR 15.306. The Government reserves the right to make a selection based upon initial submissions, so Offerors should submit their best terms in the initial proposal. The Government reserves the right not to make an award. Any contractor (and/or subcontractor) having a conflict of interest, as defined under FAR Part 9.5 must identify the conflict as soon as it is known and provide a recommended mitigation plan. Mitigation plans are required whenever a competing contractor has had unequal access to nonpublic information regarding the requirement, or has assisted the Government in defining the

requirements or evaluation criteria.

Each Offeror's proposal shall consist of the completed and signed RFP with a cover letter delineating any exceptions taken to the RFP terms and conditions. However, Offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause their proposal to be determined unacceptable. Offerors shall also ensure that all clauses and provisions that require "fill-in" information are appropriately completed. All Offerors shall meet the Special Standards of Responsibility (SSRs) identified in this section. Offerors shall adhere to the RFP instructions. Failure to do so will be at the Offeror's own risk of their proposal not being considered for award. The Government shall not pay any offeror for any cost or expenses associated with the preparation of their proposal. This solicitation is a 100% Total Small Business Set-Aside IAW FAR Subpart

19.5. Only proposals submitted by small business firms will be accepted by the Government. Any proposal that is submitted by a contractor that is not currently a small business firm will not be considered for award.

IAW FAR 9.104-2(a), there are two (2) Special Standards of Responsibility (SSRs) required by this RFP. ALL Offerors shall submit all Special Standards of Responsibility with the proposal. In the event that an Offeror fails to meet the Special Standards of Responsibility the Offeror shall not be eligible for award. In this event, the Offeror next in line for award based on lowest Total Evaluated Price (TEP) and whose proposal meets the SSRs shall be considered for award.

Special Standards of Responsibility The requirements for this RFP are that the Offeror shall demonstrate 1.) the ability to provide salient features of the required stainless steel burn room insulating system and 2.) the availability of a certified Installer of the stainless steel burn room insulating system.

1) The Offeror shall confirm their proposal complies with all salient features required for the WESTEC Stainless Steel Burn Room Insulating System or equal to be fully compatible with the existing system as stated in the Specifications document dated 13 March 2020, Section 13 12 01 Pages 2-3, Paragraph 1.3.

Acceptable Documentation:

Documentation shall consist of Offeror providing proof of compliance with salient features by selected manufacturer of the stainless steel burn room insulating system.

2) The Offeror shall provide proof of certification of the Installer of the Fire Training Burn Rooms and components, specifically the stainless steel burn room insulating system, as referenced in the Specifications document dated 13 March 2020, Section 13 12 01 Page 5, Paragraph 2.3.1.2.

Acceptable Documentation:

Documentation shall consist of either a certification document or statement from the manufacturer of the stainless steel burn room insulating system provided in response to SSR#1 indicating the Installer is certified and trained by same manufacturer.

MANDATORY SITE VISIT PROCEDURES

Due to COVID-19, the MANDATORY site visit procedures are as follows:

Contractors requesting to attend the site visit must notify this office ONE (1) week in advance of established site visit date (see also Block 10.) Requests made after this time will not be granted. Site visits will be kept to small groups of no more than three (3) people. Additional site visit times may be scheduled to accommodate all requests.

***Site visit has been schedule for Tuesday, 02 June 2020 at 10:00AM EST. Anyone wishing to attend is requested to notify this office by 27 May 2020, COB. Entrance to the installation will be through the Industrial Gate on Westover Road. You will then be escorted to the Operational Contracting Office, 250 Airlift Drive, Westover Air Reserve Base, Chicopee, MA.***

Temperatures will be checked upon entering the installation, therefore plan to arrive thirty (30) minutes prior to the scheduled site visit time.

If you are feeling ill or have been in contact with anyone who has been exposed to COVID-19, DO NOT

ATTEND THE SITE VISIT.

All personnel attending will be required to wear a face covering.
