QUESTIONS & ANSWERS
***IMPORTANT***

THE SOLICITATION FROM THE GOVERNMENT WILL BE CONSIDERED FOR
AWARD.
Question 1: Attachment 3 mentions KWD currency but the SOLICITATION mentions
$USD?
Answer: The solicitation document has “Dollars Obligated: $” pre-populated, however the “Contract Limits” on page 63 clearly shows the currency to be KWD. Addendum to 52.212-1, 3.1.1 on page 69 also states: “All prices for this acquisition shall be stated in Kuwaiti Dinar (KWD).”
Question 2: The minimum vehicle model you need for example model (2015-2016-2017) used not more than 20 thousand miles, or needed new model?
Answer: In accordance with PWS section 4.3.5 the contractor shall provide vehicles that are less than 2 years old and have less than 40,000KM on the odometer at the beginning of the contract and at the beginning of each ordering year.
Question 3: The Quantity of vehicles can be increased because my prices depends on the amount of vehicles?
Answer: The quantity of 1 vehicle for 1 month was chosen to standardize pricing for evaluation purposes. The actual number of vehicles provided will differ on each task order that will be awarded from this IDIQ contract.
Question 4: The vehicles any model required? Is 2016-2017 is acceptable?
Answer: Please refer to PWS 4.3.5.3 through 4.3.5.1.6 and the table in PWS section 5.2.
Question 5: The vehicles will be delivered used for more than 25,000 Mile, Is acceptable?
Answer: In accordance with PWS section 4.3.5, all vehicles must have less than 40,000KM on the odometer at the beginning of the contract and at the beginning of each ordering year.
Question 6: Prices in $ Dollar, is acceptable?
Answer: Addendum to 52.212-1, 3.1.1 on page 69 states: “All prices for this acquisition shall be stated in Kuwaiti Dinar (KWD).”
Question 7: Was this contract advertised at the FBO site earlier this year?
Answer: Yes, this contract was synopsized on February 5, 2018.
Question 8: Has this contract been awarded to a company and has not been supplied to these vehicles?
Answer: No, this contract has not already been awarded.
Question 9: Can you please provide the incumbent details (company name, awarded amount, pricelist)?
Answer: Incumbent is “The Bridge Company”, FA5703-13-D-0002 awarded with a ceiling of $15M, FA5703-18-D-0001 Awarded to “The Bridge Company” with a ceiling of $6.5M. The pricelist is proprietary information and cannot be released.
Question 10: Estimated number of vehicles for each CLIN and expected rental periods?
Answer: The quantity of 1 vehicle for 1 month was chosen to standardize pricing for evaluation purposes. The actual number of vehicles provided will differ on each task order that will be awarded from this IDIQ contract. Historically the majority of rental periods range from 3 months, 6 months, and 12 months, however this is not a limitation of shorter rental periods.
Question 11: also please is the Vehicles Documents and the Plate Number shall be provided with the Vehicles? or because it’s a Lease contract so No need for the Plate Number?
Answer: In accordance with section 4.3.5.1 of the PWS All vehicles shall be registered and licensed in accordance with the laws of Kuwait. Front and rear of all vehicle license plates shall be securely fastened with screws or bolts in four corners. The contractor shall maintain registration documents and a laminated copy placed in all vehicles.
Question 12: Is the Maintenance of the leased Vehicles Must be Included in the Contract?
Which mean we have to supply and provide a General Maintenance as Monthly on the Vehicles which we will supply? Or we have to replace the Vehicles which need to replace?
Answer 1: In accordance with section 4.3.1 of the PWS scheduled and unscheduled maintenance must be included in the price of the vehicle.
Answer 2: In accordance with section 4.3.2 of the PWS The contractor shall provide a safe and serviceable replacement vehicle for each vehicle removed from service for scheduled/unscheduled maintenance by 1430 on the date of turn-in if repairs are estimated to take more than 24 hours.
Question 13: Is this award will as BPAs agreements mean as orders or as one contract and One company will award this or maybe multi Vendors? Because we have awarded many of the Similar BPAs and was awarded to 3-5 vendors so please advise.
Answer: The award will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to only one vendor. Task orders will subsequently be cut to the vendor that the IDIQ Contract was awarded to.
Question 14: Will there be a site visit to see the base conditions?
Answer: No, there will not be a site visit for this requirement. Base access will be very minimal for this requirement.
Question 15: Are bidders required to be licensed to conduct business in Kuwait at the time of proposal submission or at time of contract award?
Answer: It is the responsibility of the offeror to ensure all Kuwaiti business laws and/or applicable licensing requirements have been complied, whether the company is located in Kuwait or any other country. The offeror must comply with all requirements at time of contract award.
Question 16: Will the contractor be allowed to sublease the vehicles required in this solicitation or the vehicles must be owned by the contractor?
Answer: Yes, the contractor may lease its vehicles that it provides under this solicitation.
Please see section 3.2.2.3 of FAR 52.212-1 INSTRUCTIONS TO OFFERORS in this solicitation.
Question 17: Is it possible to propose in US dollar instead of Kuwaiti Dinar?
Answer: No, the solicitation specifically outlines that proposals shall be proposed in Kuwaiti Dinar. Please see section 3.1.1 of FAR 52.212-1 INSTRUCTIONS TO OFFERORS in this solicitation.
Question 18: If pricing is proposed in Kuwaiti Dinar, can it be paid out to the contractor in US dollar?
Answer: No, this requirement has been established and built to be paid out in Kuwaiti Dinar. All invoices and payments must match the contract exactly for the Defense Finance and Accounting Services to make payment.
Question 19: Due to restriction imposed by Host Nation Traffic Laws, Discontinuation of production by manufacturers on some models items description provided in Attachment # 3 and PWS are causing confusion. Request clarification on vehicle description on below items:
• Item 0001 Bus 22-29 Passengers. Folding/Jump/Center seats are no longer considered legal seats per KMOI traffic Laws and insurance. Legal registered passenger capacity is 21+1 driver or 22+1 driver. Are 21 passenger capacities acceptable?
o Yes, a 21 Passenger bus will be acceptable.
• Reference to PWS 4.2.4 – Transmission. Kindly confirm acceptance of manual transmission for item 0001, 0002, 0019 & 0020.
o A manual transmission will be acceptable for CLIN 0001, 0002, and 0019.
o A manual transmission will NOT BE acceptable for CLIN 0020
• Item 003/4 – 9 Passenger Van. H1 will have registered 7 passenger capacity.
Mitsubishi L300 is no longer in production. Kindly confirm acceptance of 7 passenger van under this item.
o A 9 passenger van is still required. An equivalent to the Mitsubishi L300 will be acceptable
• Item 0005/6 – 12 Passenger Van. This item is commonly available with local dealer is manual transmission. Due to no demand for automatic transmission in the local market dealer do not import automatic in the country. Kindly confirm acceptance of manual transmission.
o CLIN 0005 needs to be an automatic transmission o CLIN 0006 needs to be a manual transmission
• Item 0008/9/10/11 – Mid Size Pick-up Truck. Most of the products available in the market/dealer are 4 cylinders engine. Kindly confirm acceptance.
o Yes, a 4 cylinder engine will be acceptable.
• Item 0012/13 – Full-Size Pick-Up Truck. Kindly confirm if the items are 2 door or 4 doors.
o CLIN 0012 & 0013 must be a 4 door ¾ ton pick up
• Item 0013- Full-Size Pick-Up Truck, Long Bed. Kindly note there are no more long bed in production. Available bed size is standard bed with length of 6.5 feet.
Kindly confirm acceptance.
o CLIN 0013 requires a long bed. To be acceptable the length of the truck bed must be 8ft.
• Item 0014 – Compact SUV. PWS states this item required to be minimum of 6 cylinders. Whereas equivalent example provided in attachment 3 “KIA Sportage” is 4 cylinder vehicle available in the local market. Kindly confirm if 4 cylinders are acceptable. Ground clearance of compact SUVs available in the market for various makes ranges from 6.5 inches to 8.5 inches maximum. Kindly confirm acceptance of this item with ground clearance of 6.5 – 8.5 inches range.
o A 4 cylinder engine will be acceptable o 6.5” - 8.5” ground clearance will be acceptable
• Item 0015- Midsize SUV. Ground clearance of this category of various makes available in the country is 9.25 inches the maximum. Kindly confirm acceptance.
o 9.25” ground clearance will be acceptable
• Item 0020 Chevy Flatbed. Kindly provide any additional description besides cylinder capacity of 8 such as payload capacity. Also kindly confirm if alternate manual transmission vehicle acceptable under this item.
o This vehicle must have a minimum payload similar to a Chevy 1500. This vehicle is also known as a “stake bed” o A manual transmission WILL NOT be acceptable
• As per PWS clause 4.1.3.2 and 4.2.2 driver and passenger air bag is required on all vehicles. There are certain models available in the market item 1, 19 and 20 do not have passenger airbag from manufacturer. Also kindly note that the local dealers import vehicles in the country as per GCC specifications. Kindly confirm acceptance of single airbag for selected few items due to non-availability.
o CLIN 0019 & 0020 must have a driver and passenger air bag.
• Vehicle description in PWS has tire requirement defined as Load Range: E, Traction: A, Temperature: C, Speed Rating: R etc. Manufacturer fitted OEM tires ratings has variance on both higher and lower side. Example Speed Rating R as per PWS is fitted with tire of speed rating H is on higher side and traction A is fitted with B. Kindly confirm acceptance of tires as per manufacturer recommendation.
o Tires that match manufactures specifications will be acceptable.
Question 20: Quantities described in section 5 of PWS and some item showing zero estimated quantity – will any of zero quantity items will be ordered during any ordering periods? Will all estimated vehicles quantities described in PWS section 5 come under proposed new contract gradually under multiple task orders?
Answer: It is possible and likely that these vehicles will be required during the 5 year ordering period, however no guarantee can be made at this time. The quantities described in the PWS are only estimates, no guarantee can be made about the vehicle quantities. The estimated quantities listed will be under multiple task orders and a requirement is needed.
Question 21: Vendor offering newer model vehicles such as brand new 2018/2019 compared to PWS ceiling of 2 years and below 40K, will such vendor gets any preference?
Answer: PWS section 4.3.6 states: “the contractor shall provide vehicles that are less than 2 years old and have less than 40,000KM on the odometer at the beginning of the contract and at the beginning of each ordering year.” No preference will be given for brand new vehicles. The award will be made on a “Lowest Price Technically Acceptable (LPTA)” basis.
Question 22: When the contract is expected to be awarded?
Answer: Contract award is expected for 15 December 2018, with performance starting on 15 January 2019
Question 23: What is the lead time that will be allowed to award winning contractor to deliver the vehicles after issuance of task orders?
Answer: Each task order will specify when and where vehicles will be required to be delivered. Task orders are typically awarded with a minimum of 10 days prior to the delivery date of the vehicles. This does not limit the Government from placing orders with less time, deliver as soon as possible is expected.
Question 24: Reference to PWS 4.2.5 – Kindly identify vehicles type in attachment 3 by defining item # that is required to be equipped with towing package.
Answer: All vehicles under CLIN 0012, 0013, and 0020 must have a towing package. The Size and class of hitch should meet the manufacturers’ maximum towing capacity recommendation.
Question 25: Reference to PWS 4.2.6 – Kindly confirm if all vehicles delivered under the proposed contract is to be tinted or selected ones.
Answer: In accordance with PWS section 4.2.6 all vehicles must be equipped with window tint film. The window tint must be rated at a minimum of 70%.
Question 26: Reference to PWS 4.3.5.1. As per Kuwaiti traffic laws original registration document must be in the vehicle always. Retaining it by contractor may attract traffic fine or impounding of vehicle if come across HN security agencies checking during off post travel. Shall USG/USAF reimburse all such fines for not having original registration document in the vehicle?
Answer: what you are referencing is actually found in PWS section 4.3.6.1. To clarify, the U.S. Government is requiring the contractor to ensure vehicles are properly registered at all times, laminate the ORIGINAL registration documents that WILL BE KEPT WITH THE VEHICLE, as well as provide an additional COPY of the registration to the Contracting Officers Representative.
Question 27: Reference to PWS 4.3.5.2. Is exhaust screen required on all vehicles?
Answer: what you are referencing is actually found in PWS section 4.3.6.2., this was a typo and it should say “SUN SCREENS” or “VISORS”.
Question 28: Reference to PWS 4.3.1.2 – Tow vehicle. Is contractor required to deliver a tow vehicle in possession of USAF or provide towing service as and when required basis?
Answer: No the contractor is not required to provide the USAF with a vehicle to have in its possession. This section requires the contractor to provide off base towing service.
Question 29: Reference to solicitation- Instruction to offerors clause 2.3. Submission of offer is by invitation. Kindly confirm if redaction of business name is still required.
Answer: Section 2.3 is stating that the contractors “Volume II: Technical Proposal” must not contain the company business name, logo, tag lines, or slogans on any page except for the cover page.
Question 30: PWS clause 4.3.4 Traffic Violation. Kuwaiti traffic department has started a new policy by blocking some of the fines they consider serious in nature. Such as over speeding above 40 kilometers limits, crossing red signal, wrong parking at pedestrian crossing, handicapped parking, driving on side of the road in emergency service lane etc.
Blocked fines are not allowed by the car owner to pay to traffic department and requires transferring the fine to actual driver/operator`s name. Request clarification if USG can provide any documentation after delivery of cars stating that the listed vehicles is in possession of USAF having diplomatic immunity in the Host Nation. Such memorandum must be attested by HN traffic Department allowing car owner to pay the fine and request USG for reimbursement.
Answer: Based on the bilateral agreement between the U.S. And Kuwait Government we do not provide the name or information of the US military personnel who are driving the vehicles for inclusion in any Kuwaiti police report.
Question 31: USG has clarified vide answer to question 10 stating majority of the rental periods range from 3 months, 6 months and 12 months. Kindly further clarify if any estimated percentage ratio for 3,6 and 12 months can be provided such as 40% 3 months, 40% 6 months and 20% 12 months etc.
Answer: We do not have any actual percentages for these time periods. Historically speaking, the Government can say that a majority of the leases will be for 12 month periods.
Question 32: In order to review various makes available in the market and select the best specification compliant vehicle per PWS more time is required. Request consideration of extending the submission dead line.
Answer: An extension to the submission deadline will not be granted.
Question 33: Goodyear all terrain, wrangler silent armor tires are out of stock with the dealer in Kuwait. Since it’s not a tire in regular demand the dealer does not stock them and only imports it based on specific orders, the lead time for import is around 3 months.
Considering this fact would the USG accept standard tires which are factory fitted by the authorized dealers of vehicles?
Answer: Tires that are manufacturer recommended will be acceptable.
Question 34: Attachment 3, Item No 0014 Compact SUV – under this category, KIA Sportage has been suggested as a vehicle of choice. When we compare the description of the vehicle to be offered in the Statement of Work (SoW) Section 4 point 4.3.5.7.1 Compact SUV, the requirement of the vehicle to be offered is a 6 cylinder engine. Our question is that a KIA Sportage is a 4 cylinder and not a 6 cylinder engine, hence we request clarity on whether we need to provide a 4 or 6 cylinder engine under this category of vehicles.
Answer: A (4) four or (6) six cylinder engine will be acceptable.
Question 35: Attachment 3, Item No 007 14 Pax Van – under this category, Chevy Express / GMC Savana has been suggested as a vehicle of choice. Both Chevy Express & GMC Savana are not in stock with the dealers as it is not regularly in demand. Our question is can we propose alternatively a 12 Passenger Van.
Answer: A (14) passenger van is required for this CLIN.
Question 36: Attachment 3, Item No 005 12 Passenger Van, Automatic Transmission – There is no automatic transmission vehicle available in Kuwait under the 12 passenger van category in Kuwait.
Answer: An automatic transmission is required under this CLIN
Question 37: What is the current quantity of vehicles running under the current contract?
Also what is itemized breakup of the current quantity of vehicles?
Answer: There is currently an estimated 615 – 650 vehicles leased. We currently do not have a quantified break up by type.
Question 38: Response to Question 9 of the Q&A, mentions two contracts. Are they 2 separate contracts or is Contract # FA5703-18-D-0001 an extension of contract#FA5703-13- D-0002.
Answer: Contract FA5703-13-D-0002 had a period of performance of 7 Jan 2013 – 6 Jan 2014, with 4 exercised options that concluded on 6 Jan 2018. Contract FA5703-18-D- 0001 was a short term contract with a period of performance of 16 Jan 2018 – 15 July 2018, with 2 options. The final option ends on 15 Jan 2019.
Question 39: Can you explain the following sentences (The contract price for this CLIN will use an estimated rate of 41.475 KWD per month (136.70 $) / per vehicle assigned to each Task Order and will not be considered for evaluation purposes)? Is that the estimated monthly rate???
Answer: Yes this is the estimated monthly rate for Administration Cost.
Question 40: When will be the deadline to submit our proposal?
Answer: In accordance with the “Instructions to Offerors”, proposals are due no later than 5 November 2018 at 1600 hours local time.
Question 41: What is the average annual running kms of the vehicles under each category?
Answer: We currently do not have annual kms data for the vehicles.
Question 42: Section 4, Award Decision point 4.1 covers the award decision process. We wish to seek clarification for the following with regards to the award decision process.
Would the USG be basing the award decision by multiplying the Unit price for each vehicle with the Qty (12) as shown in Attachment 3, and arriving at a cumulative figure. OR Would the USG be basing the award decision by multiplying the Unit price for each vehicle with the Qty (12) and then with the estimated quantity provided in section 5 of the PWS to arrive at the cumulative figure. Request clarification on the same Answer: We will be evaluating price by multiplying the unit price of 1 vehicle with the quantity of 12 months. For example; 1 vehicle at 100.000KWD per month x 12 months = 1,200.00KWD for the year.
Question 43: Please tell if you want Attachment 3 to be part of our price volume and if you want us to complete the schedule of supplies of the RFP as part of our price volume.
Answer: In accordance with section 3.1 of the “Instructions to Offerors” “The offeror shall utilize the Excel spreadsheet entitled “Vehicle Price Schedule”, included as Attachment 3 of the solicitation, when proposing the price for each individual vehicle type.” You do not need to include your pricing on the solicitation document.
Question 44: please note in Kuwait only 30% tint is allowed and if more than that is required, we required a memorandum or authorized letter from US Government to get the permission for the required minimum 70% tint.
Answer: To clarify, the 70% tint that is required is not as dark as the 30% that is being referred too. 30% tint only allows 30% of light in, 70% tint allows 70% light in.
