#1.On P-504 the Parts Legend references 35E1-2-13-1 for required parts manufacturers and model numbers. Will 35E1-2-13-1 be provided? Section WP 003 00 of 35E1-2-13-1 references two ignitors. One is a single electrode and the other is 3 electrodes. Which one is used for this installation? Also, no NSN number as been assigned to the three electrode model. For pricing, do you have another model number or assigned number for the three electrode model?
WARB Response #1: Please refer to attached copy of 35E1-2-13-1. Westover will be using mushroom electrode as indicated in the attached TO.
#2.Please confirm that all ignitors will be replaced.
WARB Response #2: All ignitors will be replaced.
#3.What is the process in which the cooling water jackets drain the water out of the jacket?
WARB Response #3: Whatever water flows in the water jacket will just drain out through the valve in the valve box in the fire pit (Note 8 Sheet P-103) and the drain valves in the valve pit (Sheet P-401.)
#4.The water supply for the cooling jacket shows ductal iron transitioning to poly pro piping. Is steel acceptable instead of ductal as it may prove difficult to make the transitions to the different piping materials depending on the type of ductal specified?
WARB Response #4: Water piping is to be ductile iron.
#5.Has the AFTF pit been tested for contamination at the base layer/pit bottom?
a.If not, and contamination is found who is responsible for remediation and disposal?
WARB Response #5: The area near the pit was tested for AFFF deposits but it is not expected that the area of the pit has contaminated substances. But if it is found to have contaminated substances the contractor shall contact the Westover CEV office on base. Info will be forthcoming upon award.
#6.Which propane tank shut off valves need to be replaced?
WARB Response #6: Sheet PD100 - Sheet Keynotes - stating “Remove” shall be interpreted as “Remove and Replace”.
#7.Will the base/fire department empty the propane tank prior to the start of the project and will they also refill the tank at the conclusion or is this the responsibility of the contractor?
WARB Response #7: In accordance with Sheet PD100 Keynote 1, the contractor shall coordinate with the LPG provider to remove remaining fuel and refill the tank after completion. Record quantity removed for credit when refilling the tank.
#8. Will the base consider alternative configuration for the AFTF pit? An alternative to current HDPE, sand, rocks?
WARB Response #8: NO. The design is as shown.
#9. Will the base accept an alternative fire configuration? One that is NFPA compliant (gas & temperature detection, pilot ignition system, exhaust fan).
WARB Response #9: Maintain the drawing design as shown.

#10. The Scope of Work mentions all piping and wiring in the pit area of the AFTF, are we to assume the wiring and piping is in good condition up to the mechanical vault at the edge of the pit? If so, and there are issues outside of the pit during the upgrade, who is responsible for the cost of repairing outside the pit?
WARB Response #10: Sheet ED401 Keynote 8 shows replacing the conduit and wiring from the existing equipment pad to the valve pit.
#11. Does the base have a recycle program and will handle the disposal of the steel debris re-moved from the pit, or is this the contractor’s responsibility?
WARB Response #11: The contractor is responsible for removing and the proper disposal of all demolition materials.
#12. Will the base accept an alternative ignition wire for MIL-C-3702-U7MC?
WARB Response #12: No. Proceed with the current design as provided in the solicitation package.
#13. What is the expected length of the warranty for the AFTF mock up and pit?
WARB Response #13: Please refer specifically to FAR Clause 52.246-21 – Warranty of Construction – included in this contract. In summation, in addition to any other warranties included in this contract, the Contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material, or design furnished, or workmanship performed by the Contractor or any subcontractor or supplier at any tier for a period of (1) one year from the date of final acceptance of the work. If the Government takes possession of any part of the work before final acceptance, this warranty shall continue for a period of (1) one year from the date the Government takes possession
#14. Please clarify “remove rust corrosion and repaint burn pit valves and replace all valves” Can you specify which valves need to be replaced?
WARB Response #14: Sheet PD101 – Sheet Keynotes - Where indicated “Remove” piping and/or valves shall be interpreted as “Remove and Replace”.
#15. Please clarify “replace propane tank shut off valves and pressure relief valve configuration”. Is this just on the propane tank?
WARB Response #15: Replace propane tank shut off valves and pressure relief valve configuration on the propane tank the valve arrangement of the offloading station.
#16. What is the requirement for the gas and air piping, stainless steel or black pipe?
WARB Response #16: Black Pipe is required.
#17. What is the requirement for the water piping, galvanized or stainless steel?
WARB Response #17: The water piping in the fire pit are as shown on Sheet P-401

#18. The solicitation states, RFI questions due by June 9th. Can this be extended to 5 days prior to bid due date?
WARB Response #18: RFI question due date remains at 09 June 2020. An extension has not been provided.
#19. Sections 09900 1.1 References and Section 099713.27 1.1 References both have QP 1 requirements for painters.
Can this be waived?
WARB Response #19: The requirements for painting qualifications shall be maintained in accordance with 09 97 13.27 Section 1.4.6.
#20. Can you advise on the underground CA and Water lines. The drawings show pp below grade in the burn pit. Is pp (Pipe / Tubing) the preferred material?
The specifications (Table 11, 22 00 00 pages 23 and 27) allow galvanized, pe and pvc. Are all of these acceptable?The 4” jacket piping (cooling water) is noted as being schedule 40 and schedule 80 on the drawings. Can this be clarified?
Can you confirm that you are providing the framing for the ground burners?
Still in the process of doing take-off.
Please advise.
WARB Response #20: The pipe materials listed in the table are acceptable. However the material called out on the drawing is the required material to be used at that particular location.
Correct the water jacket piping is SCH 80 above ground. The SCH 80 pipe is for the connector (nipple) between the PP and 4 inch pipe.
The contractor is to provide the framing for the ground burners per detail A1 Sheet P-501.
